B CORRESPONDENCE Mrs Escapa reported that there was several customer survey responses for excellent library service for the staff and library service Mrs Ewapd-;ecenved a note from Mary Ernst asking us to place the book "News is a Vert' by Pete Hamill or "Wnting' by Stephen King in honor of her late husband, Harry Ernst Mr Ernst served as a Cape Canaveral Library Board member for eight year from 1990 through 1998 As we already had copies of these books in our Library the following books were bought to honor Mr Ernst' memory Opportunities in Journalism Careers' by Donald Ferguson, Daily News Eternal Stones the Mytliological role of Journalism" by Jack Rule and "Staying Tuner A Life in Journalism by Daniel Schorr" An article from The Dominion post of the life of Harry Ernst, was handed out to Board Members Mrs Escapa received a letter from Reverend Thomas L Tyler that Geraldine Vavrek was -io longer a resident of the City of Cape Canaveral and will no longer be able to serve on the Library Board She is residing at St Mary s home in Ene Pennsylvania. Her iddress was given to Library Board members Mrs Escapa taxed the letter to Susan Stills City Clerk of the City of Cape Canaveral June Bell becomes permanent Libmry Board Member and Evelm Reid becomes V Alternate C DIRECTOR'S REPORT 1 Annual Report for the FY 2000 -2001 & Statistics of the Cape Canaveral Public APR -05 -2002 12 44 CAPE CANAVERAL LIBRARY 407 868 1103 P 08 Library were handed out These were reviewed with the Library Board 2 Monthly Report of Library Activities Circ ulation for the month of October 2001 was 9 461 items Last year's circulation was 9 418 items which represents a 0 % increase Activities & Events Attended Library Director s Meetings Brevard County Library Board Meetings and rrainings Marice Scarborough attended "New and Classic Ideas for Bringing Children and Books Together presented by Carolme Feller Bauer m Orlando on November 6 fhe Friends of the Cape Canaveral Public Library paid the seminar fee x#175 Meeting Room Mr, Eseapa expressed thanks to Dr Grady and Rocky Randels, Mayor of the City of Cape Canaveral) for their wonderful work in installing the pictures rails in the me .ting room Thf Board was informed of the wishes of the City of Cape Canaveral to use the me, ung room permanently as a City Council chamber They were informed that at the Brevard County Library Board Meeting held on Wednesday September S 2001 at ue Central Brevard Library & Reference Center a motion was made by Ms Hurst, sec 3nded by Mrs Hawohl that the board would not support the use by the Cape Canaveral City Council of the Cape Canaveral Public Library Meeting Room on a regular basis, but only on an occasional basis when the need arses The motion was approved unanimously Re( lassification of Library Positions m Reference Carol L Sheffield, Personnel Manager had recommended that the Library Assistant Positions which have the same duties and responsibilities listed in the Librarian I (reference libranan) classification be reclassified to Operations Specialist I Librarian I pay grade 719 This recommendation was made effective October 1 2001 This benefited Penelope Humphrey who became a 20 hours part-time Librarian I The additional cost of this reclassification for the Cape Canaveral Public Library was $2 116 Fmes & Fees fin( s & Fees Resolution was approved by the Board of County Commissioners on September 4, 2001 Fines were raised from 10 to 20 cents It was implemented on October 1 Fines had not been raised since 1984 when they had been raised from five to ten cents Reciprocal Borrowers Agreements Reciprocal Borrowers Agreements with Volusia and Osceola Counties have been finalized Indian River County is still pending We already have an agreement with Orange County HrK- Ut> -2b1J2 12 45 CAPE CANAVERAL LIBRARY 407 868 1103 P 09 Foundation Report The second Novel Affair was held on Saturday October 27 2001 at 7 00 p m at the, Central Brevard Library & Reference Center Three authors participated in it It was a success Director Level Study Ths Library Director Study requested to add an addrtnonal Dnector Level This Addstional Level is being added in an attempt to equalize compensation for responsibility A study was conducted and categories were created showing three dif ferent levels The committee suggested creating a Library Director !ll for the *,;-e libraries The staffing level study was conducted with criteria for facility size number of days open, size staff size collection circulation reference transactions and budget The change would affect Central North Brevard, Melbourne and Palm Ha i Libraries LS 11 Telefacsimile Service It bas been incorporated mto the Reference Service Procedure (LS -8) and a separate policy will no longer be needed LS-8 Reference Service Procedure Interhbr3ry Loan date was changed