CALL TO ORDER: The Chair called the Meeting to Order at 5:33 P.M. and led the pledge
of allegiance.

DISCUSSION:
1. Discuss and provide input regarding the Proposed CRA Boundary and proposed
Finding of Necessity Report: Planning and Development Director Barry Brown started the
meeting with introductory remarks and suggested using large maps with acetate to mark
up at a later time Mr. Brown stated the proposed CRA (Community Redevelopment
Agency) Boundary and Finding of Necessity Report is an opportunity to create long time
value, guide future development and redevelopment of areas, and obtain certain grants
and loans. Mr. Brown further explained the CRA process, his proposed boundary, the
Finding of Necessity Report and highlighted the importance of including more property
rather than less as the boundary has to be approved by the Brevard County Commission.

Discussion ensued and included putting the entire length of State Road A1A in the CRA
boundary area; possible areas identified for the proposed Town Center; mixed-use
development; the option of including the City as a whole for the CRA; pros and cons; the
revisions made since the last meeting to include additional properties and coming up with
consensus, there being no slum conditions but blighted areas; the Finding of Necessity
Report; the increase to the tax base; the reasons for not including a significant residential
component; how the return on investment is greater in commercial than residential for
future spending; pitting residential concerns against commercial; the fact that some
residents would not like their properties being designated as slum or blighted; what
acreage to include, low property values, how to approach property owners, redevelopment
plan discussions including the whole residential area in review, approaching
Commissioner Chuck Nelson; how the Cities of Satellite Beach, Cocoa Beach, Titusville,
and Rockledge are commercially oriented; how Cocoa has three CRA's; travel and trailer
park areas that could be designated mixed use; and property that could be designated
commercial all the way to the river.
Mr. Brown invited Council Members and those in the audience to approach the maps and
mark them. Discussion ensued and included reasons for picking certain areas based on
the Visioning and Redevelopment Plan, Ridgewood Avenue, North Atlantic Avenue;
making Cherie Down Park an ocean-side gathering place without a CRA; how CRA money
can be spent on Avon-by-the-Sea's right-of-way with the property owners' approval; how a
group of people from Port Canaveral, Cape Canaveral and Cocoa Beach is forming to
improve the A1A Corridor, representatives from each area, Brevard County, the Florida
Department of Transportation, Staff and Phil Laurien of the East Central Florida Regional
Planning Council are bringing federal, state, and local funding ideas to the table; how
earlier studies are being used such as the 2007 Redevelopment Plan, the 1999 Corridor
Study; conflicting facades and architectural detail of the right-of-way, and federal grants
working on sustained communities; the intent to increase the tax base; how it would be
good practice to keep residential and commercial separate if trying to increase residential
taxable value.
Discussion continued and included the City's residential streets and the focused purpose
for the CRA that can be taken to the Brevard County Commission; catching property
values while they are down and the recovery happening now; how values will likely head
down again in 2011, the Tax Increment Financing (TIF), and different options for creating
CRA's.
Acting City Manager Angela Apperson stated the purpose of the discussion was to decide
on a boundary that everyone can agree on and figure out what 20% of the map you do not
agree on Discussion turned to how parts of the Harbor Heights subdivision is under a
designated stormwater fund. Council reached consensus to include Harbor Heights
as a "?" on the map. Discussion continued involving a question that was raised
regarding using N. Atlantic Avenue as mixed-use in 20 years and including the right-of- ``

way into the CRA; how designating blighted areas for different reasons may prove a
problem for some residents to obtain a mortgage, how some may not be happy to find out
that their properties fall within the boundary of the CRA; and blighted areas. Council
reached consensus to draw out the map into 80%, separating the boundary out into
residential and commercial components and include comparisons of other CRAs.
Consensus was also reached to schedule another CRA Workshop and schedule
Strategic Planning and Charter Review Workshops during next Regular City Council
Meeting.
ADJOURNMENT: There being no further business, the Meeting adjourned at 6:49 P.M.
