RESOLUTION NO. 99-10
A RESOLUTION OF THE CITY OF CAPE CANAVERAL,
BREVARD COUNTY, SUPPORTING THE BREVARD COUNTY
BOARD OF COUNTY COMMISSIONERS APPLICATION
PROCESS FOR APPLYING FOR FEDERAL ANTI -DRUG ABUSE
FUNDS TO THE STATE OF FLORIDA, DEPARTMENT OF
COMMUNITY AFFAIRS, APPROVING THE DISTRIBUTION OF
THE ANTI -DRUG ABUSE FUNDS AVAILABLE FOR DRUG
INTERVENTION PROJECTS; PROVIDING FOR AN EFFECTIVE
DATE.
WHEREAS, the State of Florida has allocated $360,441 of the Federal Drug
Control System Improvement (Edward Byrne) funds for use by Brevard County; and
WHEREAS, the Brevard County Commissioners is in the process of applying for
federal anti -drug abuse funds to the State of Florida, Department of Community Affairs;
and
WHEREAS, Application I, Court Alternative Services, proposes to . continue the
funding of this position in FY1999 -2000 so there will be no interruption in- services to the
expanded programs as well as to the criminal justice community with .funding of $15,000
and a local match of $5,000; and
WHEREAS, Application II, Domestic Violence IV, proposes its final year under
the Byrne Grant Program. The program employs one Investigator, located in the State
Attorney's Viera Office. This program refers domestic violence victims to county
resources and provides support and assistance as necessary. The Investigator serves
subpoenas. The Investigator as assigned by the Chief Assistant State Attorney in the
Domestic Violence Division conducts in -depth interviews and investigations. In addition,
the Investigator continually trains law enforcement on domestic violence issues, case
reporting techniques, etc. Federal funds in the amount. of $30,000 are requested from
Byrne Grant resources with a $10,000 matching fund requirement from the State
Attorney's General Revenue Fund; and
WHEREAS, Application III, Teen Court III, proposes its third year under the
Byrne Grant Program. Teen Court is located in the State Attorney's Office in Viera, and
employs one secretary and one program assistant. Teen Court provides an alternative to
juvenile offenders who chose to be judged by a group of their peers, rather than a circuit
court judge. Federal funds in the amount of $20,000 are requested from Byrne Grant
resources with a $7,000 matching fund requirement from the State Attorney's General
Revenue Fund; and

WHEREAS, Application IV, Repeat Offender Team II, proposes its second year
under the Byrne Grant. Personnel are located in the State Attorney's Office and include
three support staff; one clerk, one secretary and one paralegal. The program is aimed at
the early identification of career criminals at first appearances and the monitoring of
prison releasees upon their return to Brevard County. Federal funds in the amount of
$54,000 are requested from Byrne Grant resources with a $18,000 matching fund
requirement from the State Attorney's General Revenue Fund; and
WHEREAS, Application V, Police Athletics League Program II, proposes its
second year under the Byrne Grant. The program provides for the "Police Athletic
League" (PAL) programs throughout Brevard County. Specifically, the Sheriffs Office,
Cocoa Police Department, Melbourne Police Department, Palm Bay Police Department,
Satellite Beach/Indian Harbor Beach Police Departments and Titusville Police
Department have started or enhanced PAL programs within their areas of jurisdiction.
Programs are designed to instill values of teamwork, anger control, respect for authority,
the value of avoiding substance (including alcohol) abuse, self worth, and other values
.essential t living a drug -free, law abiding life. Federal funds in the amount of $241,441
are requested from Byrne Grant resources with matching fund requirements from the
Brevard C unty Sheriff's Office.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of
Cape Canaveral, Florida as follows:
Section 1. In compliance with the State of Florida rules and Regulations for grant
money allocation, the City of Cape Canaveral approves the distribution of $360,441 (total
allocation available) for Fiscal Year 1999 -2000 federal Anti -Drug Abuse Act funds for
projects throughout Brevard County as follows:

Section 2. That this resolution shall take effective immediately upon its adoption.
ADOPTED BY the City Council of the City of Cape Canaveral, Florida, this 20th
day of April 1999.
