HomeMy WebLinkAbout05-27-1993 Workshop• • City Council Workshop Meeting May 27, 1993 A Workshop Meeting of the Cape Canaveral City Council was held on May 27, 1993, at the City Hall Annex, 111 Polk Avenue, Cape Canaveral, Florida. The meeting was called to order at 7:29 P.M. by Mayor Salamone. Presentation by representative of New World Foundation. Mr. Jim Grooms, Advanced Management Concepts, Inc., representing the New World Foundation, gave a presentation regarding a 330 foot high statute of Christopher Columbus that the foundation had hoped to locate in Cape Canaveral. The statue had been donated by a Russian artist to the United States and financed by donations from American citizens. New World Foundation would like to have a site on the coastline in which to locate the statue. Mr. Grooms stated that the statue would require approximately 10 acres and would attract approximately 12,000 visitors a day. Mr. Grooms stated that in conjunction with the statue, his company felt that the City would benefit from a theme park. Mini -City U.S.A. would be constructed in the same area that the statue was erected. Mayor Salamone advised Mr. Grooms that it was her belief that the citizens of Cape Canaveral would not approve of his plans for development on the beach side of Cape Canaveral and had doubts that the citizens would approve of the project at any location in Cape Canaveral. Mr. Porter agreed that a project of this magnitude would change the complexion of the city and he felt it would be necessary to present the project to the citizens of the city for approval. Mayor Salamone agreed that the project would be announced in the local newspaper and opinions from citizens of Cape Canaveral would be heard. Mr. Grooms presented a video of the Mini -City that was located in Holland. After a ten minute break, the meeting reconvened. BUSINESS: 1. Interviews of prospective Boardmembers. Mr. Kancilia, City Attorney, interviewed the following applicants for possible appointment to City Boards: O. City of Cape Canaveral, Florida City Council Workshop Meeting May 27, 1993 Page 2 Mayor Salamone stated that Mr. Arthur Berger had expressed an interest in serving on Council and presented a letter from Mr. Berger's wife advising her resignation from the Code Enforcement Board which would eliminate any conflict regarding the nepotism ruling. Agenda this time for Tuesday. 3. Discussion Re: Ordinance No. 12 -93, Amending City's Code of Ordinances, Chapter 611, Building Code, by adopting the 1993 revision of the Standard Building code. Mayor Salamone stated that Mrs. Calvert had expressed an interest in stating her opinion on the Building Codes and since Mrs. Calvert was not present at the meeting she suggested tabling this item until Mrs. Calvert returned. Mr. Kancilia suggested that Ordinance Nos. 12 -93 through 20 -93 be adopted in order to incorporate the 1993 Standard Building Code and any changes deemed necessary could be addressed at a later time. Mayor Salamone asked Mr. Harold Nantz, Dyer, Riddle, Mills & Precourt, for his opinion regarding adopting the 1993 Building Codes. Mr. Nantz suggested that the Codes be carefully reviewed by the persons who would be working with them, such as the building department. Mayor Salamone stated that she would agree to adopting the 1993 Codes and stated she would like the Building Official to review the Codes and advise the Council regarding the changes. Discussion Re: Ordinance No. 19-93, Amending City's Code of Ordinances, by Establishing Chapter 612, Standard Existing Building Code, by adopting the 1988 Edition of the Standard Existing Building Code. Agenda this item for Tuesday. 11. Discussion Re: Ordinance No. 20-93 , Amending City's Code of Ordinances, by Establishing Chapter 616, Standard Unsafe Building Abatement Code, by adopting the 1985 Edition of the Standard Unsafe Building Code. Agenda this item for Tuesday. 12 . Discussion Re: Ordinance No. 21-93 , Amending City's Code of Ordinances, Repealing and Reenacting Chapter 503 , Subdivision of Land. Mr. Harold Nantz advised Council on the changes that had been made to Chapter 503 . He advised that the Chapter had been reviewed with the Planning & Zoning Board and their suggestions had been incorporated. Mr. Nantz advised Council that a pre-application process was being developed for use in the Building Department. He also suggested that Council review the changes and a meeting be held to review their questions and suggestions. Agenda this item for the June 10, 1993, workshop meeting. 13. Discussion Re: Compliance of exterior maintenance standards in the City. Mr. Rocky Randels stated that he had toured the City and had noticed that the general appearance of the City seems to be declining. Mayor Salamone requested that the City Manager direct the Code Enforcement Officer to make regular tours of the City and site violations to the Codes. Mr. Porter emphasized that all violations should be treated the same so as to avoid the appearance of selective enforcement. Mayor Salamone suggested that the City conduct a June cleanup which would give the citizens of Cape Canaveral an opportunity to dispose of items not usually picked up by regular trash removal. Council concurred. 14. Discussion Re: Wastewater Project Update. Mr. Don Arabian gave a presentation on the sewer plant expansion including a video and graphs. Mr. Arabian explained in detail the ultraviolet process and asked if Council would support this system for the wastewater project. Mayor Salamone assured Mr. Arabian that he had the support of the Mayor and City Council for the ultraviolet process for effluent treatment.
