HomeMy WebLinkAboutResolution No. 1971-42 MICROFILMED RESOLUTION NO. 71-42 A RESOLUTION SUPPORTING THE PROPOSED CHANGES IN LAW ENFORCEMENT WITHIN BREVARD COUNTY, WITH EXCEPTION, AS SUBMITTED BY THE BREVARD COUNTY CHIEFS OF POLICE ASSOCIATION. WHEREAS, the Brevard County Chiefs of Police Association has made certain recommendations for change in law enforcement in Brevard County; and WHEREAS, the City Council of Cape Canaveral recognizes that these changes were made after careful research and deliberation by that Association; and WHEREAS, the City Council of the City of Cape Canaveral, Florida, agrees that these law enforcement changes will more efficiently serve the needs of the citizens of Cape Canaveral and all of Brevard County; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CAPE CANAVERAL, FLORIDA, AS FOLLOWS: SECTION 1. The City Council of the City of Cape Canaveral, Florida, hereby supports the proposed changes in law enforcement within Brevard County, in its entirety, as submitted by the Brevard County Chiefs of Police Association on November 8, 1971, a copy of which is hereto attached and made part hereof, with the exception of paragraph 3 thereof. SECTION 2. This Resolution shall become effective immediately upon its adoption by the City Council of the City of Cape Canaveral, Florida. IT IS RECOMMENDED that all municipal jails be abolished as detention censers except for temporary holding facilities. In their stead a centrally located institution should be initiated which woJld not only detain prisoners, but would rehabilitate them. FBI records disclose that seven out of every ten prisoners are repeaters. In other wards, out of every ten priscners coming into jail for the first time, seven of them will come back. it is behoved shot with rehabilitation and recreation facilities this repeater percentage would c..roc:ed. Incarcerating a person solely for the purpose of taking him from society for a given period of time causes the person to be bitter toward society and 70% of these raturn to crime. It This institution could be a state operated regional correctional institution as proposed by Attorney General Robert Shevin, or it could be county malmolred. This could be another Brevard First. The present county jail should continue to be r..aintainaa �i for top or tight security confinements for short periods of time. IT IS RECOMMENDED that a Central Records system be set up to be utilized by all law enforcement agencies in the county. This records system would include a computer system with terminal blocks In each police department and the sheriffs department. Records and forms should be standardized for use by all agencies, and codes should be standardized.
