A1A Landscaping and Beautification. City Manager, Bennett . Boucher, explained that Stottler, Stammer & Associates were instructed by the city to develop an A1A landscaping concept plan for submittal to FDOT for a 50/50 match grant which is due on February 1, 1996. Roy Cowle of SSA presented the plan designed by he and Kathleen Boursin, landscape architect. Mr. Cowle explained that the landscaping program can be approached in whole or by phase. Therefore, the plan is being illustrated in a four phase format. Mr. Cowie related that the matching funds which the city will contribute can be derived from "in- kind" service 1 1 1 which volunteers will likely offer, as well as the re -use irrigation construction costs which are already financed. He stressed that the focus of determining the number of phases to initiate stems directly on the perpetual cost of maintaining the installed landscape. Mr. Cowie related that the proposed landscaping is for the west side of AlA. The proposed pedway will be a 6' pedestrian path which will be designed by Hartman & Associates because of its inclusion in the reuse construction. He commented that the pedestrian ways are proposed at 6' rather than 8' because there would be no room left for landscaping. The path will be constructed of concrete which is the most cost effective material for maintenance. City Manager Boucher related that a change order may be required for the pedway construction if substantially different than the one that exists. The landscaping project will begin north of Tower Boulevard to the southern city limit. There are areas which will not be disturbed that are already pleasantly landscaped. Obstructions have been identified, such as poles, signs, catch basins, etc. Safety and aesthetics were considered throughout requiring that curb cuts be minimized to comply with the city's current ordinance. Mr. Cowle related that it is important to foster a partnering relationship with property owners who will be affected. Mr. Cowle described a proposed island to be constructed at the Columbia intersection which has been designed especially for the safety of school children and enhanced by landscaping. Michael Gluskin, Public Works Director, opined that the area between the pedestrian way and the highway should be sod only because of utility vehicles and other traffic which will disregard ground cover, creating a maintenance dilemma. Mr. Nicholas reminded Council that in determining how much the city is going to do will be determined by the cost and where the money comes from. The estimated annual cost for maintenance from Columbia south to Center Street is $25,000. Consensus was to apply for the Florida Department of Transportation Grant which must be submitted by February 1, 1996 for Phases 1 and 2. Mr. Cowle is to calculate and present costs for extending Phase 2 for 1,100° for consideration at the January 16, 1996 Regular Meeting. The meeting recessed at 7:26 p.m. and reconvened at 7:35 p.m. 2. Lot Coverage. Mr. Cowle, SSA, presented sketches illustrating the maximum lot coverage allowed under the city's current ordinances. Mr. Nicholas related that his concern is that the ordinances do not clarify that a certain percentage of the lot allowed to be of impervious material and a clarification of what type structures may be built on 50' lots. Consensus was to refer the concerns of allowable impervious surfaces on a lot (driveways, pools, etc.) to the Planning and Zoning Board for a recommendation to amend our current ordinance for clarification. Consensus was also to refer to the Planning and Zoning Board a request to clarify in the form of an ordinance amendment, what type structures may be built on 50' lots. Mr. Bruns related his concern about the house on the beach end of Washington Avenue which is in deplorable condition. Council consensus was for the City Attorney to investigate the matter for correction and possible condemnation proceedings. The meeting adjourned at 8:05 p.m. IAA Sandra O. Sims, CMC, CITY CLERK
