CALL TO ORDER
Dr Tun Grady called the meeting to order at 2 03 p in , Tuesday, September 10,
2002
A APPROVAL OF MINUTES
Motion was made by Jim Brown to accept the minutes of May 14, 2002 with a
2 by Jean Deck. Motion earned and the minutes were approved and accepted
with the amended correction on page 2
B. CORRESPONDENCE
Ms E Scapa noted that there was no correspondence to discuss tins meeting
C DIRECTOR'S REPORT
Monthly reports of library activities were reviewed The following reports were
discussed
Mai 2002 was 3% July 2002 was 5%
June 2002 was 10% August 2002 was -2%
Ms Escapa stated that she felt there was no cause for alarm at the August 2002
figure and that with the winter tourists and part -time residents arriving soon,
the figures should rise Mrs. Escapa attended the following meetings Library
Director's Meetings, Brevard County Library Board Meetmgs and Training
Staff - Ms. Escapa briefed the Board about staff changes and challenges with
hiring key personnel.
• Two employees have been promoted and one employee (Ms Joan Salamon)
retired in September 2002 The Circulation Desk has two positions open
and mtervnewmg began on Friday, November 08, 2002
• Ms Escapa explained that a new Director was hired for the Memtt Island

Pablic Library Mr Chum Badans is now the Director at that Library
Youth Services Librarian — The Library is hiring a new Youth Services
Librarian, to replace Mance Scarborough. We are seeking a person who
bruW,,s new ideas and energy to the position with the primary goal to be
increasing the children's section patron count and encouraging children to
become adult readers and users of the Library system Mr Brown asked the
duties of the Youth Services Librarian with Ms Escapa reviewing many
dutafs
Retirement Luncheon — Ms Escapa reminded all Board Members to attend
Ms Salamon's retirement lunch Wednesday, September 25, 2002 Mr
Randels brought the plaque for the Board to see and he will present the plaque
to Ms Salamon on the 25th The luncheon is to be a small afiaur per Joan's
request.

A. Fire Sprinkler Head Replacement — Ms Escapa reported that this process was
still an going and that she had had drfBculty getting the required information
for sprinkler head replacement from Brat's Fire Spnnkler System
B Budget 2002-2003- Ms Escapa explained that the Board of County
Commissioners set the ]Fiscal Year 2002 -2003 Library Services Tentative
Property Tax Millage at 0 7304, a 1.38% increase over the current millage and
512% increase over next year's rolled back rate No changes have been made
to the 2002 -2003 budget with funding for library media at $41K and $600 for
films The budget meeting schedule is September 11, 5 30 p m — First Public
Hearing, September 26, 5 30 p in — Final Public hearing, October 1, 2002
budget takes effect
Library Foundation —
Ms Escapa explained that the Library Foundation is planning to purchase a
mobile Library (Bookmobile) which is estimated to cost $701.
IV NEW BL SMSS
A. Circulation Limits — Patrons can only check out 10 CD's and 10 Video/DVDs on
each library card effective August 12, 2002 There was no limit before this,
however, at was noticed that these were not being returned and several had been
found at local flea markets Some accounts ran into the thousands and almost
all of the libraries lost material We recently received a letter from a person
that purchased one of our books from the fleamarket in Mims She is willing

B Gencidogy Collection — Brevard Community College is now placing their
Genealogy Collection with the Central Reference Library The collection is
quite extensive and will be located on the 2nd floor of the Library The System
would like to bring aboard a certified Genealogist, as there are only seven
certified genealogists in Florida The person they are considering is one of them.
C Children's Reading Festival - The Children's Reading Festival is slated for
Saturday, November 9,2M in Cocoa Village The new mouth Services Librarian
and the Library Director will work at the Festival to represent the Cape
Can iveral Public Library
D Rolling Readers — Brevard County Libraries are participating in this year's event
sponsored by the Library Foundation It will coincide with National Make A
Difft rence Day, October 26, 2002 Stones selected for an audience of children
from kindergarten to fourth grade. A limited number of videos will be
distributed to the children attendmg The goal of this program is to encourage
citizens to participate in the community by becoming weekly storytime readers at
their local Title I schools

