CANAVERAL. CITY COUNCIL TO THE IMPLEMSNTATiON
OF Tin? RREVARD COUNTY EMPLOYEE COUNSELING

HEALTH CENTER 7.0 PROVIDE ASSISTANCE IN IMPLEMENT-
iNG SAID PROGRAM: 111tOVIDING AN I:FFI ?CTIVE DATE,
WIIEREAS, the City Council of the City of Cape Canaveral.
Florida, recognizes that bchavloral - medical problems of alcoholism, drug
dependency and emotional Illness are highly complex illnesses that can b:
successfully treated; and
WHEREAS, an enlightened public attitude and a realistic accept-
ance of these bchavloral - medical problems as illnesses slay encourage
employees to take advantage of the diagnostic, counseling and treatment
Services avallablc in our conununtty; and
WI IEREAS, the City COUIICII IS LIC'SII'OnS Of aSSurI112 that employees
with behavioral - medical problems receive the same consideration am] offer
of treatment that is presently extended to employees having any other Ill -
IIe SSes; and
WHEREAS, the City Council recommends that inlplCnlcntatlOn of
the Rrevard County I :nlployce Counseling Program by its City Manager. .ill
cooperation with Ilrevard County Mental 11011101 Center, b: the responsihility
of management and Supervisory personnel: and
WHEREAS, I111PICI entltion Of this program should no[ require Or
result hl any special regulations, privileges, or exemptions from the
standard administrative practices applicable to job performance require-
ments; but lyhen necessary, sick leave and /or leave without pay may bv
granted for the purpose of participating In approved treatment programs;
and
WHEREAS, referrals for diagnosis and treatment should b, made
only at the employee's request, or an the b7S1S of unsatisfactory job
performance; and that cmployeeS with I havinral- medical problems be
assured that job security or promotional opportunities will not be
Jeopardized by a request or referral for diagnosis and treatment: and
WIII:REAS, the City Council feels it is the responsibility of the
employee to comply with the referral for diagnosis and to cooperate with
prescribed Treatment:, and
\1'lIL'RI:AS, It is recommended that refusals to accept diagnosis
and treatment, or failure to respond to treatment to restore adequate job
performance, should lxr processed In the same manner as similar refusals
or treatment failures for all other illnesses, when the results continue to
adversely affect job performmIIcet and
WHEREAS. tine confidential nature of the medical records of
employees with b °havioral- medical problems will be- preserved In the same
manner as all odler medical records: and
\ \'IILRI:AS, the cost of diagnosis :111,1 treatment for rbesebehavioral-
medical problems are partially covered in the present group health Insurance
policy offered to all City employees, the Citv Manager Is e11co1.1ruged to
consider name comprehensive insurance coverage for alcoholism, drag
dependency, and cj�:otional behavioral disorders in approved outpatient
psychiatric facilities.

the City of Ceps Canaveral, Florida, does hereby pledge its support for the
Implementation of a Ilrevard County 13mploycc Counseling Program.
HE IT 17-1-IRTiil:11 RESOLVED, that the Ilrevard Counry Mental
Health Center b; designated as the Agency to provide diagnostic /evil land v0
services, and when applicable, teatment for the employees referred by
Bald Program, and that the M,rntal I lealth Center pledge its support and
staff assistance to the City of Cape Canaveral in developing and implement-
ing the Ilrevard County Employee Counseling Program,

This Resolution shall become effective immediately upon its
adoption.
ADOPTED by the City Council of the 'City of Cape Canaveral,
Florida, this 1st day of July , 1.975.