from a 30- day loan period to 60 days with no rent Ovals Overdue changes for interlibrary Loan increased from $ 10 /day to $1 00/day to encourage promptness in the return of borrowed materials and to allow Brevard County to rebuild their reputation Matenals Availability Brevard County Libranes Survey 2001 It was held through all the Brevard County Libraries on Monday October 22 thm Satin-day, October 27a' The results at the Cape Canaveral Public Library were Sul•lect Fill Rate was 81 %, Browser's Fill Rate was 100% and the Title Fill Rate was 41% We also had very favorable comments from our patrons Copies handed out to the Library Board members Books from NASA NASA has donated to the Brevard Counties Libraries 17 boxes of science books for the ::hrldren to be distributed among all the libraries Brevard County Library Board Meeting Schedule 2002 handed out to Library Board Members A1A All America Weekend The Cities of Cocoa Beach and Cape Canaveral will hold a Cram SideWalk Sale alor g A 1 A from Port Canaveral to Patrick Air Force Base on Saturday November 17th Busmesses and residents are encouraged to participate by setting up tables alor g AlA to sell their wares and promote their products. Frequency of Library Board Meetings Proposed change to Article III Meetings Sec tion 1 The Board shall meet bimonthly on the second Tuesday at 2 00 p m at the Cape Canaveral Pubhc Library Meeting Room Sec tion 2 Special meetings may be called by the Chairperson or upon written request of three members with 48 hours notice to Board Members Re.ommendation that the Cape Canaveral Public Library Board meets bimonthly on the second Tuesday at 2 00 p m at the Cape Canaveral Public Library Special meetings may be called by the chairperson with 48 hours notice to board members Several libraries have already approved it If approved the meeting dates will be on January 8 2002 March 12 2002 Way 14, 2002 July 9, 2002 September 10 2002 November 12 2002 ( Elections) June Bell moved that this be adopted Rosann Gallagher seconded Meetings will start in January 2002 B State Aid to Libraries Grant Program Funding estimate for 2001 2002 There will be $3 738,853 reduction & Estimate for the FY 2002 -2003 if Municipal Libraries Receive State Aid Program Jeb Bush has called the Legislature for a special session starting on Tuesday, November 27 and ending on Thursday, December 6 Since the last session did not produce a workable compromise, the Legislature will have to make deeper cuts due to a shorter time of period left in the 2001 -2002 budget year This means that counties will be in Jeopardy as the Legislature adapt proposal to free up state general revenue dollars by ship costs to counties It is critical that all counties contact their legislative del.gation member immediately and secure their support in opposing any cost shifts to county governments This process will end quickly and the budgetary changes male during this special session will be of recurring nature consequently impacting counties current fiscal year as well as next fiscal year C Budget FY 2001 -2002 handed out to Library Board. III New Business A. Impact Fees for Libraries Impact Fees for Libraries were approved It will be $63 00 per new built house in the Brevand County It will generate approximately $100,000 for the Libraries It can only be used for capital items such as books and new equipment It can not be used to .replace equipment or for salaries APP -05 -2002 12 45 CAPE CANAVERAL LIBRARY 407 868 1103 P 11 H Library System Reorganization T'he Library Assistant Services Director position will be eliminated when Mrs Karen D Nelson retires in January The Computer Room Services has grown tremendously The vacant position left by Kathy Deffenbaugh will be upgraded to Administrative Officer Level I/ Information Technology Manager An Administrative Officer II /Operations Manager position will be created and he/she will be responsible for the operations of all the libraries in the Brevard County Literacy Program Records Management, Talking Books and Technical Processing The Operations Manager the Information Technology Manager the Community R lations Manager the Financial Officer and the Library Foundation Director will respond directly to Catherine J Schwcrosberg, Library Services Director IV Annowicements A. motion to accept the minutes of January 9, 2001 as amended Mr Jim Brown seconded the motion Motion carried Mr Randels presented Mrs Escapa with an Eagle poster Mr Randels reported on his trip to Tallahassee on March 26 & 27 for Library Day 2001 It was a great success and Brevard County was well represented He reported on Public Library Construction projects totaling $6,287 137 and also that Brevard has filtering and Internet policies in place B CORRESPONDENCE Received four Customer Survey Responses for excellent library