MINUTES Call to Order Roll Call: Council Members Present Burt Bnms Tony Hernandez Joy Salamone Mayor Pro Tem Buzz Petsos Mayor Rocky Randels Others Present City Manager, Bennett Boucher City Attorney, Kohn Bennett City Clerk, Sandra Sims Building Official, G.J. "Whitey" Moran Public Works Director, Edward Gardulski Recreation Director, Nancy Hanson Goals and Objectives City Manager, Bennett Boucher explained that staff needs directive for this year's budget, and for the next two to five years. Mayor Randels reported that the salary survey will be considered at a future workshop. It was determined that each Council Member will relate their key goals as it relates to the budget. Council Member Joy Salamone o Ms. Salamone reiterated that action should be taken to consider relocating City Hall. Mr. Boucher was directed to contact Rodney Ketchum for the status of the building located at 7901 North Atlantic Avenue (former IBM Building). ❑ FILENAME \* Lower\p \* MERGEFORMAT \ci yclklmhmt s\ workshop \1998\0623.98 goals.doo0 1 1 1 City Council Goals Workshop June 23, 1998 PAGE 2 • Ms. Salamone related that additional recreation programs are needed for children age's 12 -16 years old from 3pm to 7pm. and should be funded through this budget. She related that this program dovetails with the recreation complex issues as spearheaded by Council Member Tony Hernandez. Mayor Pro Tem Petsos interjected that the Explorer Program and Police Athletic League should be involved in the five -year planning of this project. Council Member Burt Bruns • Mr. Bruns related that it is imperative that a pedestrian light is installed at McKinley Avenue, considering that courtesy busing has been curtailed for school children living west of AlA. Further, the pedestrian light must be re- installed on North Atlantic at Canaveral Boulevard. He related that a second Crossing Guard is needed at the A1A school crossing and assurance must be made that an officer is at the post morning and afternoon. He suggested that an advertisement to recruit crossing guards should be placed on the City Hall marquis. • Mr. Bruns opined that the Ridgewood Bicycle/Pedestrian Way should be extended to Jetty Park. • Mr. Bruns suggested that the Washington Avenue Pedway be paved to the beach. • Mr. Bruns opined that the City should take a strong educational stance on Water and Reclaimed Water Resources. Council Member Tony Hernandez • Mr. Hernandez concurred with Mr. Bruns' advice on Water Resource education and opined that it should be extended to all Natural Resource Education, such as beach, river, manatee park, mangrove planting issues, possibly in the form of an educational program incorporated into the manatee park plan. • He related that specifically, baffle boxes should be installed to control storm water runoff. Mr. Petsos queried if there is a state policy to ensure that the City designs appropriate storm water capturing plans. Mr. Hernandez queried if it possible to capture storm water runoff for conversion to the reclaimed water system. Mayor Randels reiterated that it is a realistic possibility that the City should pursue. • Mr. Hernandez proposed that the recreation complex at City Park continue with redesigning and beautifying the complex. Staff was directed to determine short and long term costs. 1 1 1 City Council Goals Workshop June 23, 1998 PAGE 3 • Mr. Hernandez reiterated his concern that the City recover the investigative costs paid through fines issued by the Canaveral Precinct. Mayor Pro Tem Buzz Petsos • Mr. Petsos opined that the Manatee Park should be prioritized over the City Park recreational complex to demonstrate good faith for the grant funding the City received. He also related that the park could generate some self - funding in a similar manner as the zoo. Mr. Hernandez requested that Council consider proceeding with the ballpark first. Council will consider during budget discussions. • Mr. Petsos suggested that the City pursue a funding source, such as a grant to offset the costs of businesses to bring their signs into conformity. • Mr. Petsos suggested that Council consider an appropriate project for the IITF leased property at the extreme northwest end of the City. • Mr. Petsos suggested stronger neighborhood policing, which will affect the budget. Further, he suggested increased lighting on A1A. Council concurred to request a lighting study by Florida Power & Light. • Mr. Petsos suggested that the School Resource Officer Program be presented to the Sheriff's Department as a countywide Sheriffs Program. • Mr. Petsos suggested that a Technology Master Plan be developed to ensure perpetual compatibility and educated expansion throughout the city. • Mr. Petsos suggested that an Employee Ideas Reward Program be developed. Mayor Rocky Randels • Mayor Randels suggested that an overall plan should be developed to ensure evenly spaced lighting. • Mayor Randels suggested that 1000' of sidewalks be constructed in the plan to connect the current pedways, • Mayor Randels suggested that a program should be established to clear the city of nuisance plants and trees, such as Brazilian Pepper. • Mayor Randels opined that the city must ensure and fund if necessary, a marching band in the Patriots' Day Parade. 1 1 1 City Council Goals Workshop June 23, 1998 PAGE 4 • Mayor Randels opined and Council concurred that it is imperative that major capital items must be appropriated incremental funding each year to prepare for major purchases such as a fire truck. City Manager Bennett Boucher • Mr. Boucher stated that it is imperative for a decision to made in regard to the City Hall Building.
