HomeMy WebLinkAboutMinutes 09-17-07CITY OF CAPE CANAVERAL COMMUNITY APPEARANCE BOARD SEPTEMBER 17, 2007 MINUTES A meeting of the City of Cape Canaveral Community Appearance Board was held on September 17, 2007 at 7:00 p.m. in the City Hall Annex, 111 Polk Avenue, Cape Canaveral, Florida. Chairperson Randy Wasserman called the meeting to Order at 7 PM. Approval of Meeting Minutes: August 6, 2007. Motion by Ms. Moore, seconded by Ms. Jensen, to approve the meeting minutes of August 6, 2007, as amended. Vote on the motion carried unanimously. 2. Request No. 07 -28 — Sign (Subway) — 8699 Astronaut Blvd. — Jackie Turco, Applicant. The applicant was not present at the meeting; however, the Board reviewed the submittal packet and photographs for the proposed sign. The Board stated that the request was complete and they did not have any questions. Motion by Ms. Moore, seconded by Ms. Jensen, to approve Request No. 07 -28 as presented. Request No. 07 -29 — Sign (Taylor Terrace) — 501 -559 Taylor Ave. — Sandy Bean Applicant. Sandy Bean, applicant, presented the submittal and photos for the proposed sign. Ms. Bean stated that the sign would be illuminated and made of PVC. Ms. Bean explained that the sign would replace the existing sign at the same location. Motion by Mr. Bowman, seconded by Ms. Jensen, to approve Request No. 07- 29 as presented. Vote on the motion carried unanimously. 4. Request No. 07 -30 — Single Family Residence — 145 Majestic Bay Ave. — Robert Wollam, Applicant. Robert Wolla.-n. property owner, resented the submittal photos, samples for �pY� .� �p� � and color samples p the proposed single - family residence. Mr. Wollam stated that the house would be a blue gray color with dark blue shutters, white trim, and gray roof shingles. Mr. Wollam further stated that the submittal included a wood fence along the south property line. The Board reviewed the submittal packet and photographs of the site. Motion by Ms. Moore, seconded by Mr. Bowman, to approve Request No. 07 -30 as presented. Vote on the motion carried unanimously. 5. Request No. 07 -31 — Single Family Residence — 210 Harbor Dr. — Mark Delman, Applicant. Mark Denman, applicant, presented the submittal, photos, and color samples for the proposed single - family residence. Mr. Denman stated that the exterior stucco would be tan with off -white trim, and silver roof shingles. The Board reviewed the submittal packet and photographs of the site. Motion by Ms. Jensen, seconded by Mr. Bowman, to approve Request No. 07 -31 as presented. Vote on the motion carried unanimously. 6. Request No. 07 -32 — Sip (Surf & Skate) — 6811 N. Atlantic Ave. — William Eberwein, Applicant. William Eberwein, applicant, presented the submittal and photos for the Board's review. Mr. Eberwein stated that they are requesting the approval of the proposed blue and white "AlA Surf & Skate" sign, as well as the yellow surfboard type sign at the base of the ground sign, if the City Code would permit it. The Board stated that the yellow color of the surfboard was not congruent with the sign and requested that the applicant change the color to blue with white lettering to match the ground sign. The Board explained that, even with their approval, the signs would have to be approved by the building department for size and placement. Community Appearance Board Meeting Minutes September 17, 2007 Page 3 It was the consensus of the Board that either sign would be acceptable or both signs with the change in color from yellow to blue. Discussion followed. Motion by Mr. Bowman, seconded by Ms. Moore, to approve the Request No. 07 -32 as presented with the surfboard color changed to blue with white lettering. Vote on the motion carried unanimously. DISCUSSION Ms. Roberts voiced her concerns regarding the Hertz sign at the entrance of the City. She stated that it overpowers the City of Cape Canaveral's welcome sign. Ms. Roberts asked that the Board be conscious of their decisions when reviewing requests for signs at the entrance and exits of the City. City Attorney Latorre stated that there is a provision in the sign code that states, `Gooseneck reflectors, spotlights, floodlights, and other lights shall be permitted on ground signs, and wall signs. However, the reflectors shall be provided with proper glass lenses concentrating the illumination upon the area of the sign so as to prevent the glare upon the street or adjacent property.' Mr. Bowman stated that these concerns are well taken. It was his opinion that the Board should set some limits to lighting because if the lumens on the signs in town were turned up, it would look like Vegas. The brightness of lights is as important to the Board as colors, placement, and size. Ms. Roberts further stated that the City Council would welcome the input of the Community Appearance Board for the redevelopment of the City as to what they would like to see for the City's appearance. The Board discussed the idea of touring the City and having further discussion regarding the possibilities for a theme for the City at the next meeting.
