Meeting Minutes November 18, 2008
1. Call to Order
The regular meeting of the Cape Canaveral Library Board was held Tuesday,
November 18, 2008 and called to order at 2:08 PM by the Library Board
Tim Grady, Chairman, Cape Canaveral Public Library Board. The following Members
were present:

Bennett Boucher, Cape Canaveral City Manager, Shannon Roberts, Council Member,
City of Cape Canaveral, Dianne Markum, Business & Cultural Development Board.
A. Approval of minutes
Joanna Atwood made a motion to approve the November 9, 2008 minutes.
Harry Pearson seconded the motion.
Motion carried unanimously as approved and accepted.
B. Correspondence
Two applications for Library Board members were received. A Special Meeting will be
held on Wednesday, December 17, 2008 after our Holiday Luncheon, to consider the
candidates.
C. Chairperson's Report
No report.
} D. Friends of the Cape Canaveral Public Library Report
E. Director's Report
All members present received an Annual Volume of Work Report for FY 2007-2008,
October 2007 through September 2008. The also received a Monthly Report of Library
Activities for the month of October 2008.
Wendy Orona will begin at Cape Canaveral Pulbic Library on December 1, 2008 as a
Reference Librarian. We are waiting for paperwork on the Library Aide position.
The Friends will hold their annual Book Sale on December 4, 5 and 6. Preview night will
be from 5pm to 8pm on Thursday December 4h.
New shelving,payed for by the Friends of the Cape Canaveral Library, was received and
installed in the Fiction and Non-fiction area
Our new computer software, TLC, is up and running.
Four additional computers have been orders for our patrons. The $4,000 cost will come
from our Fines & Fees. We have 4 one-half hour computers, 2 one hour computers and
one(1) fifteen minute computer. There is much more demand because of the economy at
this time We fax resumes and applications even for out-of-state employment.
There will not be AARP tax assistance at the Cape Canaveral Library next year Patrons
can go to Cocoa Beach.

In a discussion about painting the exterior of the building, Isabel Escapa, Director
advised that it will cost$20,000. It will be a sealer paint. The money will come from
Fines &Fees. Bennett Boucher, Cape Canaveral City Manager advised that he will talk
to the Brevard County Commissioners about paying for the painting of the Cape
Canaveral Public Library building.
There is continuing discussion about the Proposed Amendment to the Library Lease
Agreement. Discussions about additional electricity and Janitorial services. Harry
Pearson suggested that Bennett Boucher go to the County Commissioners with the
proposed amendment. Jean Deck asked if all our reasons for not wanting this agreement
are moot? Bennett Boucher advised that the City owns the building and we should be
able to share the meeting room. Harry Pearson advised that this amendment has to be
approved by the County Commissioners.
Jean Deck asked about the storage of used books. Bennett Boucher advised that they can
store the books in a room in the bay at the annex. He advised although this room is not
air conditioned, it is usually cool. When Bennett Boucher asked what the Friends
collected from the book sale, he suggested maybe not doing the book sale anymore.
Mr. Boucher discussed the remaining property tax levy of$ 203,928 collected from the
City taxpayers and not directly appropriated to the Cape Canaveral Library budget.
Isabel Escapa, Director presented a statement made by Mrs. Schweinsberg in a previous
meeting, as follows:
Mrs. Schweinsberg explained that the Brevard County Free Public Library district is a
COUNTYWIDE taxing district that provides a COUNTYWIDE service and as such,
there is no relationship to the amount of tax revenue collected in one city and the budget
of any one library. All of the citizens of the Brevard County(including those of the City
of Cape Canaveral have full access to ALL SEVENTEEN Public Libraries in the County.
All the citizens of Brevard County have access to every book in the entire Library
System. Cape Canaveral Public Library Actual Expenditures for Fiscal Year 2006-2007
was $ 463,600.36 and for Budget Expenditures for fiscal Year 2007-2008 are
$482,176.24. These numbers are only for staffing and operating expenses specific to the
Cape Canaveral Public Library. They do NOT include system-wide support provided to
all 17 county libraries including Cape Canaveral. Examples of these support services are
the cataloging and patron computer system, interlibrary loan, Talking Books for the
service impaired, courier service, General Repair Technician Services, Mobile Library to
serve children and the elderly, and more The budget for these supporting services is
$4,575,480 for the current year.
IV NEW BUSINESS
Isabel Escapa advised that the information she received about a re-cycle bin for books
and magazines, would take up a full parking space at the Cape Canaveral Library.
Bennett Boucher asked her to get more details about the size of the bin.
Bennett Boucher, introduced discussion about the ICMA Library Grant. He advised that
there needs to be a special meeting before January 1St because the grant application is due
in January 2009.
Isabel Escapa read the Annual Evaluation to all
Dianne Markum, Business & Cultural Development Board, suggested combining the
Reading Festival in February 2009 with the Children's Art show. Bennett Boucher was
in agreement with this The Youth Services Librarian, Cara Kincaid could be involved.
It was suggested that she could organize small events for the children. Bennett Boucher
suggested that he, Isabel Escapa and Dianne Markum will work it out to arrange the Art
Show events. Isabel will meet with Cara Kincaid and Dee Livingstone.
June Bell made a motion that the Cape Canaveral Public Library will cooperate with the
City of Cape Canaveral on the Reading Festival and Children's Art Show. Dr. Tim
Grady seconded the motion. The motion was carried unanimously.
Jean Deck, Treasurer of the Friends, advised that she is working with Isabel on
purchasing a new DVD tower for the Cape Canaveral Library, which the Friends of the
Cape Canaveral Library will pay for
V ANNOUNCEMENTS
Tim Grady announced his resignation as Chairman, from the Cape Canaveral Public
Library Board. He will continue to serve as a Board Member.
A. The next Cape Canaveral Public Library Board Meeting will be held on Tuesday,

January 13, 2009 at 2:OOp.m. at the Cape Canaveral Public Library Meeting Room. The
next Brevard County Library Board Meeting will be held on Wednesday, November 19,
2008 at Cocoa Beach Public Library 550 N Brevard Avenue, Cocoa Beach, FL 32931.
B. The Friends of the Cape Canaveral Public Library Book Sale. Preview is
Thursday, December 4, from 5pm to 7:45pm. Friday 7 Saturday, December 5th and 6th
from 9am to 5pm at the Cape Canaveral Public Library.
C. The children's Christmas Party sponsored by the VFW Post#10131 and the
Ladies'Auxilliaries, and the American Legion#338 will be held on Saturday, December
20 at 11am to 1pm at the Cape Canaveral Public Library Meeting Room
D. The Christmas Tree Lighting Ceremony sponsored by the City of Cape Canaveral
will be held on Sunday, December 14th at 7pm. (Dicken's Carolers and Capeview
Elementary School Choir) at the Cape Canaveral Public Library Meeting Room.
E. Brevard County Libraries will be closed Thursday&Friday,November 27 & 28
for Thanksgiving, Wednesday, Thursday and Friday, December 24th, 25th and 26th for
Christmas, and Thursday&Friday, January 1st and 2nd for the New Year's holidays.
VI Adjournment
There being no further business before the Board, the meeting was adjourned at
4:28 pm.
