MINUTES CALL TO ORDER: The meeting was called to order at 5:12 P.M. ROLL CALL: Council Members Present Burt Bruns Mayor Pro Tem Buzz Petsos Mayor Rocky Randels Richard Treverton Council Members Present Larry Weber Others Present: Bennett Boucher, City Manager Susan Stills, City Clerk Andrea Bowers, City Treasurer Morris Reid, C.B.O., Building Official Ed Gardulski, Public Works Director Nancy Hanson, Recreation Director Dave Sargeant, CCVFD Lt. Gary Young, Canaveral Precinct DISCUSSION: 1. City Goals and Obiectives. Mr. Boucher opened discussion with an overview of the Year 2001 Vision that included: 1) A Sense of Community (Pride), 2) Environment, 3) Financial Stability, 4) Growth Management, 5) Beautification and 6) Recreation and Culture. Attendees defined objectives for the stated goals. 1 City of Cape Canaveral, Florida City Council Workshop Meeting April 24, 2001 Page 2 • Goal: Cultural and Recreational Activities for All Age Groups. • Mayor Pro Tem Petsos inquired about plans for the Internal Improvement Trust Fund (IITF) property. • Mayor Randels recommended upgrading the City Park for altemative uses. • Mr. Boucher said that an environmental assessment could be done on the IITF property in the upcoming fiscal year. • Mayor Pro Tem Petsos revisited purchasing the 8.5 acres on N. Atlantic and Central Blvd. • Mayor Pro Tem Petsos also suggested a Youth Summer Camp. Objectives: 1) Evaluate the Internal Improvement Trust Fund (IITF) property. 2) Establish multi - purpose fields/ City Park 3) Acquire 8.5 Acre parcel W. Central/ N. Atlantic — P -2000 4) Youth Summer Program — 2001/2002 • Goal: Community Involvement and Pride • Mayor Randels suggested installing signs to welcome travelers into the City. • Mayor Pro Tem Petsos recommended an awards program with Cape View Elementary and Cocoa Beach Jr./ Sr. High School. • Mayor Pro Tem Petsos also recommended a project to upgrade housing. Objectives: 1) North/South Entrance signs to the City 2) Student Award Program 3) Home Improvement Program • Goal: A Safe and Healthy Environment • Mr. Treverton recommended planning for the location of City Hall and the Sheriff's Precinct. • Mayor Pro Tem Petsos questioned the potential use of the Sheriffs Precinct if they were relocated. • Mr. Bruns emphasized addressing the shortfall in Law Enforcement protection. • Mr. Bruns recommended implementing a Stormwater Management Utility. • Mr. Bruns questioned hurricane protection for City facilities as well as records protection. 1 City of Cape Canaveral, Florida City Council Workshop Meeting April 24, 2001 Page 3 Objectives: 1) Evaluate off -site Police Department facility (Long -Term) 2) Storm -water utility (2001 -2002) 3) Flood Insurance Program • Goal: Financial Stability • Mr. Boucher queried consensus for a Police Department ad valorem ballot. Objectives: 1) Police Department Ad Valorem (2001) • Goal: Pedestrian Friendly Scenic Environment • Mayor Randels suggested consolidating beach end signage. • Mr. Treverton concurred with beach end signage and beautification this fiscal year. • Mayor Randels stated that he would like to see the Al A and International Drive project completed within a defined date as well as the Al A Beautification Project. • Mr. Bruns recommended making all beach access points User friendly and ADA Compliant. • Mr. Treverton recommended continuing the sidewalk program. • Mayor Pro Tem Petsos recommended completing the Ped/way project on the West side of AlA (Astronaut Blvd.) • Mayor Randels pointed out the area between Ocean Woods and Ocean Oaks and displayed photos on the newly cleared area. He questioned if the City planned to develop on the right -of -way. Mr. Boucher explained how using some of the funding donated by Mr. Bennix could create a decorative concrete pedway with decorative lighting. Objectives: 1) Beach Ends — Signage & Beautification/ ADA Compliant (2001/2002) 2) SR Al N International Drive Project/ FDOT 5 -Year Plan — Comp Plan 3) SR Al A Urban Profile/ FDOT 5 -Year Plan — Comp Plan 4) Sidewalks —1,500 Feet Per Year 5) SR Al A west Pedway Bridge FY 01/01, 40K from Porter Bridge 6) Pedway — N/S Between Harbor Drive & Ridgewood Avenue — Bennix Funds (2001) City of Cape Canaveral, Florida City Council Workshop Meeting April 24, 2001 Page 4 • Special Projects • Mr. Treverton expressed that he would like to see a conclusion to the sign code discussion • Chief Sargeant summarized that a written in a plan between the City and the Port for Police and Fire Safety would establish a long-term funding objective. • City Clerk and City Treasurer presented a remodeling concept that would switch the location of the Finance and City Clerk offices to accommodate locating offices with common use in closer proximity. • Chief Sargeant recommended City Code Review. • Ms. Hanson recommended completing the Manatee Sanctuary Park project. • Mr. Reid recommended a records management program to scan the documents in the Building Department's street addressing files. • Mr. Reid also recommended a windows -based program for the SBCCI program. 1) Sign Code (1 Year) 2) Joint Police Department/Fire Department with the Port (2001) 3) City Hall minor remodeling — City Clerk's Office and Finance Office (2001) 4) Code Review Mayor Randels concluded that a time frame is needed for the objectives identified., ; ,, Ld 1 49 There being no further business the meeting adjourned at 7:40 P.M.
