HomeMy WebLinkAboutMinutes 11-10-1994 Special Workshop• • CITY COUNCIL SPECIAL WORKSHOP MEETING November 10, 1994 A Special Workshop Meeting of the Cape Canaveral City Council was held on November 10, 1994, at the City Hall Annex, 111 Polk Avenue, Cape Canaveral, Florida. The meeting was called to order at 7:00 P.M. by Mayor Salamone. ROLL CALL: Mayor Joy Salamone Present Mayor Pro Tem John Porter Present Councilmember Arthur Berger Present Councilmember Leo Nicholas Present Councilmember Rocky Randels Present City Manager Bennett Boucher Present City Clerk Faith Miller Present BUSINESS: 1. Interview of Applicants for City Attorney Position: 7:00 - 7:15 p.m. 7:20 - 7:35 p.m. 7:40 - 7:55 p.m. 8:00 - 8:15 p.m. 8:20 - 8:35 p.m. Amari, Theriac, & Eisenmenger, P.A. (Mr. Kohn Bennett, Mr. Mark Peters) Boehm, Brown, Rigdon, Seacrest & Fischer, P.A. (Mr. Chris Muckerman) - Frese, Nash & Torpy, P.A. (Mr. Rick Torpy) - Holland, Starling, Severs, Stadler & Friedland, P.A. (Mr. Kenneth Friedland, Mr. Dwight Severs, Mr. Richard Stadler) - Michael S. Minot (Mr. Minot & Mr. Bill Powell) 8:40 - 8:55 p.m. Potter, McClelland, Marks & Healy, P.A. (Mr. Bill Potter, Mr. Patrick Healy) Representatives as indicated of each of the aforementioned firms described in detail: their firm's proximity to the City, size, capabilities, expertise and relevant experience. Members of Council addressed specific questions to each of the firms and the representatives responded accordingly. Questions included issues of accessibility of the attorneys to the City; areas of municipal experience; how the City would be represented by each firm either by one City Attorney or one • • City of Cape Canaveral, Florida Special City Council Workshop November 10, 1994 Page 2 City Attorney and an Assistant City Attorney; experience of other attorneys within each of the firms. Mayor Salamone thanked each of the firms for their attendance and their willingness to participate in the City's selection process. 2. Discussion Re: Ranking of City Attorney applicants. Mayor Salamone stated that the next task was to rank the applicants to allow Council to negotiate a fee structure with the top - ranked applicant. If no agreement could be reached with the number one ranked applicant, then Council would proceed to the next highest ranked applicant. Council reached a consensus of ranking the City Attorney applicants as follows: 1. Amari, Theriac & Eisenmenger, P.A. 2. Potter, McClelland, Marks & Healy, P.A. 3. Frese, Nash & Torpy, P.A. 4. Holland, Starling, Severs, Stadler & Friedland, P.A. 5. Boehm, Brown, Rigdon, Seacrest & Fischer, P.A. 6. Michael S. Minot Mayor Salamone questioned how Council wanted to handle negotiations. She asked that the item be placed on Tuesday's agenda. Mr. Porter did not feel that the matter should be discussed at Tuesday's meeting given the swearing in of the new Mayor. There was further discussion regarding when the matter should be scheduled for Council's negotiation with the top - ranked firm. Mr. Berger asked to receive a copy of the last contract the City had with the firm of Amari, Theriac and copies of invoices from their past service to the City. Mayor Salamone conceded that she would agree to not scheduling the Attorney negotiations at the upcoming Tuesday meeting. Council concurred to schedule City Attorney negotiations at the next available Council workshop meeting. ADJOURNMENT: Ther beings cr fu e°ss the meeting adjourned at 9:04 P.M.
