A RESOLUTION ADOPTING A MILLAGE RATE FOR THE LEVY OF AD VALOREM TAXES FOR 1996 ON ALL TAXABLE PROPERTY LOCATED WITHIN THE CITY OF CAPE CANAVERAL, BREVARD COUNTY, FLORIDA; PROVIDING FOR AN EFFECTIVE DATE. Mayor Porter read into the record, the final millage rate of 1.4905 mills. Mayor Porter read Section 1. in full: The total millage for all city operating purposes. is 1.4905 mills on the dollar of taxable value for the 1996/1997 fiscal year for the City of Cape Canaveral, Florida. This millage is a .07% decrease from the rolled back rate of 1.4915. 1 1 Cape Canaveral City Council Special Meeting Final Budget Hearing September 23, 1996 Page 2 Mayor Porter read from Section 2. of the resolution: The City of Cape Canaveral, Brevard County, Florida, hereby adopts and imposes a millage rate of .4519 mill for the Beautification Dependent Special District, as approved in the 1986 referendum election. Mayor Porter read from Section 3. of the resolution: The City of Cape Canaveral, Brevard County, Florida, hereby adopts and imposes a millage rate of .0386 mill for the Library Dependent Special District, as approved in the 1985 referendum election. Mayor Porter read from Section 4. of the resolution: The City of Cape Canaveral, Brevard County, Florida, hereby adopts and imposes a millage rate of 0.0 mill for the retirement of indebtedness for Storm Drainage, as approved in referendum elections. Mayor Porter read from Section 5. of the resolution: The City of Cape Canaveral, Brevard County, Florida, hereby adopts and imposes a millage rate of .5000 mill for Fire/Rescue Service General Operating Millage, as approved in the 1994 referendum election. Mayor Porter read from Section 6. of the resolution: The City of Cape Canaveral, Brevard County, Florida, hereby adopts and imposes a millage rate of .5000 mill for Police Protection General Operating Millage, as approved in the 1994 referendum election. A motion was made by Mr. Randels and seconded by Mr. Petsos to approve Resolution No. 96-48, Final Millage for Fiscal Year 1996/1997. There was no public comment. Mr. Petsos suggested that Council consider eliminating utility taxes and adding the 1.9 mills to ad valorem taxes which are deductible to property owners. Consensus was to consider the issue at a future work session. Resolution No. 96-48 was adopted 5 -0, with voting as follows: Mr. Bruns, For; Mr. Nicholas, For; Mr. Petsos, For; Mayor Porter, for; and Mayor Pro Tem Randels, For. Final Budget for Fiscal Year 1996/1997 d: \citycl- 1 \cityclk \minutes \budget \1996 \09- 23- 96.doc 1 1 1 Cape Canaveral City Council Special Meeting Final Budget Hearing September 23, 1996 Page 3 Mayor Porter read Resolution No. 96-49 by title and Section 1. in full: A RESOLUTION OF THL CITY OF CAPE CANAVERAL, BREVARD COUNTY, FLORIDA; ADOPTING THE ANNUAL GENERAL FUND, SEWER ENTERPRISE FUND, SPECIAL REVENUE FUNDS, DEBT SERVICE FUND, EXPENDABLE TRUST FUNDS, AND CAPITAL IMPROVEMENT BUDGETS FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 1996, AND ENDING SEPTEMBER 30, 1997; PROVIDING FOR AN EFFECTIVE DATE. SECTION 1. The Annual General Fund, Sewer Enterprise Fund, Special Revenue Funds, Debt Service Fund, Expendable Trust Funds, Capital Improvement Budgets, and Capital Expansion Budget which are attached hereto and by reference made a part hereof of the City of Cape Canaveral, Florida for the fiscal year beginning October 1, 1996, and ending September 30, 1997, are hereby approved and adopted. A motion was made by Mr. Bruns and seconded by Mayor Pro Tem Randels to adopt Resolution No. 96-49, Final Budget for Fiscal Year 1996/1997. There was no public comment or Council discussion. Resolution No. 96-49 was adopted 5 -0, with voting as follows: Mr. Bruns, For; Mr. Nicholas, For; Mr. Petsos, For; Mayor Porter, For; and Mayor Pro Tem Randels, For. Ms. Marilyn Rigerman reported to Council that she has attended two county budget hearings. She stated that the county has received a $1.2 million state library grant which is earmarked for Cocoa Beach, Eau Gallee and Medalane. She stated that these funds should free an equal amount from the bond commitment. Therefore, the city should watch carefully and request that the Cape Canaveral Library shortfall should be recompensed. Ms. Rigerman stated that she has spoken to Commissioner Randy O'Brien on behalf of the City. Mr. Boucher stated that he will speak with Tom Jenkins at the county as well. Mayor Porter suggested that the city forward a letter reminding the county that Cape Canaveral is aware of the new funding.
