WI11 ?RI -'AS, Brevard County ocean beaches are used by all residents of Brevard County; and \ \'IIERL'r \S, l3revard County assumes the cost of maintaining and operating beaches in unincorporated county areas while accepting no fund- ing responsibility for beach operation and maintenance within corporate limits, such beaches being used by all county residents; and W111- RI:AS, teach operation and Maintenance imposes an untenable burden upon the taxpayer of the leach nnualcipallty who must assume the cost of providing a recreational facility for use by all county residents while receiving little or no compensation front the county: :n d WIIEREAS, l3revard County beaches provide one of the major attractions of Brevard Countv, and as such benefit the entire county; NOW, "I'i11.RE1'ORL', 13E fl' RESOLVED by the City of Cape Canaveral, Florida, as follows: SLCI'ION 1. 7'hc Brevard County Commissioners acknowledge the tax burden Imposed upon residents of beach municipalities in providing clean and safe beach recreational areas for use by all county residents. SI:CI'ION 2. That Brevard County assume its fair share of the cost of operating, maintaining and developing all Brevard County leaches by: (a) Rclmbursing leach nwnlciplaitles for 651 of the cost to provide leach lifeguards, cleanup and maintenance, police protection and traffic control, fire department rescue operations, etc. (Such percentage figure could be ntodifled by results of lolnt cou»ty(clty surveys to dcternnine origins of Tench users-) r MICROFILMED �:• 4-10-80 (b) Developing with beach municipalities a comprehensive plan for beach development to include parking facilities, rest- rooms and showers, and other facilities necessary to accommo- date the increasing numbers of county residents using municipal beaches. (c) Providing county funds for implementation of beach 0 development plans. SECTION 3. That the Brevard League of Municipalities be requested to support this Resolution. SECTION 4. This Resolution shall become effective immediately upon its adoption.
