Mayor Porter read Resolution No. 96-41 by title.
A RESOLUTION ADOPTING A TENTATIVE MILLAGE RATE FOR THE LEVY OF Al)
VALOREM TAXES FOR 1996 ON ALL TAXABLE PROPERTY LOCATED WITHIN THE CITY
OF CAPE CANAVERAL, BREVARD COUNTY, FLORIDA; PROVIDING FOR AN EFFECTIVE
DATE.
A motion was made by Mr. Nicholas and seconded by Mr. Petsos to approve Resolution No. 96-41, Tentative Millage for
Fiscal Year 1996 /1997 with sections as listed:
Section 1. The total millage for all City operating purposes is 1.4905 mills on the dollar of taxable value for the
1996/1997 fiscal year for the City of Cape Canaveral, Florida. This millage is a .07% decrease from the
rolled back rate of 1.4915.
Section 2. The City of Cape Canaveral, Brevard County, hereby adopts and imposes a tentative millage rate of
.4519 mill for the Beautification Dependent Special District, as approved in the 1986 referendum
election.

Section 3. The City of Cape Canaveral, Brevard County, hereby adopts and imposes a tentative millage rate of
.0386mill for the Library Dependent Special District, as approved in the 1985 referendum election.
Section 4. The City of Cape Canaveral, Brevard County, Florida, hereby adopts and imposes a tentative millage
rate of 0 0 mill for the retirement of indebtedness for Storm Drainage, as approved in referendum
elections.
Section 5. The City of Cape Canaveral, Brevard County, hereby adopts and imposes a tentative millage rate of
.5000 mill for Fire /Rescue Service General Operating Millage as approved in the 1994 referendum
election.
Section 6. The City of Cape Canaveral, Brevard County, hereby adopts and imposes a tentative millage rate of
.5000 mill for Police Protection General Operating Millage as approved in the 1994 referendum
election.
Mayor Porter suggested that Council consider maintaining last year's millage rate across the board which would mean
decreasing the Beautification budget by $5,600 and the Library by $162. Council consensus was for Ms. Barker to
prepare backup material illustrating the potential effect. The matter will be considered at the final budget hearing. There
was no public comment.
Resolution No. 96-41 passed 4-0 with voting as follows: Mr. Nicholas, For, Mr. Petsos, For, Mayor Porter, For, and
Mayor Pro Tem Randels, For.
Mayor Porter read Resolution No. 96-42 by title.
A RESOLUTION ()F THE CITY OF CAPE CANAVERAL, BREVARD COUNTY, FLORIDA;
ADOPTING THE TENTATIVE ANNUAL GENERAL FUND, SEWER ENTERPRISE FUND, SPECIAL
REVENUE FUNDS, DEBT SERVICE FUND, EXPENDABLE TRUST FUNDS, AND CAPITAL
IMPROVEMENT BUDGETS FOR THE FISCAL YEAR BEGINNING OCTOBER 1,1996, AND ENDING
SEPTEMBER 30,1997; PROVIDING FOR AN EFFECTIVE DATE.
A motion was ma . e by Mr. Randels and seconded by Mr. Petsos to approve Resolution No. 96-42: Tentative Budget for
Fiscal Year 1996 /1997. There was no public comment.
Resolution No. 96-42 passed 4-0 with voting as follows: Mr. Nicholas, For, Mr. Petsos, For, Mayor Porter, For, and
Mayor Pro Tem Randels, For.
Mayor Porter requested consensus to have a volunteer project on September 21 from 8:00 a.m. to noon at a cost of
approximately $1,000 to install a demonstration project on A1A removing the driveway at 7090 N. Atlantic Avenue,
installing grass and trees. Council concurred.
Mr. Petsos announced the Youth Center ribbon cutting which will be held on Saturday, September 14 and requested that
the announcement for the ribbon cutting and pancake breakfast sponsored by Cape View Elementary. School on behalf of
the youth center be placed on the City Hall sign on A1A.