service from different patrons Two were for Mance Scarborough Youth Services Librarian, one for John Webb, Library Aide, and one for all the staff C DIRECTOR'S REPORT Monthly Report of Library Activities Our circulation increased in January a 3% and in February it decreased a 2% The automation system was down intermittently for several days during a system upgrade This affected the statistics of almost all the libraries It increased a 13% in March Activities & 2/14 Attended Brevard County Library Board Meeting at the Palm Bay Public Library 3/07 Attended First Star Award Presentation and Library Directors Meeting at the Central Brevard Library & Reference Center 3/30 -4/1 Worked at the Used Book Sale- Children s Reading Festival 4/4 Attended Library Directors Meeting at the Central Brevard Library & Reference Center 4/5 Presented a 15 -year service plaque to Joan Salamon at the Government Center in Viera 4/7 Attended 2001 Board Member Appreciation Dinner given by the City of Cape Canaveral First Star Award Presentation The First Star Award Presentation was on March 7 2001 at 8 00 a m at the Central Brevard Library & Reference Center All the staff members of the Brevard County Library System attended this ceremony Libraries opened at 10 00 a m Volunteers with the most hours among their library received a certificate of appreciation and the Volunteer of North Brevard Library who had the most hours received the Volunteer of the Year Award Gayle Anderson our volunteer, has given us 333 75 hours Pat Delaney, Secretary of the Cocoa Beach Public Library and Cindy Heinig Youth Services Librarian of the Cocoa Beach Public Library, received two Star awards, eight hours of annual leave, and $200 U S Savings Bonds Staff Mrs Joan Salamon was hired on October 19 1981 as a part-time Library Aide to work at the Cape Canaveral Public Library by the Brevard County On November 26 1983, she was laid off due to drastic budget cuts She continued working at the Cape Canaveral Library as a City of Cape Canaveral employee On December 1, 1985 she was hired as a Library Aide by the Brevard County She was promoted to Library Technical Processor on September 30, 1990 Mrs Salamon is an excellent professional and a wonderful human being Besides her duties she has always worked that extra mule to provide quality service to our patrons She works at the Circulation and Reference Desk when needed She trains volunteers to help with the processing of print and non -print materials She also helps with the selection of the Stellar Sellers collection We feel very fortunate to have Mrs Salamon as part of the Cape Canaveral Public Library team She has earned the admiration and respect of her co- workers supervisors and patrons On behalf of the Brevard County the Cape Canaveral Public Library Board Staff and patrons we thank her for her twenty (20) years of service to the Cape Canaveral Public Library Custodial Worker Mike Glazier transferred to his former position at Central Brevard Library & Reference Center He wanted the additional pay of the night differential shift The custodial workers have left us for better positions or they have violated the Merit Rules of the Brevard County Reclassification of Library positions in Reference Carol L Sheffield Personnel Manager has recommended that the Library Assistant Positions which have the same duties and responsibilities listed in the Librarian I (Reference Librarian) classification be reclassified to Operations Specialist I, Librarian I, pay grade 719 This recommendation has been made Priority #1 in the Brevard County Library System Budget for FY 2001 -2002 if the money is available This will benefit Penelope Humphrey, Library Assistant I Purchase of Land at Micco The County will purchase the land next to the South Mainland Library/Micco from the Library System and will donate it to the Alzheimer's Foundation The County will pay the Library System $13,000 in four annual installments Audio Cassette Towers We ordered three (3) 75" video modules and three (3) 78" hardback modules from Library Display Shelving Division We also ordered seven (7) tops for the towers to prevent the items falling in the center They were installed last week Vacuum Cleaners A Hoover steam vacuum cleaner with 5 brush agitators and a Hoover Portapower Commercial Canister Cleaner were purchased Student Art Show Student Art Show sponsored by the Business & Cultural Development Board of the City of Cape Canaveral held on March 10 2001 from 9 00 to 5 00 p in was a success Art Show Art Show sponsored by the Brevard Watercolor Society and in coordination with the Business & Cultural Development Board of the City of Cape Canaveral which was going to be held on May 4 and May 5 2001 was cancelled National Library Week This event was held on April 1 to April 6, 2001 We had a contest