SPECIAL WORKSHOP MEETING
AUGUST 16, 1993
A Workshop Meeting of the Cape Canaveral City Council was held on August 16, 1993, at
the City Hall Annex, 111 Polk Avenue, Cape Canaveral, Florida. The meeting was called to
order at 5:30 P.M. by Mayor Salamone.

BUSINESS:
1. Discussion Re: Proposed Annual Budaet for FY 1993 -94.
Mayor Salamone briefly recapped the discussion held at the last budget workshop meeting
regarding the utilization of Beautification Fund Reserves to purchase property across from the
Recreation Department to construct a passive park; decrease in the Beautification ad valorem
tax and increase in the utility tax. Mrs. Calvert and Mr. Berger agreed with the proposed
budget changes.
Mrs. Hanson, Recreation Director, explained that it would be inequitable to increase court fees
by twenty -five cents. She advised that court fees had remained the same over the past seven
years. Mrs. Calvert and Mr. Berger agreed with the court fee increase.
Sewer Enterprise Fund
Mr. Boucher reported that operations and staffing were status quo from last year. The
expense line items were in -line with the 1992/93 budget. Mr. Gluskin, Public Works Director,
explained the necessity for a new backup pump and a cement mixer.
Special Revenue Funds
Discussion was held regarding Beautification revenues, reserves, and expenditures. Mayor
Salamone explained to the Beautification Board members in attendance that money would be
removed from the Beautification Reserve Fund to fund the passive park. Mr. Berger suggested
that the Beautification Board draft a five year plan outlining ideas, new projects and goals.

Mr. Boucher advised that the new schedule for Fire Impact Fees would be presented to City
Council after January 1st; Police Education Fund was funded from $2.00 fines for each traffic
citation which was utilized for training officers; and the Storm Drainage Fund was debt service
on the outstanding 1966 bond issue to install a new drainage system which would be
constructed in 1996.
Expendable Trust Funds
Mr. Boucher explained that the City's librarian utilized the Library Expendable Fund when
purchasing new videos and reading materials. The Special Law Enforcement Trust Fund
would be utilized for teen dances, children activities, and drug awareness programs.
Capital Improvement Fund
Discussion was held regarding painting doors and painting the interior of the racketball courts
at the Recreation Center; utilization of the animal control truck; the Building Department's
} need for an additional City vehicle; the Fire department's requests for a lap top computer for
the commandr'veh16161414°9new mini van; and a light bar for Police Department.
