HomeMy WebLinkAbout02-25-1993 WorkshopCITY COUNCIL WORKSHOP MEETING February 25, 1993 A workshop meeting of the Cape Canaveral City Council was held on February 25, 1993 at the City Hall Annex, 111 Polk Avenue, Cape Canaveral, Florida. The meeting was called to order at 7:30 P.M. by Mayor Salamone. ROLL CALL: Mayor Joy Salamone Present Mayor Pro Tem John Porter Present Councilmember Robert Abbott Absent Councilmember Joan Calvert Present Councilmember Rocky Randels Present City Attorney John Kancilia Present Deputy City Clerk (Acting) Sharon Hoover Present PRESENTATION: 1. Mr. Joe Roberts, President of the Dolphin Alliance. Mr. Roberts gave a presentation on the Dolphin Alliances' position on establishing refuge for dolphins in the Indian River Lagoon. He informed the Council of the permitting process for capturing dolphins and stated that the Alliance was attempting to prevent any further permits for capture of dolphins in the Indian River Lagoon. He reported that the average longevity for dolphins in captivity was two (2) years. Mr. Roberts asked for Councils support of the Dolphin Alliances' efforts. BUSINESS: 1. Discussion Re: Resolution No. 93 -02, Requesting that Dolphins be declared a National Treasure and Provided Protection from Capture. Agenda for Tuesday. 2. Discussion Re: Canaveral Port Authority Resolution supporting the Construction of a Magnetic Transportation Demonstration Project in Brevard County. Mr. Larry Wiench, American Maglev Star, presented Council with information on the magnetic transportation system. He stated that American Maglev Star had chosen Brevard County as the area to construct a prototype for this new transportation system. The selection was based largely on the weather in the area and the fact that approximately 3 million cruise passengers a year would be visiting this area. He stated that the project would take approximately five (5) years to complete and that manufacturing of the system would be done by contractors in Brevard County. Mr. Wiench explained the basic method of operation of the transportation system, stating that the system travels at approximately 350 miles per hour. He stated that several public forums were planned in order to determine the support for the system in the area. Should the community object to the system it would be relocated. 3. Discussion Re: Resolution No. 93 -03, Requesting the Brevard County Property Appraisers Office to place Riverside Drive (Banyon Cove) on the Official Maps of Records. Mayor Salamone requested that the City Manager research all private drives that were not on the Official Maps of Records and prepare a Resolution at a later date for those streets also. Mr. Randels discussed the requirements for displaying street numbers at residences and businesses in the City. Mayor Salamone requested that the City Manager review the Ordinance concerning same. Discussion Re: Amending Citv's Code of Ordinances, Chapter 722, Adult Entertainment Code. Mr. Boucher advised that there was a lingerie shop in the city, operating under a retail business license, that was suspected of operating as an adult entertainment business. Mr. Kancilia reviewed the Adult Entertainment Code and discussion was held regarding the enforcement of this code regarding the lingerie shop. Council concurred that the shop should be cited for operating as an adult entertainment establishment while permitted as a retail operation. Mayor Salamone requested that the City Attorney review the Adult Entertainment Code for any revisions deemed necessary. Mr. Boucher was requested to contact the Sheriff's Department to obtain testimony regarding their investigation of the shop and to contact the lingerie shop regarding any violations. 5. Discussion Re: Ordinance No. 02 -93, Amending Section 535.07, entitled "Port Canaveral customers" of the City's Code of Ordinances to permit FDER application approval upon payment of sewer impact fees on an extended basis (first reading on March 2. 1993) . Mr. Kancilia advised the wording of the Code had been amended to include new Port Canaveral users. Agenda this time for Tuesday. 6. Discussion Re: Ordinance No. 03 -93, Amending City's Code of Ordinances by Repealing and Reenacting Chapter 602, entitled "Fireworks Regulations" (first reading on March 2, 1993). Mr. Kancilia advised that this Ordinance was being updated as a part of the recodification process. Agenda this item for Tuesday. 7. Discussion Re: Ordinance No. 04 -93, Amending City's Code of Ordinances by Repealing Chapter 723, entitled "Special Occupational Permits" and Renaming Chapter 723 as "Solicitors, Peddlers and Itinerant Merchants" (first reading on March 2, 1993). Mr. Kancilia advised that this Ordinance was also being updated as a result of the recodification process. Discussion was held regarding the permitting of door -to -door solicitors. Council expressed concern that the permit would be interpreted as a stamp of approval from the City. Agenda this item for Tuesday. 8. City Manager's Report. Mr. Boucher related that the fall edition of the City Newsletter had been delivered. Council members expressed that the Council Action column was a very good addition and thanked the City Clerk for the addition. He also asked that Council advise him of any phone calls received as a result of the article on the proposed tax increase for additional street lights in the City. Mr. Boucher discussed the progress of the installation of the traffic light at A1A and Central Boulevard. He advised that the light should be installed and operating by the end of March. Mr. Boucher advised that Olsen and Associates, had sent a letter to the state regulatory agencies requesting an extension to the time allowed to perform the beach renourishment project. 1100 (11 City of Cape Canaveral, Florida City Council Workshop Meeting February 25, 1993 Page 3 • Mayor Salamone announced that for the fourth year the City of Cape Canaveral had received the designation of Tree City. Mr. Randels announced that an Arbor Day Celebration would be held at the City Ballpark on February 26th. Mr. Randels also reported that the Keep Brevard Beautification Trash Bash Day would be April 17, 1993 . Mr. Randels gave a report from the Brevard County Water Issues Conference. He stated that there would be a two day conference May 7, and 8, 1993, at Brevard Community College with programs to be presented on stormwater and wastewater reuse. Mr. Randels also reported on his attendance at the Florida Shores and Beach Technology seminar. There being no further business the meeting adjourned at 9 :20 P.M.
