Call to Order The regular meeting of the Cape Canaveral Library Board was held Tuesday, January 11, 2011, and called to order at 2:02pm by Joanna Atwood, Chairperson The following Members were present: Joanna Atwood, Chairperson Jean Deck, Secretary Linda Brown, Library Board Member Evelin Reid, Library Board Member Dr. Tim Grady, 1st Alternate Marilyn Nicholas, 2nd Alternate Jenny C Morrison, Library Director Marianne Ellis, Recording Secretary Also present: Angela Apperson, City Clerk, City of Cape Canaveral Fran Norman, Administrative Assistant, Parks & Recreation, City of Cape Canaveral Leo Nicholas Mayor Rocky Randels, Mayor, City of Cape Canaveral A. Approval of minutes Linda Brown made a motion to approve the November 9, 2010 minutes.. Jean Deck seconded the motion. Motion carried unanimously as approved and accepted . B. Correspondence There was no correspondence. C. Chairperson's Report There was no Chairperson's Report D. Friends of the Cape Canaveral Public Library Report Jean Deck, Treasurer, distributed the 2010 Budget Report for the Friends of the Cape Canaveral Public Library. Marilyn Nicholas asked that this report be made part of the minutes. Jean also offered a report to anyone who wants a copy, from the year 2000, a total of what the Friends have spent in different categories. In the adult book fund the Friends of the Library pledged $1,600 for books, of which there is $989.00 left. In the children's book fund$4,500 there was $3,400 balance left to spend there. DVD's pledge for$500.00 was put on hold until it is decided where to put new DVD's. The Friends of the Library would like to hold four(4) sales in 2011 and they will set up dates for those as soon as possible. One will be in February for VHS, one in April and September for mini-sale and December. Joanna Atwood went over and talked to city personnel and said that we can set up on Wednesday, November 30th, 2011. The sale will run from Thursday, December 1, 2011 for members only from 5pm—8pm, Friday, December 2nd from 9am—5pm and Saturday, December 3rd from 10am—2pm. Angela Apperson will notify the city that the meeting room at the library will not be available all day on Wednesday,November 30th , 2011. Joanna Atwood said that the 2010 book sale was a big success and the furniture removal and replacement went very well Everyone involved was commended for their help. Angela Apperson said that Robin Smith and Jose Castille from the City of Cape Canaveral, Street Department, were very helpful. Joanna Atwood said that leftover books will be donated to Mims Public Library and someone from there will be here to pick them up. E. Director's Report Jennifer Morrison, Director, reported that in Florida Today newspaper projected a 17% cut in the tax revenue for next year for the county and that will reflect $3.1 million. We still have 2 vacant positions. Background checks have been done on selected candidates. However, we have not gotten permission to hire yet. We are still getting assistance from personnel from other libraries. We have been still weeding our collection to get rid of older, unused materials that are on the shelf Programs coming up, February is Public Library Lovers Month, so there will be a display of books of love stories in the library. Jenny thanked everyone for their participation in the pot luck Holiday Luncheon and thanks to the Friends for purchasing the poinsettias for the door prizes. II Personal Appearances There were no personal appearances. III Unfinished Business A. Recommendations to City Council for FY 2011 expenditures. Jean Deck noted that: } Article 2, Section 2 of the By-laws states that "Officers shall be elected by ballot at the annual meeting in November for a term of one (1) year". Article 3, Section 1, "The annual meeting of the Cape Canaveral Public Library shall take place on the 2nd Tuesday in January" Jean questioned which is correct. Angela Apperson said that it should be appropriately agendized for the vote at the next meeting and then we can prepare the revision to the by-laws and eliminate the confusion. There was a question about how do we revise the by-laws. Angela stated that there is nothing in the section of the Code Book that gives the Library Board the authority to establish by-laws. Jean Deck read Article 46-28. "Any by-law or regulation established by the Library Board may be amended by the City Council. A motion was made by Linda Brown to add to the agenda of the next board meeting, the question of when to have a meeting to elect officers. It was seconded by Evelin Reid. Jennifer asked if we were on the City of Cape Canaveral Council Meeting agenda for Tuesday January 18th for Capital Expansion fund recommendations. Angela said that it was on the agenda for the 18 of January. B. Statistical Reports Jean Deck said that she would like to see the Statistics report (Annual Volume of Work Report)more consistent. Jennifer said that we can keep a consistent format. Jean Deck asked if this report and the county report can be distributed with the minutes and agenda before the Library Board Meeting. Jennifer said that this could be done. IV New Business A. Preview Annual Report to the City Council Jennifer Morrison announced that she will determine how to make the Annual Report presentation to the City Council. Power Point vs single-sheet handouts. This presentation will be made to the City Council on Tuesday, January 18, 2011 at the City Council Meeting in the Library Meeting Room at 7:30pm. Jennifer also announced that she thought we should do another Annual Report in May 2011. V Announcements A. The next Cape Canaveral Public Library Board Meeting will be held on Tuesday, March 8, 2011 at 2:00 p.m. at the Cape Canaveral Public Library Meeting Room. The next Brevard County Library board Meeting will be held on Wednesday, January 19, 2011 at 4:30 pm at the Cape Canaveral Public Library Meeting Room, 201 Polk Avenue, Cape Canaveral, FL 32920 B. Libraries will be closed Monday, January 17, 2011 for Martin Luther King Day. VI Adjournment Dr. Tim Grady made a motion to adjourn the meeting. Linda Brown seconded the motion.
