SUBJECT 2009 Cape Caribe Site Plan

John Grandlich has graphically presented Homes by Townes' latest concept plan for the build out of Cape Caribe to the
Shorewood Condominiums, Solana Shores Condominiums and the Solana Lake Condominiums. We applaud him for
sharing their development plans with them as well as the City Council of Cape Canaveral. We urge the City and the City
Council to investigate the following concerns:
• When did Cape Caribe(Homes by Towne)acquire the 5.02 acres that they are proposing for the two hotels and
garage?
• Was the 5.02 acres part of the original water site plan approved by St. John's Water Authority 15+years ago?
• Was the original site plan approved by anyone other than Towne Homes and their various corporations?
• Why did Rocky Randell state on 12/05/09 that the surface water from the two hotels and parking garage would
be piped under King George Boulevard and ultimately into the channel in Port Canaveral when in fact the
proposed site plan has the water going in the opposite direction?
• It was suggested by Towne Homes (Cape Caribe)that a cistern could be built under each hotel to hold run off
surface water. This would appear to be an unacceptable solution since the cistern would be partially in the
water table?
• How many gallons will each cistern hold? What will be the size of each cistern?
• Will there be a cistern under the garage?
• What is the plan if the cistern becomes full?
• How will the cistern be emptied and into what? Will they be emptied at all? How will the algae and smell be
controlled?
• Part of the proposed plan is to pump down the retention pond at Solana Shores if a storm is approaching yet if
the storm is not named this does not have to be done.
• Does permission needed to be received from the EPA to pump down the retention pond since the water will
ultimately end up in the Atlantic Ocean?
• Are there any quality standards that have to be met in order for the EPA to issue a permit to pump down the
Solana Shores retention pond?
• The present design of the existing retention ponds is at best marginal under normal rain conditions.
• Why is the public beach access part of this site plan?
• Where is the parking for the public beach access?
• If this is a "pedestrian only public beach access" who enforces the no parking since Shorewood is private
property?

Attached are two PDF files,one file was a draft agreement submitted by Cape Caribe on September 30, 2009,the other
is the City's version of said agreement.
Please keep in mind there are four items for City Council to consider; ���� J// U/U
1) Second public hearing on zoning amendment. 0 3— 7,67 6
2) Second public hearing on a small scale comprehensive plan amendment. 021
3) Two public hearings to approve the binding development agreement. /b 3 r.5,5
4) A P&Z public hearing on the revised site plan,and a City Council public hearing to approve the revised site plan.
I am requesting that we schedule a City Council workshop on December 15th,at 5:30 pm.to review the scope of the
project and the four items noted.
The Cape Caribe representatives are in favor a having a workshop meeting to get everyone up to speed on all the issues.
