RESOLUTION NO. 70- 7
A RESOLUTION APPROVING AGREEMENT FOR
AUDITING SERVICES BETWEEN THE CITY OF
CAPE CANAVERAL, FLORIDA, AND ROSENBERG,
DOBSON & COMPANY; PROVIDING AN EFFECTIVE
DATE.
BE IT RESOLVED BY THE CITY COUNCIL OF III E CITY OF
CAPE CANAVERAL, FLORIDA, AS FOLLOWS:
SECTION 1: That the City of Cape Canaveral, Florida, hereby
{
approves the Agreement for auditing services between the City of Cape j
Canaveral, Florida, and Rosenberg, Dobson & Company, a copy of same
being attached hereto and made a part hereof.
SECTION 2: The City of Cape Canaveral, Florida, authorizes
The Mayor and the City Clerk to execute said Agreement on behalf of
the City.
SECTION 3: This Resolution shall become effective immediately
upon its adoption.
ADOPTED by the City Council of the City of Cape Canaveral,
Florida, this 3, 4.. day of March, 1970.

ROGER W. WBSON of the certified public accounting firm of ROSENBERG,
DOBSON & COMPANY, hereinafter referred to as the "Contractor ".

WHERFAS, tite "City" has by Resolution Nu. Ill- 7 dated the
3rd day of ?larch 1970, autlun Ized the "City" to coact into
a contract for auditing service's with the "Contractor", and
%VI IER EAS, the "CIS " and the "Contractor" are desirous of setting
forth the terms and conditions as contained in this document;
NOW, THEREFORis, in consideration of the nuttual proants0s,
convenants and conditions contained herein and other good and valuable
coils Weratiuns, it is agreed as follows:
I. 'Me "Contractor" shall, in it satisfaCory and proper manner,
perform the following:
(a) Make it general audit of all funds and groups of
accounts, such audit being dCSigned to render all unqualified opinion un
the "City's" financial statements for the fiscal year ending September 30,
1969. Audit procedures shall include, but not be limited to, those
enumerated on Schedule "A" attached hereto.
(b) '1110 audit will be performed purimlicaily throughOUL
the )'Car and will be completed as soon as possible after the close of the
fiscal year, but In no event later than sixty (60) days after the close of
the fiscal year.
(c) As part of the audit the "Contractor" will review the

"City" and will make suggestlons for Itnproving accounthtg procedures

2. Ilse "City" agrees to pay to the "Contractor" for the above -
described services, an annual fee and out -of- pocket expense of a
maximum of $4,500. W. In the event the "Contractors" per diem
rates, charges for fees and out-of-pocket expenses should be less than

SCHEDULE "A"
REVIiNUls3 AND RECEIPTS.
GMIMAL:
Ascertain that revenues collected have been turned over promptly
to the treasurer intact and that revenue has been credited to the proper
funds.
Ascertain that revenues have been deposited promptly to the
credit of the municipality intact.
Verify the accuracy of cash receipts records, noting whether
revenue has been received and deposited.
Verify the authority for any refunds, adjusuncnts or abatements.
GENERAL PROPERTY 'TAXES:
Verify the valuation of assessable property by the records of tax
assessor.
Verify the amount due from the ceunrr.
Verify unpaid tax items by sending requests of confirmation to
delinquents.
Verify the delinquent tax penalty and interest collected or to be
collected.
LICHNSES, FEES AND Pll'IMI I'S:
Check rotes cbur'ged against Ordinances or properly approved
schedules.
'T'r'ace collections into cash receipt records and bank deposits.
Compare total of each revenue account to prior years, and obtain
explanation for significant differences.
FINES AND FORFIiPITIRES:
Check the docket for fines collected, payment of fines by serving
jail sentences and for monies held for bail.
Check police records for arrests, bonds Collected and impending
trials.
Trace monies received to deposit in escrow, and subsequent
deposit to fines, forfeitures or refund.
FRANCHISE FEES:

Trace receipts to proper fund.
Compare receipts with prior years and dmilo explanation for
any significant differences.
SPECIAL STREET PAVING ASSESSMENT:
Check assessment rolls and calculation of assessments.
Trace collections of assessments, interest and penalties into
cash receipts and deposits.
Send audit confirmations on unpaid assessments.
Check Interest charges on deferred assessment installments.
SEVER RI-VENUES:
See that revenue is recorded in accordance with bond indenture.
Ascertain that the City is properly billing customers not billed
by Cin, of Cocoa.
Check billings and collections by City of Cocoa.

Calculate interest income on investments.
Check activity in treasury bill, certificate of deposit and other
investments to see that enrned income has been properly recorded.
Check discounts, premiums and accrued interest on sale of bonds.

Note whether expenditures were properly authorized and incurred
and are proper charges to the fund and appropriation to which they are
charged.
See that expenditures are supported by itemized invoices, vouchers,

Review endorsements on checks.
Verify accuracy of disbursement records.
APPROPRIATIONS:
Check appropriation authorizations.
Test to sue if charges are made to proper appropriation.
Test to see if expenditures plus cncwnbrances are within apprupriat foils.

PURCHASES:
Check prices paid against contracts or purchase orders.
Check footings, extensions and discounts on invoices.
PAYROLLS:
Check payrolls to approved salaries.
Check accuracy of payroll computations.
Ascertain that withholding taxes and OSAI are b:;ing properly
withheld :aid remitted.
PAYMENT 01' BONDS AND IN'I'I:RIiS I':
Check schedule of maturities. Examine bonds and Interest pay-
ments. See that bonds and coupons have been satisfactorily cancelled.
Confirm Interest and bond payments with transfer agent.
CONSTRUCTION AND IMPROV1:\1ENTS:
Examine contracts and ascertain that payments comply therewith.
Prepare schedule of total dlsbursements on improvement contracts.
ASSETS AND LIABILITIES:
Ascertain that cash and other assets are separately accounted for
as to the various funds.
Count or confirm all cash and securities.
Check treasurer's bank reconciliations.
Verify any accounts receivable.
Trace interfuud transfers.
Calculate Prepaid expenses and deferred charges such as insurance,
[)end discount, etc.
Vouch and inspect major additions to property and equipment.
Ascertain disposals of fixed assets are properly authorized and
trace cash receipts therefrom to cash records.
Inspect insurance policies for adequate coverage.
Ascertain accounts payable and encumbrances are properly recorded.
Ascertain if any unpaid judgments exist.
Accrue salaries and wages and interest expense.

SINKING FUND RE000 ENIENTS AND SINKING FUND RESERVE'S:
Ascertain that revenue Is recorded in accordance with bond
indentures.
Note whether the reserve indicates correctly the amount of
assets which should be in the fund.
Note whether contributions and earnings thereon are in accordance
with requirements.
Determine if contributions and earnings are invested in the
Classes of securities required by bond indentures.
Determine if sinking fund investments mature car]} enough to
meet the bonds to be retired from the fund.
