Call to Order The regular meeting of the Cape Canaveral Library Board was held Tuesday, May 13, 2008 and called to order at 2:00 PM by the Library Board Tim Grady, Chairman, Cape Canaveral Public Library Board. The following Members were present: Dr. Tim Grady, Chairman Jim Brown, Library Board Vice Chairman Joanna Atwood, Secretary June Bell, Library Board Member Jean Deck, Library Board Member Mary Ernst, Library Board Member Harry Pearson, Library Board Member Isabel Matos-Escapa, Library Director Marianne Ellis, Recording Secretary Also attending: Susan Stills, City of Cape Canaveral City Clerk/Personnel Director Robert Lefevre, Director, Parks and Recreation Shannon Roberts, Council Member, City of Cape Canaveral A. Approval of minutes Jim Brown made a motion to approve the March 11, 2008 minutes with amendments. Mary Ernst seconded the motion. Motion carried unanimously as approved and accepted as amended. B. Correspondence A positive correspondence on a Patron Survey card. C. Chairperson's Report No report. D. Friends of the Cape Canaveral Public Library Report Friends of the Cape Canaveral Library report that everything is moving along on the new shelving for the library. Also, the Friends of the Library are paying for the Children's Summer Programs. copy E. Director's Report All members present received an Annual Volume of Work Report 2007-2008 from October 2007 through April 2008 and Canaveral Public Library Activity Calendars for May, June and July 2008. Because there have been several unpleasant incidents, the phone line in the lobby of the Cape Canaveral Public Library,has been removed indefinitely. Storytime and Adult Programs continue. Additional shelving is in progress. The Friends of the Cape Canaveral Public Library will pay for the shelving. II PERSONAL APPEARANCES Robert Lefevre, Director of Parks & Recreation for the City of Cape Canaveral attended the Cape Canaveral Public Library Board meeting to offer space for meetings at the Parks &Recreation Meeting Room. This will be for already scheduled events that conflict with City of Cape Canaveral needs and for those who have continuously signed up for meetings at the library. This will be at no charge to the patron. Those conflicting with an already scheduled City of Cape Canaveral event, unless they are a repeat patron,will be referred to the City of Cape Canaveral Parks & Recreation meeting room and will be charged $15.00/hr with a minimum of 2 hours. This meeting room is available Monday through Thursday from 8am to 9pm and Friday through Sunday from 8am to 8pm. III UNFINISHED BUSINESS A. Susan Stills, City of Cape Canaveral Clerk/Personnel Director, advised the board that Mr. Bennett Boucher is waiting to hear from Cape Canaveral Library Board on what Architect concept they would agree on before he can discuss it with Peggy Busacca, Brevard County Manager. Shannon Roberts agreed that the City of Cape Canaveral needs more information before moving forward. The next step is to have the City of Cape Canaveral and Cape Canaveral Library Board get together to discuss the Cape Canaveral Library Board's key questions. These question include,but are not limited to 1. Is the City going to purchase new chairs? 2. Is the Moveable Furniture going to be available for public use? 3. Who is going to move the furniture before and after City Meetings? 4. Is the annex Air Conditioned, around the clock, in the event that the Friends will store books there? } 5. Who will move the books to and from the annex as needed? The storage room at Cape Canaveral Public Library is also used for storage of items needed by Youth Services for children's programs. Does the City of Cape Canaveral plan to use this storage room? If so, for what? Key issues discussed reiterated those points mentioned in the Library Board's letter to Mr. Boucher of date(see attached). Those included scheduling, logistics for large events, additional costs, and storage among others. The Library Board has tried to keep the lines of communication with the city open and will continue to do so. Jim Brown, Library Board Vice Chairman,made a motion to accept Concept A for consideration. Mary Ernst, Library Board Member, seconded the motion. Jim Brown, Library Board Vice Chairman, also suggested maybe the City Advisory Boards could meet at the Parks &Recreation meeting room. Robert LeFevre, Director of City of Cape Canaveral Parks and Recreation agreed that was a possibility. However, they too have regular programs meeting there. Susan Still advised it was a matter of scheduling. IV NEW BUSINESS Budget 2008-2009—Isabel Matos-Escapa, Cape Canaveral Public Library Director reported on 10%and 20%budget cuts. All libraries submitted cuts to meet 10% and 20% budget cuts. Also there is a hiring freeze and Cape Canaveral Public Library will not be able to fill two positions recently vacated. Book Processing fees will be cut as well as 50%Media budget cut. Also, Cape Canaveral Public Library may have to close one day a week. There will be incentives for early retirement and voluntary layoffs. 1 V ANNOUNCEMENTS A. The next Cape Canaveral Public Library Board Meeting will be held on Tuesday, July 8th, 2008 at 2:OOp.m. at the Cape Canaveral Public Library Meeting Room. The next Brevard County Library Board Meeting will be held on Wednesday, May 21, 2008 at South Mainland/Micco Library, 7921 Ron Beatty Blvd., Barefoot Bay, FL 32976. B. Adjournment Joanna Atwood, Secretary, made a motion to adjourn and Tim Grady, Chairman, seconded the motion. There being no further business before the Board, the meeting was adjourned at 2 3:30 pm.