for the Children and we had four (4) winners The Friends of the Cape Canaveral Public Library served punch and cookies on Wednesday April 4 Cape Canaveral Public Library Book Sale This was held on March 30 and 31 II UNFINISHED BUSINESS A Children s Reading Festival The Friends of the Cape Canaveral Public Library sold 100 tickets for the Child s Quilt donated to the Foundation by the Seaside Piecemakers of Brevard The Foundation got $50 00 and the Friends got $50 00 from this fundraismg activity for the upcoming Children's Reading Festival The total ticket sales for the quilt was $1600 -the Foundation received $800 and all the Friends group who participated $800 The Children s Reading Festival was a big success B State Aid to Libranes- Governor Bush's Reduction Plan Catherine J Schweinsberg, Library Services Director and myself thank each one for calling our representative On Wednesday, April 4 2001 the Senate Comprehensive Planning, Local and Military Affairs Committee passed SB1010 with the compromise which keeps the legislature library development plan and encourages public library cooperatives Amendment #2 that would have allowed local governments to privatize their local libraries without losing State Aid to Libraries was removed C Library Day 2001 March 26 & 27 in Tallahassee Karen Nelson, Assistant Library Services Director Rocky Randels Mayor of the City of Cape Canaveral and other Library Representatives went to Tallahassee D GEAC Upgrade The Brevard County Comnussioners approved the GEAC upgrade on March 20 We purchased four (4) terminals with Fines & Fees Money Two (2) staff terminals will be placed at the Circulation Desk one will go to the Technical Processor, and the other will replace a dumb terminal for the patrons They are already at our library One will be installed at the Circulation Desk so the circulation supervisor who will be trained by a GEAC instructor can train the staff Two scanners were also ordered Licenses were purchased by the Brevard County Library System III NEW BUSINESS A Trespass Warnings Procedure Changes The Trespass Warning was referred to the State Attorney s office Michelle Jackson said that we would not be able to trespass anyone at all locations Changes made were clanfied mearung of Trespass Warning and added e under reasons for a Trespass Warning 'Continual non compliance with the Brevard County Library System Code of Conduct An Appeal Process has been added as Don Lusk Assistant County Manager, requested It will go to Catherine J Schweinsberg Library Services Director when someone is trespassed, he /she must be handed a copy of the appeal information B Meeting Room Procedure LS 13 Discussion was held on allowing business to use meeting rooms for training board meetings and other non - profit activities We would like to try to reach the community and this will help They will have to abide by the rest of the rules of the Meeting Room Policy We will notify the public via the Chamber of Commerce Vote was unanimous to change the Policy The following statement will be added to III A 2 However, profit making organizations may use the library meeting room facilities for meetings, so long as no other sections of this procedure are violated C Budget FY 2001 -2002 Budget guidelines received were zero increase in Budget for FY 2001- 2002 No additional hours No new positions D LS 2 - Monthly Report of Library Activities Catherine J Schweinsberg Library Services Director, reviewed the following changes to LS -2, Monthly Report of Library Activities III E 2 - Informal Electronic Instruction- a count of the number requests for instruction on resources or equipment (This is shown on the Report under Reference ) III E 4 - Graphic Internet Sign -ups (This was moved from III L Equipment Use to III E 4 Reference ) III N 3 - Count the number of Internet Training workshop sessions offered to the public with the number of attendees E Frequency of Library Board Meetings It was brought at the March Library Directors Meeting that some Library Directors would make recommendations to their Boards to meet every other month and possibly not at all in the summer There is not a lot to discuss at the meetings and preparation takes a great deal of time Proposed change to Article III Meetings Section 1 The Board shall meet bimonthly, on the second Tuesday at 2 00 p m at the Cape Canaveral Public Library Meeting Room Section 2 Special meetings may be called by the Chairperson or upon written request of three members with 48 hours notice to Board Members The Board did not come to an agreement on the frequency and decided to timetable it Library Board Members were recognized with Volunteer Certificates National Volunteer s Week is April 22 — 28 2001 IV ANNOUNCEMENTS The next Cape Canaveral Public Library Board Meeting will be Tuesday May 8, 2001 at 2 