The Meeting was called to order at 3:00 P.M. by Mayor Porter. ROLL CALL. Mayor John Porter Present Mayor Pro Tem Rocky Randels Present Councilmember Burt Bruns Present Councilmember Tony Hernandez Absent Councilmember Buzz Petsos Present City Manager Bennett Boucher Present City Treasurer Deborah Haggerty Barker Present DISCUSSION: 1. Sewer Rate Study, Presentation by Burton & Associates Robert Lockridge and Michael Burton, of Burton & Associates gave an overview of the sewer rate study. Mr. Randels queried how certain classes of users can be excluded from the rate structure. Mr. Burton related that it is possible for residential users to go on a volumetric rate while commercial users remain on the current rate structure. Mr. Lockridge reviewed rate graphs and the cost allocation for each rate category. Council discussed the effects of each rate category in the final rate plan with a scheduled January 1, 1997 increase in sewer rates of 16.09 %. Mayor Porter instructed staffto prepare a Press Release on the Final Rate Plan and send letters to customers explaining the increase, including a comparison of other communities' sewer rates. Council discussed the average usage of an average multi- family complex of 18 units. They further considered a possible rate cap on multi- family rates. They currently pay a flat rate with no consideration for the occupancy status Mr. Randels explained his research with flat rates with the Florida League of Cities and how hard it was for communities to convert to a volumetric rate. 1 Cape Canaveral City Council 2 Workshop Meeting-Sewer Rate Study Page 2 1 iMr. Lockridge explained the three components of a rate structure; the fixed charge per bill for processing costs, fixed charge for ERU and the maximum usage charge per 1,000 gallons of water used. Council will review the rate structure annually to ensure the financial stability of the sewer fund. Council queried the impact of a 4,000 gallon per month cap for a single family rate instead of 3,000 gpm. The rate would increase from$20,48 to$23.03. Council indicated that reuse would be part of the sewer rate and we must plan the implementation of the other phases. The Rate Resolution will be prepared for the December 17, 1996 Council Meeting.
