DISCUSSION:
1. City Goals and Objectives.
Mr. Boucher reviewed the general goals of the 1999 Goals and Objectives Meeting.
Once a vision was established, major goals were set and prioritized for
implementation. Mr. Boucher's intent at this meeting is to revisit the previous
visioning statement and consider if that is still our current mission for the City. Once
the vision is set the attendees can establish a framework for new goals. Mr.
Treverton referred to the mission statement and the perception of the term
"affordable." Chief Sargeant related why the term should be eliminated from the
mission statement due to affordability of housing. Mr. Bruns also related on
affordability of housing from a real estate prospective. Prior to eliminating verbiage

from the current mission statement, Mr. Boucher asked that attendees review the
vision in its entirety.
Mr. Treverton commented on the importance of the first element a sense of
community and civic pride. Mayor Randels continued with review in that
environment, quality of life, financial stability, growth management, beautification
and recreation are all also elements of the vision to maintain. Mr. Boucher
suggested including culture with recreation. Mr. Weber clarified that health and
safety are included in quality of life. The City Hall element will be considered under
goals. Lt. Gary Young suggested that the aesthetic qualities of the City pervade a
sense of safety. Chief Sargeant suggested the inclusion of the word revitalized in
order to maintain the idea of refurbished living.
Mr. Boucher referred to the mission statement for any revisions. Mayor Randels
stated the consensus of the attendees is to remove the term "affordable." Mr.
Treverton brought out how the verbiage "low rise" might better describe the
community. Mayor Randels read the revised mission statement as, "The City
of Cape Canaveral as a safe, clean, residential, beach -side community with
tree -lined streets."
Mr. Boucher continued with discussion of goals. He explained the need to assess
short-term and long -range goals. Discussion followed on how to address the
identified goals:
1.) Community Involvement
Suggestions for community involvement were:
• The COPS program, Volunteer Fire Department and Volunteer Projects.
• Mr. Weber suggested more business involvement.
• Mayor Pro Tem Petsos related how civic events, such as Patriots Day, bring
about a sense of community.
2) Environment
Suggestions for environment were:
• Keeping the City clean and beautiful, and
• Implementation of a Stormwater Management plan.
3) Financial stability
• Mr. Bruns addressed concern with the method of paying for the services
provided. Chief Sargeant suggested a financial analysis on the City's
development. Attendees discussed the time frame financial projection and
suggested a five -year analysis. Mr. Treverton said that impact and franchise
fees are collected as the City grows and he found the City financially stable
without undue concern for the future. Chief Sargeant explained how money

for impact fees could be used to replace equipment or purchase a new
building.
4) Growth management
• Mr. Bruns expressed that effective systems are in place to handle growth
management. The consensus of attendees was to maintain the City's
current position in growth management.
5) Beautification
• Mr. Treverton suggested completing the sidewalk system.
• Mayor Pro Tem Petsos included the bicycle paths.
• Mr. Weber suggested continuing beautification on the existing parks.
• Mr. Bruns expressed concern with lack of utilization of the City ballpark.
• Mr. Weber requested including other neighborhoods in beautification efforts
along with the Al A corridor.
• Mr. Boucher recommended a tree- planting program.
• Mr. Treverton suggested cohesion in the sidewalk and tree- planting
programs.
• Ms. McNeely expressed concern with commercial outside storage and its
unsightly effect on the City.
• Mayor Pro Tem Petsos suggested curbing and medians in beautification
efforts.
• Mr. Bruns stated that the revising the sign code would improve the City's
aesthetic.
6) Recreation
• Mayor Pro Tem Petsos recommended pursuing a grant for the 8.5 acres on
Atlantic Avenue and Central Blvd.
• Mr. Bruns recommended continuing to make beach access ramps ADA
compliant.
• Mr. Boucher recommended a citywide traffic calming device program.
• Mr. Gardulski suggested Nautilus and weight - training equipment for the
recreation facilities.
• Ms. Hanson recommend full utilization of the City Park since the Little
League utilizes only one field.
• Lt. Young suggested a skateboard park that would give adolescents a place
for recreation.
• Mr. Weber questioned if the Youth Center needs expansion. Mayor Pro Tem
Petsos suggested facilitating short-term goals for the Youth Center such as
movie night as well as other programs such as the Police Athletic League.
He expressed that a permanent Youth Center is a long -range plan. Council
recommended that Ms. Hanson develop a list of goals for Recreation.

Lt Young expressed the need for seeking a grant to build a joint public safety
facility with the Port. Mayor Randels asked if there were any support for a Sheriff's
facility at the Port. Council directed this decision to staff. Lt. Young also presented
the need for a Domestic Violence Facilitator. Lt. Young responded to Mr. Boucher
that grant funding for this area of need is competitive Countywide. If the County
Court Judge would administer an administrative fine in instances of domestic
violence, it would defray the cost of the position. He related crime statistics on
domestic violence. Lt. Young stated how the position would enhance public safety.
Chief Sargeant expressed concerned with funding for replacement of capital
purchases for the Fire Department, changes in staff training requirements and
facilities maintenance.
A City Council Workshop meeting date was set for Monday, April 16, 2001 at
4:00 P.M. to continue establishing goals that promote the City's vision.
