HomeMy WebLinkAboutResolution 1994-70i • • RESOLUTION NO. 94-70 A RESOLUTION OF Tt1E CITY OF CAPE CANAVERAL, BREVARD COUNTY, FLORIDA; OPPOSING MANDATED FUNCTIONAL RECLASSIFICATION, OPPOSING MANDATED PRIORITIZATION FOR EXPENDITURE OF STATE HIGHWAY FUNDS AND SUPPORTING TRANSFERS BY MUTUAL CONSENT; AND PROVIDING FOR AN EI I ECTIVE DATE. WHEREAS, the Brevard Metropolitan Planning Organization is the designated and constituted body responsible for the urban transportation planning and programming process for the Melbourne -Palm Bay and Titusville Urban Areas; and WHEREAS, the Center for Urban Transportation Research has completed a study entitled Functional Classification Study: Fiscal Impact Analysis of Proposed Revised Roadway Ownership Criteria; and WHEREAS, the Florida Transportation Commission has developed three (3) options for implementation, including as follows: 1. Adopt criteria by law /rule and restrict state funding to only those roads meeting criteria, or 2. Mandate transfers and establish new funding source to accompany transfers, or 3. Transfers only by mutual consent; and WHEREAS, these options will be transmitted to the Florida Legislature; and WHEREAS, there will be significant impacts to local governments if either option 1 or option 2 are enacted; and WHEREAS, FDOT Secretary Watts has indicated general acceptance of the current state highway system. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Cape Canaveral, Florida: 1. Opposes mandated prioritization for expenditure of state highway funds (option 1), as arbitrarily prioritizing a certain type of roadway would detrimentally affect other roadways whose purpose may also be critical to a functioning transportation system; and 2. Opposes mandated functional reclassification (option 2), as the fiscal impact of the proposed transfers may be understated and the correct application of the criteria is still being debated. In addition, the proposed revenue increase cannot be justified only on the basis of functional classification, with no identified or quantified change in level of service; and 3. Supports transfers by mutual consent (option 3); and 4. Urges the Florida Transportation Commission to support transfers by mutual consent in their transmittal to the Florida Legislature; and 5. Urges the Florida Legislature to support transfers by mutual consent. SECTION 2. This Resolution shall take effect immediately upon its adoption.
