RESOLUTION NO. 96-59
A RESOLUTION OF THE CITY OF CAPE CANAVERAL,
BREVARD COUNTY, FLORIDA; SUPPORTING 'l 'HE
DISTRIBUTION OF THE ANNUAL EMERGENCY
MEDICAL SERVICES SPECIAL ASSESSMENT TO LOCAL
GOVERNMENTS TO MAINTAIN AND ENHANCE '1'IELIR
PRESENT EMS SYSTEM; ESTABLISHING A COUNTY-
WIDE GOAL FOR ALL FIRST RESPONDER AGENCIES
TO MAINTAIN OR TRANSITION TO ADVANCED LIFE
SUPPORT; PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, Brevard County Ordinance 95 -54 incorporates language that refers to the
Emergency Medical Services system and how its saves lives and reduces disability and is essential
to the health and well being of the citizens of Brevard County; and
WHEREAS, the fire departments of Brevard County have progressed significantly in their
Emergency Medical Services delivery systems, with the majority of the fire departments providing
basic life support and/or advanced life support first response; and
WHEREAS, the first responder municipal fire departments provide initial patient care,
stabilization of victims and, in some cases, administer drug therapy, and the County Ordinance
supports the important role that first response plays in the overall Emergency Medical Services
system; and
WHEREAS, the Space Coast Fire Chiefs' Association recognizes the advantages of
providing advanced life support first response to the citizens and establishing a goal for a
consistent level of first response in the County; and
WHEREAS, the County charges all property owners an annual assessment to support the
Emergency Medical Service system; and
WHEREAS, the municipal fire departments and their city governments firmly believe they
should be recognized for their contribution to the system and entitled to share the revenue from
the Annual Emergency Medical Services Special Assessment; and

WHEREAS, the Florida State EMS Office EMS Office Peer Review Team concluded
that consideration should be given to using assessment funds to assist community based ALS and
BLS non - transport providers to maintain and enhance their services.
NOW, THEREFORE, BE IT RESOLVED that the Cape Canaveral City Council takes
the position that:
SECTION 1. Supports the distribution of the Annual Emergency Medical Services Special
Assessment to local governments to maintain and enhance their present EMS
system.
SECTION 2. Establishes a county -wide goal for all first responder agencies to maintain or
transition to Advanced Life Support.
SECTION 3. This Resolution shall take effect immediately upon its adoption.
ADOPTED BY the City Council of the City of Cape Canaveral, Florida, this 3rd day of
December, 1996.
