SPECIAL WORKSHOP MEETING
September 13, 1994
A Special Workshop Meeting of the Cape Canaveral City Council was held on September 13,
1994, at the City Hall Annex, 111 Polk Avenue, Cape Canaveral, Florida. The meeting was
called to order at 7:00 P.M. by Mayor Salamone.

BUSINESS:
1. Discussion with Brevard County re: Cape Canaveral Library expansion project.
Mr. Bill Starmer, Stottler Stagg & Associates, explained that his firm had been working with
the City's Library Board and the County's Library staff regarding concepts for the expansion
of the Cape Canaveral Library. He stated that the Boardmembers and staff had reached a
consensus to recommend the "Concept A Site Plan" for the project. He illustrated that Concept
A provided that the addition would be on the east side of the existing building with the entrance
relocated to Taylor Avenue and the addition of 43 parking spaces on the east side of the building
with 100' of greenspace left on the subject property for Veteran's Park.
Mayor Salamone questioned why the addition was not located on the north side of the building
utilizing Polk Avenue. Mr. Starmer explained the reasons for the preference to extend the
building to the east. Mayor Salamone stated that she had wanted to preserve as much
greenspace as possible. Mr. Randels questioned the use of turf blocks for parking on the
easternmost row and Mr. Starmer commented on the disadvantages of using such material for
parking. There was further discussion regarding alternative means of providing adequate
parking. Mr. Tim Grady, Library Board chairperson, questioned the use of Poinsetta Avenue
for parking. Mayor Salamone thought that utilizing Poinsetta for parking was worth researching
to avoid losing so much of the greenspace on the east side of the library.
There was discussion regarding adding a second story to the existing library and the
disadvantages of such an expansion. Extensive discussion followed concerning the use of
Poinsetta Avenue for parking purposes. Mr. Starmer stated that the possibility of creating a
campus -type atmosphere for the library and other City buildings may prove to be a good
concept, but he was concerned with the possible time delays involved in researching and
planning such a scheme. He also stated that the County was under a tight budget for the
expansion project.

Discussion followed regarding: current complaints regarding parking availability around the
library and other City buildings; possibility of changing the main entry of the library to allow
a walkway through the trees from the corner of Taylor and Poinsetta; potential impacts, on
fire /police services if Poinsetta Avenue was closed for one block; time constraints involved in
changing the scope of the project to include closing Poinsetta Avenue. Four Councilmembers
were in favor of pursuing another option for the library expansion to involve closing Poinsetta
Avenue to be used for parking purposes.
Mr. Roy Cowell, Stottler Stagg, questioned if the City was interested in obtaining an overall
campus plan for the library and other City facilities, such as the Annex, Recreation Center and
City Hall. Mayor Salamone asked that the architects be creative and provide options to leave
as much greenspace as possible. Mr. Randels questioned who would be the final decision maker
on the expansion and Mayor Salamone responded that it was a team effort between the Library
Board, County staff, and the City Council.
There was further discussion regarding Veteran's Park and the need to preserve as much
greenspace as possible. Mr. Joe Bisley, Brevard County Director of Facility Construction,
stated that there were many planning aspects to be considered with the change in the scope of
the project and the alternatives involved in the "campus" approach. Mr. Starmer stated that it
would cost approximately $600 -800 to develop quick conceptual drawings to show the available
parking spaces through the use of Poinsetta Avenue. Mr. Bisley advised that to employ Stottler,
Stagg to prepare the subject conceptual drawings would be beyond their initial scope of services
and would require County Commission approval. He stated that there were eight (8) library
expansion projects underway within the County and all of the budgets were very tight. Mayor
Salamone stated that a majority of the Council agreed to have the architects review the additional
concept of utilizing Poinsetta Avenue and the City Manager had the authority to expend funds
to pay for such services. She asked that the preliminary conceptual drawings be presented to
Council at its next regular Council meeting scheduled for Tuesday, September 20, 1994.
