HomeMy WebLinkAboutResolution No. 1976-48 MICROFILMED 4-10-80 RESOLUTION NO. 76=i48 A RESOLUTION ENDORSING THE BREVARD ECONOMIC DEVELOPMENT COUNCIL'S FORMAL BUDGET REQUEST FOR 1976-1977; PROVIDING AN EFFECTIVE DATE. WHEREAS, the Brevard Economic Development Council (BEDC) is charged with attracting new industry into Brevard County, and including the City of Cape Canaveral; and WHEREAS, the BEDC engages in a nation-wide promotion and marketing campaign concerning Brevard County, and including the City of Cape Canaveral; and • WHEREAS, the unemployment rate in Brevard County has recently reached as high as 17%, and is currently approximately 14. 5%; and WHEREAS, the BEDC's Industrial Development (ID) activities emphasize non-polluting manufacturing primarily employing technical,skilled or professional persons; and WHEREAS, the Brevard Council, Inc. /Brevard County Overall Economic Development Committee (BCl/OEDC) has, within the Brevard Oiunty Overall Economic Development Plan (OEDP) and all subsequent annual updates, identified the above described industries as the primary "target" for all Brevard County ID efforts; and WHEREAS, the new jobs created by BEDC efforts will help alleviate not only the high local unemployment rate, but also assist in ensuring that the •local tax burden is more equitably shared, and prevent or remove potential employees from the clients' rolls of local health, social service, welfare and rehabilitative agencies; and WHEREAS, the City of Cape Canaveral contains many unutilized or underutilized buildings and/or sites particularly suitable for utilization by the above described type industries; and WHEREAS, the BEDC's advertising and.marketing promotion campaign emphasizes such buildings and sites; and ,. • MICROFILMED 4.10-8Q WHEREAS, BEDC is actively cooperating with BCI, the Florida Solar Energy Center (FSEC) at Port Canaveral, and the Governor's Task Force on Solar Energy/Florida Solar Energy Task Force, Inc. (Task Force) in their 1 efforts to successfully acquire or "capture" the U.S. National Solar Energy Research Institute (SERI), and that the proposed site is within the City of 0 Cape Canaveral; and WHEREAS, BEDC is actively cooperating with the Canaveral Port Authority, the Cocoa Beach Area Chamber of Commerce, and BCI in their efforts both to have repealed the so called "Jones Act" limiting the stay of foreign flag passenger vessels at the Port, and in their efforts to acquire a railroad "spur" line at the Port; and WHEREAS, BEDC and the Cape Canaveral Commercial Development Board have established and do maintain a cooperative and effective working relationship; NOW, THEREFORE, BE IT RESOLVED by the City Council of the --- City of Cape Canaveral, Florida, as follows:. SECTION 1. That the City Council concurs in the recommendation of the Cape Canaveral Commercial Development Board and supports and endorses the BEDC's 1976-1977 Formal Budget Request for additional funds for an increased and expanded advertising and marketing campaign. SECTION 2.
