HomeMy WebLinkAboutResolution No. 1996-621 RESOLUTION NO. 96-62 A RESOLUTION OF ME CITY OF CAPE CANAVERAL, FLORIDA, ESTABLISHING A NEW SCHEDULE OF RATES UNDER APPENDIX B, CHAPTER 78, UTILITIES, ARTICLE III, SERVICE RATES, DEPOSITS AND BILLING PROCEDURES, SUBSECTION (b) MONTHLY SEWER RATES OF THE CITY OF CAPE CANAVERAL CODE OF ORDINANCES FOR SEWER SERVICE WITH THE CITY OF CAPE CANAVERAL, FLORIDA; PROVIDING AN EFFECTIVE DATE. WHEREAS, the City Council of the City of Cape Canaveral, Florida, per Section 78 -152 of the Code of Ordinances, provided for the adjustment of the Sewer Rates by Resolution; based on Regulatory Factors; and WHEREAS, the City's Wastewater Treatment Plant upgrade to an advanced wastewater treatment and the construction of the reclaimed water facilities as required by the Indian River Lagoon Act, necessitated a rate increase of 16.09% to meet revenue requirements for debt and operation of these facilities; and WHEREAS, the City Council of the City of Cape Canaveral, Florida has deemed it desirable to begin to change the City's residential fixed sewer service rates to residential sewer service rates using water consumption as a surrogate for wastewater system usage. The Council has determined that this billing structure has the advantages of promoting water conservation and providing a more fair and equitable basis for residential user charges. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Cape Canaveral, Brevard County, Florida, as follows: SECTION 1. The Rate Schedule as set out in Appendix B, Chapter 78, Utilities, Article III, Service rates, Deposits and IBilling Procedures, Subsection (b) Monthly Sewer Rates of the City of Cape Canaveral Code of Ordinances is hereby deleted in its entirety and the following adopted in lieu thereof: MONTHLY SEWER RATES BY CUSTOMER CLASS 1. Equivalent Residential Unit is determined by meter size for Single - Family Units and Public Buildings. One Multi - Family Unit is equal to 0.75 ERU. ERU's for each meter size are as follows: 3/4" water meter = 1.0 ERU 1" water meter = 2.5 ERU's 1 1/2" water meter = 5.0 ERU's 2" water meter = 8.0 ERU's 2. RESIDENTIAL A. Single Family: Detached residential dwelling unit, other than a mobile home, designed for and occupied by one family. Sewer Customer Charge Per Bill: $1.05 Sewer Readiness to Serve Charge Per ERU: $9.51 Sewer Usage Cost Per 1,000 Gallons of Water Consumption: $3.12 (Charge per 1,000 gallons of water consumption is capped at 4,000 gallons per month.) B. Multi Family: Residential Dwelling Unit, designed for and occupied by more than one family. Sewer Customer Charge Per Bill: $1.05 Sewer Readiness to Serve Charge Per ERU: $9.51 Sewer Usage Cost Per 1,000 Gallons of Water Consumption: $3.12 No Sewer Cap will be afforded to Multi - Family units City of Cape Canaveral Resolution No. 96-62 Page 2 1 C. Public Buildings: Any building held, used, or controlled exclusively for public purposes by any department or branch of government, state, county, or municipal, without reference to the ownership of the building or of the realty upon which it is situated.
