ROLL CALL: Council Members Present: Mayor Pro Tem Council Member Mayor Council Member Council Member Others Present: City Manager City Attorney Acting Deputy City Clerk DISCUSSION: Bob Hoog Buzz Petsos (arrived 5:03 p.m.) Rocky Randels Shannon Roberts Betty Walsh Bennett Boucher Anthony Garganese Mia Goforth 1. Oral Presentation and Final Ranking of Proposals for RFP 01-2009 Garbage and Recycle Collection Services. City Manager Bennett Boucher distributed an Evaluation Matrix and Evaluation Criteria to the City Council allowing them to rate the two firms, Waste Management and Waste Pro, after both presentations were made and both firms were given an opportunity for rebuttal and/or clarification if needed. Mr. Boucher encouraged the Council to take their time in asking questions and to follow the hand-out as both firms go through their presentations, making sure the companies meet the four criteria items required. Mr. Boucher stated that after the top ranked firm is chosen, he would negotiate the final agreement. Mayor Randels read aloud the criteria to be followed by the City to determine the most responsible and responsive bidder. Mr. George Geletko of Waste Management introduced the various representatives from the company who proceeded to make their presentation to the Council. Discussion ensued and included recycling and drop offs of such, battery buckets, yard & bulk waste pick up schedules, re -certification of waste haulers/drivers, safety and drug screenings of staff, hybrid fuel waste trucks, services to condominiums and townhouses, conversion to C9 11 11 City of Cape Canaveral, Florida City Council Workshop Meeting Minutes July 21, 2009 Page 2 of 3 side loader trucks and receptacles for such, overall customer service, steam cleaning roll- off dumpsters, maintenance facilities at Waste Management. Mayor Randels called for a five minute recess between presentations. Mr. Bob Hyers and Mr. Tim Dolan of Waste Pro USA, Inc. introduced themselves and proceeded to make their presentation to the Council. Discussion ensued and included customer service, satisfaction and response rates, unique challenges such as hurricanes, involvement with Keep Brevard Beautiful, pick up of batteries, tires and volatile materials curbside, single source recycling and disposal, beach -end streets containers, problems with mixing regular waste with recycling and special event receptacles, using Trac EZ system of management and overall costs, services to condominiums. Mr. Bill Redman of RGC Consulting, waste consultant for cities and counties, approached the podium to share his evaluations and, along with Council, put forth pricing and other concerns to both companies' representatives. Discussion ensued and included call center services, setting schedules to clean dumpsters, fuel usage and types, resolving issues and complaints, transition if City decides to go with new company, curbside recycling and cart sizes, annual maintenance contracts, company facilities, employee bonus programs, safety and awareness training programs, armoring hydraulics on waste compactors. Mr. Redman recommended the City negotiate with Waste Pro USA, Inc. Discussion ensued and included rate costs to the community, container yard rates and bid tabulation sheets; piles of waste or mattresses and furniture not being picked up around dumpsters or in front yards. Mr. Boucher urged Council to address any additional concerns before turning in their rankings. Attorney Garganese stated there was no legal impediment for Council to talk amongst themselves, but Council Members do need to follow the bid criteria and complete the scoring sheets individually. More discussion ensued and included Code Enforcement issues surrounding dumpsters and blighted areas and the contractual obligations for such. Council turned in their individual signed evaluation matrix sheets. Those scores and the overall scores were tallied by the City Manager: City Council Waste Management Rocky Randels 71 Bob Hoog 73 Buzz Petsos 78 Shannon Roberts 80 Betty Walsh 81 Overall Score 76.6 Waste Pro USA, Inc. 95 91 100 55 99 88 City of Cape Canaveral, Florida City Council Workshop Meeting Minutes July 21, 2009 CO Page 3 of 3 A motion was made by Mayor Pro Tem Hoog, seconded by Mayor Randels, for the City Manager to go into negotiations with the winner of the night's presentation, Waste Pro, for contractual services for waste collection in the City. No comments were received from the public and no further discussion took place. The motion carried 5-0 with voting as follows: Mayor Pro Tem Hoog, For; Mr. Petsos, For; Mayor Randels, For; Ms. Roberts, For and Ms. Walsh, For.