00 p m at the Cape Canaveral Library Meeting Room The Brevard County Library Board Meeting will be Tree Lighting Ceremony C DIRECTOR S REPORT Monthly Report of Library Activities handed out for November and December Circulation decreased in November a 3% and in December increased a 3% Activities and Events On November 15 2000, Mrs Escapa and Marice Scarborough attended SAP meeting at the Central Brevard Library & Reference Center On November 17 2000 Mrs Escapa attended the Central Florida Library Cooperative Annual Meeting at the Central Brevard Library & Reference Center On December 9 2000 Mance Scarborough, Youth Services Librarian, participated in the Cocoa Christmas Parade On December 10 2000 Mrs Escapa attended the Christmas Tree Lighting Ceremony at the Cape Canaveral Public Library Meeting Room The Annual Children s Christmas party sponsored by the VFW Post #10131 & the Ladies Auxiliary was held on December 16 2000 at the Cape Canaveral Public Library Meeting Room It was a great success with a turn out of about 80 kids There was food, a raffle and music Mrs Escapa attended the Library Director s meeting on January 3 2001 at the Central Brevard Library & Reference Center Stab Mary Persse started working on November 20 2000 as Library Page Hazel Gill started working as Secretary on December 18 2000 Michael Glazier is our new custodial worker He was transferred from Central Brevard Library & Reference Center on December 26 2000 He will work from 6 00 a m to 10 00 a m This schedule is convenient to us When we close the library at the end of the day, we will not have to worry that the building is not secured Book Sale The County -Wide Schedule of Book Sales for 2001 was distributed The Friends of the Cape Canaveral Public Library will have two book sales on March 30 & 31 and November 8 thru 10 2001 Keyboard Instructor A Keyboard Instructor Unit was purchased and can be checked out by our patrons The Keyboard Instructor is an easy to use completeand comprehensive keyboard instructional system It comes complete with batteries case and user s guide Student Art Show A Student Art Show sponsored by the Business & Cultural Development Board of the City of Cape Canaveral will be on March 10 2001 from 9 00 a m to 5 00 p in This coincides with the Patriot s Day Parade Art Show An Art Show sponsored by the Brevard Watercolor Society and in coordination with the Business & Cultural Development Board of the City of Cape Canaveral will be held on Friday May 4 in the evening and on Saturday May 5, 2001 from 9 00 a m to 5 00 p in at the Cape Canaveral Public Library Meeting Room II UNFINISHED BUSINESS A Foundation Update The Seaside Piecemakers of Brevard donated a beautiful quilt to the Foundation It is going to be displayed this week in our facility The quilt is ideal for a cluld s bed The quilt is to be used as a fundraiser for the upcoming Children s Reading Festival scheduled for March 31 & April 1 2001 The Foundation is inviting each Friend s group to participate in the fundraiser by selling tickets for a drawing The proceeds will be divided between the Foundation and the Fnends For each ticket sold the Friends would receive $ 50 and the Foundation $ 50 B Children s Reading Festival Ticket order forms were distnbuted to Board Members The Children s Reading Festival is scheduled for Saturday March 31 from 10 00 a in to 4 00 p m and on Sunday April 1, from 1 00 p m to 5 00 p in there will be a Used Book Sale at the Cocoa Village House Civic Center It coincides with the beginning of the National Library Week The Brevard County Library System selected Sue McDonald, Children s Book Author, to participate in this First Children s Reading Festival Only 500 tickets are available for Sue MacDonald s one -hour presentation at the Cocoa Village Playhouse Free tickets order forms are available at the Circulation Desk She will autograph her Children s books T-shirts for kids and adults will be on sale and will be available at the event Every year they will have a different one There will be different characters, Popeye and Olivia Roddy McDonald Canine Unit Kingdom Animalia, Pelican, Fire Trucks, Face Painting Balloons Book Sales from Barnes & Noble Walden's Books A Million, and vendors will be set up Refreshments Cotton Candy Cookies will be available for sale C Meeting Room Picture rails have been installed in the meeting room The meeting room was painted Alarms will be placed in the exit doors connecting with the former main entrance D State Aid to Libraries- Governor Bush s Reduction Plan Governor Bush has a plan to cut 25% of staff from every state agency in the next five years This To comply with the Technology Plan for FY 2000- 2003 we will replace the Circulation Desk terminals with Pentium 11 terminals with 15 or 17 monitors The new licenses will cost $600 for the new