A The next Cape Canaveral Public Library Board Meeting will be held
Tuesday, November 12, 2002, 2 00 p in at the Cape Canaveral Library
Meeting Room The next County Library Board Meeting will be held
Wednesday, October 9, 2002, 5 00 p in at the Central Reference Library

I CALL TO ORDER
Dr Tim Grady called the meeting to order at 2 07 p m , Tuesday May 14 2002
A. APPROVAL OF MINUTES
Rosann Gallagher moved that the minutes of November 13 2001 be accepted with the
amen led corrections The motion carved and the minutes were accepted
B- CORRESPONDENCE
Ms Escapa reviewed several Customer Survey Responses from various Library
patrons stating excellent library service These continents reflect good customer
service provided by the Library staff something that the Staff works on continuously
The vacancy for a Library Page has had no response and Ms Escapa urged the Board
members to keep their eyes open for a qualified candidate and to recommend them
through the City Clerk's office Ms Gallagher asked if an advertisement had been
placed and it has not She then suggested running an advertisement for the position
C DIRT CTOR'S REPORT
Monthly reports of library activities were reviewed The following reports were

December 2001 was -5%
January 2002 was 4%
February 2002 was -1 %
March 2002 was -10%
April 2002 was 4%
Ms I scapa attended the following meetings Library Director s Meetings Brevard
County Library Board Meetings and Training Sessions
Librntry Days, Tallahassee — Joanna Atwood June Bell and Isabel Escapa traveled
to Tallahassee for the special Library Day meeting on February 4, 2002 They spoke

to many statx. - gislators and Ms Atwood mentioned ti— she was impressed and felt
that the legislators listened to their concerns Brevard County was #2 in participation.
Staff - The Director introduced the new secretary to the board, Ms Suu Travis, and
briefed the Board about staff changes that had occurred since the November 13, 2002
meeting
• Several employees have been promoted with one employee indicating plans to
retire m September 2002
• Ms Escapa explained that Ms Susan Hayes the Memtt Island Public Library
Director had resigned her position leaving the Director's position open at that
Library
• A new Library Operations Manager, Ms Jennifer Morrison, was hired and is all
Library Director's immediately supervisor Ms Morrison comes from the Palm
Beach County Library and oversaw operations for the three busiest libraries in
their system
T1 Lane — Ms Escapa went over the problems that the Library has been having with
the TI line (Internet access line) New County Information Systems Manager,
Roland Depeltau, is well aware of the problem, which is a problem unique to the
Iibrary A change in provider may be required, however, it will take more time to
research and solve Bell South has also been working with Mr Depeltau to correct
the issue
Youth Services and Adult Summer Programs — The Youth Services Department
has printed fliers with the programs listed which will begin in June 2002 The
Library will be participating in the Adult Summer Reading Program
Ride to Read — Space Coast Area Transit (SCAT) and Brevard County Libraries
have introduced the Ride to Read program encouraging children to ride mass transit
as well as frequent their libraries The bus system will allow free rides to children
holding a current library card SCAT recommends that parents accompany their
children. Ms Atwood questioned if SCAT offered the same incentive to adults
Lqw, lahou — The bill to mandate a secure web site m the children's department has
been passed The confidentiality of record bill was passed allowmg parents to know
the title of books checked out by their children in order that fines may be collected
The only difference in procedure is that the staff will now be able to inform parents
of the names of books their child has on hold or those that have fines against them
Brevard Library Foundation — This year the Foundation is trying to raise money
for a mobile library to assist County residents unable to travel to the area hbranes
This service is geared towards children and elderly An additional $70 000 00 is
reqmred

