Mayor Porter read Resolution No. 97 -27 by title.
A RESOLUTION ADOPTING A TENTATIVE MILLAGE RATE FOR THE LEVY
OF AD VALOREM TAXES FOR 1997 ON ALL TAXABLE PROPERTY
LOCATED WITHIN THE CITY OF CAPE CANAVERAL, BREVARD COUNTY,
FLORIDA; PROVIDING FOR AN EFFECTIVE DATE.
A motion was made by Mr. Nicholas and seconded by Mr. Petsos to approve Resolution
No. 27 -97.
Mayor Porter then read the Resolution in full.
Section 1. The total millage for all City operating purposes is 1.6139 mills
on the dollar of taxable value for the 1997/1998 fiscal year for the City of Cape

Canaveral, Florida. This millage is a 8.63 percent increase from the rolled back
rate of 1.4857.
Section 2., The City of Cape Canaveral, Brevard County, Florida, hereby
adopts and imposes a tentative millage rate of .4504mi11 for the Beautification
Dependent Special District, as approved in the 1986 referendum election. This
tentative ad valorem tax shall be levied upon the 1997 Tax Assessment Roll for ad
valorem tax on all taxable property located within the City of Cape Canaveral and is to
be used for the City's fiscal year beginning October 1, 1997 and ending September 30,
1998.
Section 3. The City of Cape Canaveral, Brevard County, Florida, hereby
adopts and imposes a tentative millage rate of .0385 mill for the Library Dependent
Special District, as approved in the 1985 referendum election. This tentative ad
valorem tax shall be levied upon the 1997 Tax Assessment Roll for ad valorem tax on
all taxable property located within the City of Cape Canaveral and is to be used for the
City's fiscal year beginning October 1, 1997 and ending September 30, 1998.
Section 4. The City of Cape Canaveral, Brevard County, Florida, hereby
adopts and imposes a tentative millage rate of .5000 mill for Fire /Rescue Service
General Operating Millage, as approved in the 1990 and 1994 referendum elections.
This tentative ad valorem tax shall be levied upon the 1997 Tax Assessment Roll for ad

valorem tax on all taxable property located within the City of Cape Canaveral and is to
be used for the City's fiscal year beginning October 1, 1997 and ending September 30,
1998.
Section 5. The City of Cape Canaveral, Brevard County, Florida, hereby
adopts and imposes a tentative millage rate of .6250 mill for Police Protection
General Operating Millaae, as approved in the 1990 and 1994 referendum elections.
This tentative ad valorem tax shall be levied upon the 1997 Tax Assessment Roll for ad
valorem tax on all taxable property located within the City of Cape Canaveral and is to
be used for the City's fiscal year beginning October 1, 1997 and ending September 30,
1998.
Section 6. This Resolution shall become effective immediately upon its
adoption.
There was no public comment.

2. Mayor Porter read Resolution No. 97 -28 by title. (Tape t 152)
A RESOLUTION OF THE CITY OF CAPE CANAVERAL, BREVARD
COUNTY, FLORIDA; ADOPTING THE TENTATIVE ANNUAL GENERAL
FUND, SEWER ENTERPRISE FUND, SPECIAL REVENUE FUNDS, DEBT
SERVICE FUND, EXPENDABLE TRUST FUNDS, AND CAPITAL
IMPROVEMENT BUDGETS FOR THE FISCAL YEAR BEGINNING
OCTOBER 1, 1997, AND ENDING SEPTEMBER 30, 1998; PROVIDING
FOR AN EFFECTIVE DATE.
A motion was made by Mr. Randels and seconded by Mr. Petsos to approve
Resolution No. 97 -28: Tentative Budget for Fiscal Year 1997/1998.
Mayor Porter then read Resolution No. 97 -28 in full.
SECTION 1. The Tentative Annual General Fund, Sewer Enterprise Fund,
Special Revenue Funds, Debt Service Fund, Expendable Trust Funds, and Capital
Improvement Budgets which are attached hereto and by reference made a part
hereof, of the City of Cape Canaveral, Florida for the fiscal year beginning October
1, 1997, and ending September 30, 1998, are hereby approved and adopted.
SECTION 2. This Resolution shall take effect immediately upon its adoption.

3. Conceptual Approval Agreement with the Florida Communities Trust (T1, 232)
A motion was made by Mr. Randels and seconded by Mr. Hemandez to approve the
Conceptual Approval Agreement with the Florida Communities Trust to facilitate the grant
purchase of land for the Banana River Park. The motion passed 5-0 withvoting as follows:
