There are nine (9) evaluation categories for you to score on a scale of 1 to 5 with one being poor and five being excellent. There is also space available for comments. Pursuant to Section (3)of my employment agreement with the City, (a) The City Council shall review and evaluate the performance of the Employee at least once annually, on the anniversary of this agreement. Said review and evaluation shall be in accordance with specific criteria developed jointly by Employer and Employee. Further, the City Council shall provide the Employee with a written statement summarizing its findings and providing an adequate opportunity for the Employee to discuss his evaluation with the City Council. (b) At least Annually in the month of the anniversary of this agreement, the City Council and Employee shall define such goals and performance objectives which they determine necessary for the proper operation of the City and in the attainment of the City Council's policy objectives and shall further establish a relative priority among those various goals and objectives, said goals and objectives to be reduced to writing. They shall generally be attainable within the time limitations as specified and the annual operating and capital budgets and appropriations provided. Please fill out the attached form, and schedule a meeting with me at your convenience. As requested, I have attached the City Manager's self evaluation using the same form. Achieves goals/objectives, which are the direct responsibility of the City Manager in a timely and professional manner. 4. Assists and coordinates with the City Council and staff in the implementation of all city goals/objectives. Comments: Staffing 1. Recruits and retains qualified Department Heads. 2. Initiates corrective action to improve employee job performance, when needed. 3. Effectively manages personnel issues including employee insurance, fringe benefits, promotions, pensions, performance evaluations and union negotiations. 2 City Manager Evaluation Comments: Supervision 1. Encourages Department Heads to make decisions within their own jurisdictions without City Manager approval, yet maintains appropriate control of administrative operations. 2. Instills confidence and initiative in subordinates and emphasize support rather than restrictive controls for their programs. 3. Has developed an open professional relationship with all City employees. Comments: Relations with Council 1. Responds to requests for information or assistance by the Council and/or by individual Council Members. 2. Adequately informs the Council of current issues. 3. Accepts and responds to constructive criticism and advice. 4. Carries out the directives of the Council as a whole, rather than those of any individual Council Member. 5. Reports are accurate and comprehensive. 3. Reports are generally produced through own initiative, as well as when requested by Council. Comments: Citizen and Intergovernmental Relations 1. Handles citizens' complaints and questions in a professional and prompt manner. 2. Willingness to meet with members of the community and discuss issues of concern; initiates follow-up as appropriate 3. Invests sufficient effort and time in being diligent and thorough in the performance of job responsibilities. 2. Effectively works with Department Heads in implementing City Councils goals and objectives. Schedules staff meetings twice a month, review departmental and organizational issues, and the action items of Council. Department Heads have an opportunity to bring forth issues and we communicate well with each other. Fiscal Management 1. City Manager Comments: Annually I conduct a two day goal and objective session with City Council and staff to discuss projects, programs and services for the upcoming fiscal year, and update City Council on the status of the current year's goals and objectives. Continue to provide cost efficient and competitive wage and benefit package to attract and retain a talented workforce. Negotiates annual contract amendments that are fair and reasonable with the Union's business agent. Supervision 1. Encourages Department Heads to make decisions within their own 5 jurisdictions without City Manager approval, yet maintains appropriate control of administrative operations. 2. Instills confidence and initiative in subordinates and emphasize 4 support rather than restrictive controls for their programs. 3. Has developed an open professional relationship with all City 4 employees. City Manager Comments: Empower Department Heads to implement and oversee their respective services, programs and projects. Have an open door policy and provide constructive feedback as needed, and I encourage Staff to provide me with constructive feedback as well. Relations with Council 1. Responds to requests for information or assistance by the Council 4 and/or by individual Council Members. 2. Adequately informs the Council of current issues. 4 3. Accepts and responds to constructive criticism and advice. 4 4. Carries out the directives of the Council as a whole, rather than 5 those of any individual Council Member. 5. Assumes responsibility for staff performance. 5 City Manager Comments: Information requests, depending on the amount of research needed, is responded to in a timely manner. Council is informed on current issues via quarterly reports, weekly and daily reports submitted by staff or the City Manager, completed the first annual state of the City report. I am always open to constructive criticism by City Council collectively or by individual members of City Council. I encourage City Council members with 3 City Manager Evaluation individual issues to seek a consensus among the members in order to set priority action items. I am proud of our professionalism, and accept responsibility for the performance of myself and staff. Reporting 1. Provides the Council with reports concerning matters of 5 importance to the City. 2. City Manager Comments: Reports are provided during normal operations and during emergency events in a timely manner. Financial and operational reports are provided on a quarterly basis, and I report on events as they occur, and follow up with after action reports. Example, Tropical storm Fay. Citizen and Intergovernmental Relations 1. Handles citizens' complaints and questions in a professional and 5 prompt manner. 2. Willingness to meet with members of the community and discuss 5 issues of concern; initiates follow-up as appropriate 3. Cooperates with neighboring communities and maintains open 5 communications with other municipalities in areas that may affect or relate to the City. City Manager Comments: Handle citizen complaints via verbal, written, or submitted over the internet with our online "Better Place" tracking program. I am proud of our fast and professional customer service response in resolving citizen complaints in a timely manner. City Council was provided with a one year print out of our"better place" responses earlier this year that showed our commitment to customer service and our prompt resolution of issues. 4 City Manager Evaluation Professional/Personal Characteristics 1. Professional presence - Adequately represents the City with other units of government, professional associations and civic groups/organizations. 4 City Manager Comments: Effectively and often consults and networks with peers in the City Manager field. I enjoy working with municipal, county and state representatives on issues that involve our community, county or state. Kept City Council and Staff informed on the status of legislative issues, when the State Legislature is in session. Observes and upholds high ethical standards consistent with City, State and ICMA policies. Observations 1. During the coming year, in what can the City Manager take the greatest pride? What do you observe are his strongest points and finest accomplishments this year? City Manager Comments: During the coming year, manage the City through the recession without reducing programs or services. Work with City Council to establish a viable action plan to implement the recent community visioning results. Fiscal Management, project planning and communications are my strongest points. Closed the 2008 fiscal year with a General fund balance of $5,489,198 with no general obligation debt. Major capital projects were completed during the past year; see annual state of the City report, and going forward with the Ridgewood Avenue streetscape project scheduled for completion in 2010. Communicates effectively with openness and transparency when addressing City Council, employees, media and the public. 5 City Manager Evaluation 2. What areas do you observe most need improvement? Why? Do you have any constructive, positive ideas as to how the city Manager can improve these areas? City Manager Comments: Work with City Council and Staff to develop a better defined short term and long term strategic plan. This can be completed by being able to work effectively together in order to articulate and develop City Council's direction into viable policies, goals and objectives that is consistent with the community's vision. 3. Two things that the Manager does now that I would most like him to continue: a. Fiscal Management—Without proper financial management of the City's funds, we will not be able to realize any of our short or long term objectives. b. Communication — Being able to effectively communicate the programs, projects and services we offer in an open and transparent City Government. 4. Two things that the Manager does now that I would most like him to discontinue: a. Working on computer issues. Need to bid IT services fall of 2009. b.