Children's Reading Festival — The annual event was held April 13, 2002 at Wells
Park in Melbourne Nancy Carlson was the children s guest author and the festival
hosted a book sale, games, storytelling balloons, puppets and a petting zoo It is
being discussed that the Reading Festival 2003 will be held in Titusville
Novel Affair— This event is planned for October 26, 2002 Dinner and a guest
author will cost $75 00 per person.
Library Construction Projects —
Completion date for Melbourne Beach Public Library — August 26, 2002
Suntree/Viera Public Library completion date — August 29, 2002
Port St John Public library completion date — December 22, 2002 with the current
staff being placed m various positions throughout the County Library System
Merritt Island Public Library is getting a canopied entrance and an additional
conference mom added to the present facility Tax District money is being used for
this project with a completion date in August 2002
New Projection Screen — The Friends of the Cape Canaveral Public Library
grw iously purchased for the library, a TARGA motorized projection screen, 7 X9
Th.- cost of the screen was $1,048 and it should be installed on Friday May 18
2002 The Friends generous and continuous support is very much appreciated
Volunteer Appreciation Luncheon & Stan' Appreciation Luncheon — The
Fie rids of the Cape Canaveral Public Library hosted a Volunteer Appreciation
Luncheon for our volunteers on April 18 2002 at Dino's Restaurant The Friends
also hosted a pizza lunch on May 8 2002 in the staff lounge The staff expressed
grw itude and many thanks to the Friends
On Tuesday May 14 2002, the Friends of the Cape Canaveral Public Library

Floirida Gates Program — The Bill & Melinda Gates Foundation has announced to
pro,nde software upgrades in June 2002 Each eligible library will receive a
software upgrade package that will include a set of CD -ROMS installation
instructions, software licensees, and update publications The Cape Canaveral
Public Library is entitled to tlus upgrade offer Dr Grady inquired as to whether the
_ library must accept the offer and discussion ensued about the pros of upgrading at
no c ost The software being provided was listed and discussed

III NEW BUSINESS
A. Tire Sprier Head Replacement
Dennis C Weaver Fire Inspector completed an inspection of the building on March
6, 2002 One finding was that the Central Eslo 70 fire sprinkler heads uistalled have
bmi recalled nationwide by court order The manufacturing company will replace the
heads but will not pay for the cost of labor Therefore, the library will be responsible
for providing the labor to replace the heads Britt Sprinkler System is providing
installation, however, at this time the cost or time frame is unknown Ms Escapa has
been conducting follow -ups with Britt Sprinkler System
B County Strategre Planning
Every County Department has a representative on the Leadership Team Ms
Schweinsberg, Library Services Director appointed Jun 'Wheeler, Director from South
Mainland/Kioco Public Library as the representative for the Library System The
purpose in this plan is to involve front -line staff in setting the goals and directives of
all cleparwients based on their daily mteraction with the public A survey has been sent
to 0 staff of the Library System with encouragement to note the strengths
opportunities and weaknesses of their own library and the system as a whole
Hundreds of suggestions were received with every library sending a representative to
meet and compile the most promising ideas to be used as goals for the coming year
Many governments and businesses have used this approach successfully Some lugher
County officials, including Ms Schweuisberg, traveled to Jacksonville where this
system has been utilized for many years Jacksonville recently received an award based
on their responsiveness to their citizen s needs and concerns
C Budget FY2002 -2003
It vnll be a very challenging budget year Money is short and the media budget has
been decreased by 45% This is a preliminary budget and even though fines and fees -
increased from 10 cents to 20 cents, the increase will not meet the needs of the system
Neither the County Manager nor the Board of County Commissioners has seen the
budget, however, the Budget Commissioners Workshop will be held in July Budget
r Hearings will be held in September and we might need Board members and Fiends to
attend those hearings Friends are raising money in order to purchase books and

videos Discussion ensued as to whether it would be permissible to place a donation
Jar at the circulation desk Ms Escape will look into this as she is not able to approve
The Library System has avoided cutting staff or cutting staff hours
Dr Grady mqunvd as to whether Psychology books could be sold It was decided that
the year and subjects covered would determine that factor The Friends of the Library
would like to do a membership campaign with small give -away gigs to increase funds
Ms Escape noted that the Friends of the Cape Canaveral Library had donated many
books at the end of the fiscal year, as well as browse through all donations to make sure
books are suitable for sale or to place in the library collection.
