ROLL CALL: Council Members Present: Council Member Council Member Mayor Mayor Pro Tem John Bond Bob Hoog Rocky Randels Betty Walsh Council Members Absent: Council Member Buzz Petsos Others Present: City Manager Assistant City Manager/City Clerk Finance Director Building Official Leisure Services Director Public Works Services Director Brevard County Sheriff Commander Cape Canaveral Volunteer Fire Dept. Assistant Chief PUBLIC HEARING: David L. Greene Angela Apperson John McGinnis Todd Morley Robert Lefever Jeff Ratliff Alan Moros John Cunningham 1. Adopt Resolution No. 2012-18; adopting a Proposed Millage Rate for the levy of Ad Valorem Taxes for Fiscal Year 2012/2013 on all taxable property located within the City Of Cape Canaveral, Brevard County, Florida: Mayor Randels read Resolution No. 2012-18 into the record and explained how the Council will proceed. A motion was made by Council Member Hoog, seconded by Mayor Pro Tem Walsh, to approve Resolution No. 2012-28. The Public Hearing was opened. No comments were received. Mayor Randels noted the tentative proposed millage rate was adopted on August 21, 2012. He explained the budget provides $3,180,186.00 in revenue from property taxes at a 95% collection rate. The Public Hearing was closed. The motion City of Cape Canaveral, Florida City Council Special Meeting September 4, 2012 Page 2 of 2 carried 4-0 with voting as follows: Council Member Bond, For; Council Member Hoog, For; Council Member Petsos, Absent; Mayor Randels, For; and Mayor Pro Tem Walsh, For. 2. Adopt Ordinance No. 15-2012; adopting the Annual General Fund, Wastewater Treatment Fund, Stormwater Enterprise Fund, Special Revenue Funds, and Expendable Trust Funds Budgets for the Fiscal Year beginning October 1, 2012, and ending September 30, 2013: Mayor Randels read the Ordinance into the record. A motion was made by Mayor Randels, seconded by Council Member Hoog, to approve the first reading of Ordinance No. 15-2012. The Public Hearing was opened. No comments were received and the Public Hearing was closed. Discussion centered on the proposed Water Utility Tax; the proposed Fire Hydrant Fee, and how these items spread the costs among tax payers and residents who do not pay taxes. It also included the 50% reduction in taxable value since 2007/2008; the taxes in the City are among the lowest in the County; use of fund balance/reserves; Council goals, which are 1. Build a new Fire Station, 2. Implement the Envision Cape Canaveral Report, 3. Provide for the automation of City Processes, 4. Maintain a fiscally sound financial structure, 5. Maintain City facilities and infrastructure; the Special Revenue Funds; the capital improvements for the Wastewater Treatment Plant (WWTP) and the Stormwater Fund are separate from the General Fund; if Amendment #4 passes, the City will face further reductions in revenue to provide necessary/required services; it will take eight to ten years before the property values return; how the General Fund will be affected by the creation of the Community Redevelopment Agency; without an Ad Valorem tax increase, the City only has the fire hydrant fee, Utility Tax and Franchise Fee on garbage/trash collection, which at most will generate a half million dollars; the continued legislative changes which reduce the City's ability to secure operating revenue which is not Ad Valorem based; the continued increases in goods/services; the former practice of deferring maintenance; and whether the Parking Meter Program should be re- instituted. The motion carried 4-0 with voting as follows: Council Member Bond, For; Council Member Hoog, For; Council Member Petsos, Absent; Mayor Randels, For; and Mayor Pro Tem Walsh, For. Mayor Randels noted the next public hearing is September 18, 2012. ADJOURNMENT: There being no further the Meeting adjourned at 6:42 P.M.
