Meeting Minutes September 11, 2007
Call to Order
The regular meeting of the Cape Canaveral Library Board was held Tuesday,
September 11, 2007 and called to order at 2:00 PM by the Library Board
{ Vice Chairman, Jim Brown. The following Members were present:

Jim Brown, Library Board Vice Chairman
June Bell, Library Board Member
Jean Deck, Library Board Member
Mary Ernst, Library Board Member
Harry Pearson, Library Board Member
Isabel Matos-Escapa, Library Director
Marianne Ellis, Recording Secretary
A. Approval of minutes
June Bell made a motion to approve the March 13, 2007 minutes.
Mary Ernst seconded the motion.
Motion carried unanimously as approved and accepted.
B. Correspondence
4 Isabel Matos-Escapa, Director of Cape Canaveral Public Library reported that our County
Manager's survey of Cape Canaveral Library was excellent for staff members'
performance.
Isabel also reported that she received a subpoena from court about a patron that had to be
trespassed. The case was settled and Isabel did not have to go to court.
Isabel reported that a patron nominated all the staff members of the Cape Canaveral
Public Library for excellent performance through the Book Page Nationwide contest.
C. Chairperson's Report
There was nothing to report.
D. Friends of the Cape Canaveral Public Library Report
Jean Deck, Treasurer reported the following:

All members present received a Monthly Report of Library Activities for September 2007
and an Annual Volume of Work Report up to the present date for Fiscal Year 2006-2007.

Isabel Matos-Escapa, Director, Cape Canaveral Public Library reported the following:
She attended Library Director's Meetings, Brevard County Library Board Meetings
and Trainings. Staff has also attended training and workshops.
There was a Brevard County Library Board Meeting on Wednesday, August 15, 2007.
Jean Deck, Mary Ernst, and Harry Pearson attended and the Friends of the Cape
Canaveral Library provided the refreshments.
Cape Canaveral Public Library has a Library Page position vacant. Wendy Orona,
(Library Aide), transferred to Merritt Island Library and Kathleen Tustin was promoted
to Library Aide.
We are happy to have Lucius Jackson as our new Custodial Worker. He is doing a great
job.
The Libraries will be closed for Staff Development Day on Monday October 8, 2007.
The Friends of the Cape Canaveral Library will pay for lunch for all our staff.
1 Isabel reported the theft of books and paperbacks by removal of the title page and the
pocket with the beeper and hiding them in the middle of chair in the reading area next to
the City of Cape Canaveral seal. The four seats were removed in hopes to eliminate this
theft. It seems the problem has stopped since the removal of the chairs. The Sheriffs
Department was notified.
Storytime and Adult Programs continue with great success.
The Blood Bank bus, sponsored by the City of Cape Canaveral Public Works
Department, will be here on Monday, October 15th from 12:00 noon to 5:00 pm.
The Project Vote Smart motor coach will be at the Cape Canaveral Public Library
parking lot on Wednesday, October 10 from 9:OOam to 10:30 am. There will be a video
presentation and guests will be given access to a laptop computer and taught the different
methods that they can use to defend themselves against the onslaught of information that
they may encounter in 2008.
The purchase of a new on-line Computer system program, TLC,has been approved.
The Company for our new system will be on site at the end of September to begin
installation.
The construction phase for this year was cancelled due to budget cuts.
Frank Harris, Melbourne Beach Director and Construction Manager is retiring this month
(September) and Ned Kellar is planning to retire after the Foundation Event planned for
November 16th.
The Reading Festival will be on Saturday, March 1, 2008 from 10:00am to 4:00pm at
Cocoa Village Riverfront Park. Festivities include information booths, reading by
various authors, music, a free Internet cafe, genealogy information, kid's crafts, food
vendors and wine tasting. Free books will be distributed to children.
FLA Legislative Days in Tallahassee will be on February 18 and 19, 2008.
The Florida Library Association and State Library and Archives of Florida, sponsors the
workshop for the Friends, Foundations and Boards and is in Vero Beach on
November 8th.
Michael Perini, Director of South Mainland Library/Micco, is sending us 16 additional
shelves for our Library. We will need frames to install them. We are waiting to see the
budget impact for this fiscal year.
Doris Walton, Cape Canaveral resident donated three beautiful paintings to the Friends of
the Cape Canaveral Library to raise funds. They are on display in front of the Library
near the Stained glass City of Cape Canaveral Seal.
The City of Cape Canaveral has placed a work order to repair the Library marquee.
The Kiwanis Club of Cape Canaveral donated a precious children's rug for the meeting room.

There were no personal appearances.
III UNFINISHED BUSINESS Budget FY 2007-2008
Due to the proposed property tax cuts by the Legislature, Commissioners have had to ask
} to reduce the budget in all the Brevard County Agencies. We appreciate your letters to
the Legislators. The County Commissioners met on July 17 to discuss the Library
Budget and they cut$2.4 million which included the$1.6 million debt reduction for the
four construction projects and the rest will be made up by reducing travel expenses,
eliminating book bags, eliminating the Automatically Yours program, eliminating the
already vacant Literacy program position, and reducing the book and media budget by
approximately$600,000. They will try to supplement the book budget out of impact
fees. Our book and media budget was reduced from $57,026 to $51,343, which
represents a 10%decrease. However, this is not final until the last budget approval on
Tuesday, September 18. With this scenario no libraries will be closed, no staffing will be
lost and hours will remain the same. We do not know how the budget is going to be
impacted next fiscal year 2008-2009, especially if we have the January referendum.

A. The next Cape Canaveral Public Library Board Meeting will be held on Tuesday,
November 13, 2007 at 2:OOp.m. at the Cape Canaveral Public Library Meeting Room.
The next Brevard County Library Board Meeting will be held on Wednesday,
September 19, 2007 at 5:OOpm at Central Brevard Library&Reference Center, 308
Forrest Avenue, Cocoa, FL.
B. Staff Development Day, Monday, October 18, 2007. Brevard County Libraries will
be closed.
C. Friends of the Cape Canaveral Public Library Book Sale will be held on
December 6-8, 2007. Preview night for the Friends will be on Thursday, December 6 at
5:OOpm.
