MINUTES
CALL TO ORDER: The Chair called the Meeting to Order at 10:04 A.M. and led the
pledge of allegiance.

DISCUSSION:
1. Interview City Manager Candidate Angela M. Apperson: Angela Apperson
introduced herself and spoke briefly about her background and work history. Council
inquired about Ms. Apperson's economic solutions and she responded with various
goals including: keeping infrastructure up, looking at reduction in staff, changing the way
the City conducts business by using consultants and streamlining, and creating a
balanced budget. She stated that tough decisions have to be made in tough economic
times and that the most important topic facing the City today regarding the future and its
direction is moving the Visioning Plan forward therefore meeting the needs of the
citizens and expected quality of life.
Discussion ensued and included how Ms. Apperson intends to meet goals by
depending on staff and continuing to check in on them, using an action tracking method,
sending out daily updates, revising the current personnel review system regarding
goals, having the goals set by Council which move down to employees while
accomplishing daily tasks and finding a balance. More discussion on Ms. Apperson's
experience continued about how she will help move the City forward with her
experience by building relationships with neighboring cities, using opportunities to

collaborate, ensuring the needs of the citizens are met, attracting new businesses and
reaching out to technology like green industries to promote jobs. Ms. Apperson's grant
writing skills were discussed including her history with the City of Flagler Beach;
success did not come easy and she had to lobby to congressmen as well as other
entities. Discussion ensued on how to prioritize different areas of the City. Ms. Apperson
responded that the Council decides where they focus as a group and how to identify the
funding sources of different areas in alignment with ordinances; the Council is expected
to continue to make their resources available, support the goals and initiatives of the
City, make tough decisions, with everyone working toward the same goal and having a
staff that can best help the City.
When asked about the pursuit of her Bachelor's Degree, Ms. Apperson responded that
she can take classes online during the day and/or night and can be flexible with her
hours if given the position of City Manager.
Ms. Apperson answered questions from the audience: she plans to move forward with
Visioning and Economic and Strategic Plans; she wants to set priorities for this year first
and foremost; she would not be able to move right away; she plans to form committees
for future solutions. She stated the three things that best describe her: honest,
hardworking and high integrity.
