A RESOLUTION AUTIIORiZING THE POLICE DEPARTMENT
OF THE CiTY OF CAPE CANAVERAL, FLORIDA TO
PARTICIPATE iN THE POLICE CADET TRAINING PROGRAM;
PROVIDING AN EFFECTIVE DATE.
WI If- REAS, the City Council of the City of Cape Canaveral,
Florida, herein called the "Applicant," after thorough consideration of
the problem and available data, has hereby determined that the project
described below is in the best Interests of the general public:
REGIONAL WORK EXPERIENCE (CADET) PROGRAM
This program Is designed to attract college and pre - college
students to the Criminal Justice System. This is accomplished
by financially assisting criminal justice agencies Interested
In bringing into their organization such students in a work
experience environment. In this environment it is expected
that more educated young people will acquire a better under-
standing of the criminal justice nilsslon, thereby being
attracted to some aspect of the profession. Those who do
not choose to follow the profession will carry this understands ng
forward in their contact with other members of society.
Secondarily, through providing cadet manpower, full -time law
enforcement personnel are released for more time in contact
with the public, and additional related servlces are provided
that otherwise would not be financially possible. The project
will be evaluated in several ways including the measuring of
the number of students attracted to the profession and the number
of students attracted to tine profess[ on and the number of full -
time manhourS made available for other duties; and
WHEREAS, under the terms of Public Law 90 -351 as amended, the
United States of America has authorized the Law Enforcement Assistance
Administration, through the Florida Bureau of Criminal justice Planning
and Assistance, to make Federal Grants to assist local governments In
the improvement of criminal justice; and
WHEREAS, the Applicant has examined and duly considered such
Act and the Applicant considers it to be in the public interest and to Its
benefit to file an application under said act and to authorize other action
in connection therewith;

SECTION 1. The project generally described above is in the best
Interests of the Applicant and the general public.
SECTION 2. Chief of Police NYillard Winnett be hereby authorized
to file in behalf of the Applicant an applicat Ion in the forth preserl bed
by the Florida Bureau of Criminal justice Planning and Assistance in
conformity with said act, for a grant to be made to the appl scant to
assist in defraying the cost of the project generally described above.
SECTION 3. That If such grant be made, the Applicant steal I
provide or make necessary arrangements to provide such funds in
addition to the grant as may be required by the Act to defray the cost
of the project generally described above.
SECTION 4. The Applicant is aware that al I of the required non-
federal cost of the project be appropriated cash and that such funds
designated as local hard cash contributions in all related project
budget schedules that are to be provided by the Applicant are hereby
appropriated new funds for Criminal Justice use for the express pur-
pose of matching the LE-AA funds,
SECTION 5, The said Chief of Police, Willard \1'innctt, is hereby
authorized to furnish such information and take such other action as may
be necessary to enable the Applicant to qualify for said grant.
SECTION 6, The official designated in the preceding paragraph is
hereby designated as the authorized representative of the Applicant for
the purpose of furnishing to the Florida Bureau of Criminal Justice Plann-
ing and Assistance such information, data and documents portal ning to
the application for said grant as may be required and otherwise to act
as the authorized representative of the Applicant in connection with tills
application.
SECTION 7. That certified copies of this Resolution be included
as part of the application for said grant to lie submitted to the FlOrlda
Bureau of Criminal Justice Planning and Assistance,

SECTION 8. If such grant be made, the Applicant or Official
designated in paragraph 4 above, shall maintain such records necessary
and furnish such information, data and documents as required by the
Florida Bureau of Criminal Justice Planning and Assistance to support
the implementation of the project generally described above.
[i SECTION 9. This Resolution shall become effective immediately

Florida.

TO ALL PARTICIPATING AGENCIES
As you know', it is our wish that cadet time cards be submitted
on each cadet every two weeks to facilitate bookkeeping and pay records.
We understand that in some instances and in some agencies, this may not
be practical and that a longer time may be necessary due to the agency's
bookkeeping procedures. However. we are running into some serious
difficulties with some of the agencies sending in time cards that are as
much as six months overdue. This causes overlapping of fiscal years and
in general, rand—s our records incomprehensible to the auditors.. Therefore,
it is necessary that we establish the following policy:
EFFECTIVE JULY 1, 1974, WE %JILL BE UNABLE TO
REIMBURSE TIME CARDS SUBMITTED MORE THAN
30 DAYS AFTER THE END OF TIIE TIME PERIOD
COVERED ON THE CARD.

IMPORTANT
TO ALL PARTICIPATING AGENCIES
We have been advised by the Bureau of Criminal Justice Planning
` and Assistance that it will be necessary for each participating agency to
obtain a resolution from their governing body slating their intention to
so participate during the next project fiscal year.
We are enclosing a model resolution containing the stipulations
required. It reads much the same as the agreements found in the
standard "Application - Agreement' form submitted by your agency
for this year. The primary difference is in the fact that these agree-
' ments must be passed upon by your Commission/ Council instead of
being simply over your signature.
Also enclosed is a simplified Application- Agreement for your
signature which is needed for our records. Upon approval of the
Application- Agreement, a copy will be returned to you.
Since we are now preparing the grant request for next year,
and since we must have these resolutions attached to it when it is
submitted, it is of the greatest urgency that you have the resolution
passed upon by your Commission /Council at their next regular meeting
and return to us a certified copy of the resolution as soon thereafter
as possible.
