BY DELETING CITY MANAGER
AUTOMOBILE ALLOWANCE; PROV-
IDING AN EFFECTIVE DATE .

Whereas, Florida Statutory law provides that a munici-
1j pal officer or employee may not be compensated at a rate of

Imore than 12 cents per mile, and
le) Whereas, In view of the above maximum the City Manager
of the City of. Cape Canaveral would, at the budget provided
automobile allowance,of $2,400. 00 , have to travel . 20,000 miles
per year, and
Whereas, there is no travel requirement for the City
Managerin the conduct of his office, and
Whereas, monies paid without a withholding tax deducted
is violative of Title 26 , Section 3402 of the United States Code,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CAPE
CANAVERAL, FLORIDA, AS FOLLOWS:
Sec. 1. 1973-1974 Fiscal Budget Amended. Line item no.
{ 604 pertaining to automobile allowance for the City Manager is
hereby deleted from the 1973-1974 Fiscal Budget as set forth in
1{ Resolution No. 73-40 , "and added to Line item no . 602 in Resolution
no. 73-40 .
Sec. 2 . This resolution shall become effective immed-
iately upon its adoption by the City Council of the City of Cape
Canaveral, Florida.
ADOPTED BY THE CITY COUNCIL OF THE CITY OF CAPE CANAV-
ii ERAL, FLORIDA, THIS 18th DAY OF SEPTEMBER, 1973.

1. In voting for Resolution No. 73 -43, I faced

a salary which is in no way merited. I chose th

ortant for the City.
2. Let me amplify on the salary lack of merit
comment. After a check of personnel record employment
history of the present City Manager, I noted no qualif-
ication either by way of education or by job experience
for the position of City Manager. A further check of the
applications filed for that position when it was available
indicated that many exceptionally qualified individuals
did apply for the job. This would suggest a very plausible
theory that the appointment was based purely on friendships
with past members of the City Council.
3. It is quite apparent from the graph of salaries
presented by myself to the Council, that the City Manager
has seen that his salary has increased far faster than that
of any other City Employee. This was done clandestinely
through the use of the "auto compensation" devise. These
increases occurred during years in which virtually no other
employees obtained raises because of an otherwise tight
budget. These increases occurred in the face of some employ -
ee% particularly in the police department, being paid
virtually poverty wages.
4. On his employment application, a city employee
named K. Boring lists the present City Manager as "Friend."
The City Manager has seen that his friend has received the
fastest rise in salary of any employee except the City Man-
ager himself,to a point where in the position of Maintenance
Man he is making about the same as a lieutenant in the Police
Department! even though the maintenance man has been an
employee of the city half as long!
5. The City Manager's work product has been entirely
unsatisfactory. In my estimation as Councilman, it is so
bad that I wonder if he isn't more of a liability than an
asset. I guess the chief virtue is that he usually opts
for doing nothing.
6. i believe in justice and moral virtue and intel-
ligent action... not Politics ... and when I see the above in
the face of truly admirable work on the part of malty employees
I feel compelled to speak out.
