MINUTES all to Order: Roll Call: Council Members Present Council Members Absent Burt Bruns Tony Hernandez Mayor Pm Tem Buzz Petsos MayorRockyRandels Others Present City Manager, Bennett Boucher City Attorney, Kohn Bennett City Clerk, Sandra Sims Building Official, G.J. "Whitey" Moran Discussion: Joy Salamone Mayor Randels explained that the purpose of the meeting is to determine if it is the desire of Council to continue the Community Appearance Board, and if so with what structure. Mr. Hernandez opined that a lot of time and energy has been invested not only by the Community Appearance Board Members, but the ad hoc committee as well. He stated that he would like to see the board continue, particularly since the procedures have been changed to hold the appearance review before site plans are reviewed by Planning & Zoning. Mr. Bruns explained that he brought up the issue initially, and agrees that the board was well conceived. He posited that the question is, "can the board continue as it is or could these decisions be made by Planning and Zoning or staff?" Mr. Petsos stated that he has always intended to keep the board. He opined that they have done a commendable job with little guidance. He reiterated that Council never intended the appearance review to be scheduled after the Planning and Zoning approvals because the appearance analysis is to be done from a conceptual perspective. Agreeing with Mr. Hernandez, he stated that the review being placed before Planning and Zoning will solve 75% of the problem; residential is the issue. Richard Woods, Vice President, AJT Engineering, stated that his company was required significant effort to create a color board, elevations and renderings before appearing before the Community Appearance Board. He related that since the board's approval, which was contingent upon the facade being constructed of green marble and funding issues have dictated that they will need to use a different stone. Mayor Randels queried, "what was the ad hoc committee's intent for the board ?" Marilyn Rigerman, ad hoc committee member, responded that the impetus was concern for some structures that were erected on A1A. She stated that the ordinance is not exactly as proposed, however, the basis for the board in generalities is there because everything can not be defined. She related that colors and sketches should be accepted as conceptual, not precise. Mr. Wood opined that recommended and not recommended architectural styles, landscaping and colors should be illustrated in the building department as a guideline for developers. He related that color hues are easily demonstated.
