HomeMy WebLinkAboutMinutes 05-02-2005CITY OF CAPE CANAVERAL COMMUNITY APPEARANCE BOARD MAY 02, 2005 MINUTES A meeting of the City of Cape Canaveral Community Appearance Board was held on May 02, 2005 at 7:00 p.m. in the City Hall Annex, 111 Polk Avenue Cape Canaveral, Florida. The meeting was called to Order by Chairperson Hayes at 7:00 p.m. The Recording Secretary called the roll. NEW BUSINESS 1. Approval of Meeting Minutes: April 18, 2005 Motion by Mr. Bruns, seconded by Ms. Moore to approve the meeting minutes of April 18, 2005, as written. Vote on the motion carried unanimously. 2. Request No. 05 -18 — Fence — 302 Fillmore Ave. — Anna DeHaan, Applicant. Anna DeHaan, property owner, presented the submittal and photos for the Board's review. Ms. DeHaan stated that the proposed fence would provide privacy and would help keep people from driving across the property. The Board reviewed the submittal packet and photographs of the site. Brief discussion followed. Motion by Mr. Bowman, seconded by Ms. Moore to approve Request No. 05 -18 as presented. Vote on the motion carried unanimously. Community Appearance Board Meeting Minutes May 2, 2005 Page 2 3. Request No. 05 -19 — Roll Gate -- 6799 N. Atlantic Ave. — Sue Vaccaro, Applicant. Sue Vaccaro, representative for Thrifty Car Rental, presented the submittal for the proposed gate at the Thrifty Car Rental. Ms. Vaccaro stated that the Gate is to protect the vehicles on the property at night. The Board reviewed the submittal packet and photographs of the site. Ms. Moore voiced her opinion that the gate is very unattractive for AIA. Ms. Moore suggested that the gate be of a different material, such as a plastic, colored coating. Mr. Bruns stated that the gate is back far enough from AIA. Mr. Bowman stated that it would be more attractive if the gate were set back from the front of the building. Discussion followed. Motion by Mr. Bowman, seconded by Mr. Bruns to approve Request No. 05 -19 with the condition that the fence be set back three to five feet on each side of the building and suggested that the fence be plastic coated to blend with the building. Vote on the motion carried by majority, with Lisa Moore voting against. 4. Request No. 05 -20 — Sign (All Blue Pools & Spa) — 7010 N. Atlantic Ave. — Nora Daniels, Applicant. Nora Daniels, business owner, presented the submittal for the proposed sign. Ms. Moore asked if they had intentions of painting. Ms. Daniels stated that she would like to paint the fascia either blue to match the sign or white. Ms. Daniels further stated that she would like to place the sign on the north side of the building, but her husband wants the sign on the front of the building; facing AlA. The Board reviewed the submittal packet and photographs of the site. Brief discussion followed. Motion by Mr. Bowman, seconded by Ms. Moore to approve Request No. 05 -20 in either location, with the suggestion that the fascia be painted blue. Vote on the motion carried unanimously. 5. Request No. 05 -21 — Townhomes — 506/508 Adams Ave. — John Johanson, Applicant. John Johanson, property owner, stated that the exterior and trim colors in the submittal packets are swapped. The building exterior is white with beige trim. The Board stated that the building is very plain. Mr. Johanson stated that the balconies would have concrete railings with designer down -posts (balustrades) that are not depicted on the elevation. Mr. Bowman suggested that an additional stucco band be added 6" below the fascia to match the band around the bottom of the building. Discussion followed. Motion by Ms. Moore to approve the request with the amendments that Mr. Bowman had stated. Mr. Bruns requested a picture due to the fact that the Board was unclear on the building's appearance. Ms. Moore withdrew her original motion; and the request was put on hold until the end of the agenda waiting for the photo. Community Appearance Board Meeting Minutes May 2, 2005 Page 3 Mr. Johanson presented the photo of a balustrade very similar to the one he has proposed to use. The Board reviewed the submitted photo. Motion by Ms. Hayes, seconded by Mr. Bowman to approve Request No. 05 -21 as shown, with the addition of the concrete balustrade on the balconies, the recommended additional banding, and requested that the fence be moved back a few feet to expose the building front. Vote on the motion carried unanimously. b. Request No. 05-22 —Sign (Tourist Centers — 7099 N. Atlantic Ave. — Cocoa Beach Marketing, Applicant. John Grenlick, representative for Cocoa Beach Marketing, presented a submittal for the proposed signs. The Board members reviewed the submittal packet and photographs of the signs. Brief discussion followed. Motion by Mr. Bruns, seconded by Mr. Bowman to approve Request No. 05 -22 as presented. Vote on the motion carried unanimously. 7. Request No. 05 -23 — Townhomes — Magnolia Ave. — Kevin Looney Applicant. Kevin Looney presented the submittal for the proposed townhomes. The Board members reviewed the submittal packet and photographs. The Board thanked Mr. Looney for the nice job on the design of the townhomes. Motion by Mr. Bowman, seconded by Mr. Moore to approve Request No. 05 -23 as presented. Vote on the motion carried unanimously. 8. Request No. 05 -24 —Window Signage — 211 Caroline St. —Toni Able, Applicant. Toni Able, property manager, presented the submittal for the proposed signs. The Board members reviewed the submittal packet and photographs. Brief discussion followed. Motion by Mr. Bowman, seconded by Mr. Bruns to approve Request No. 05 -24 as presented.
