SEPTEMBER 20, 2004
MINUTES
A meeting of the City of Cape Canaveral Community Appearance Board was held on
September 20, 2004 at 7:00 p.m. in the City Hall Annex, 111 Polk Avenue, Cape
Canaveral, Florida. The meeting was called to Order by Chairperson Hayes at 7:00 p.m.
The Secretary called the roll.

All persons giving testimony were sworn in by Kate Latorre, Assistant City Attorney.
NEW BUSINESS
1. Approval of Meeting Minutes: August 16 2004.
Motion by Mr. Bruns, seconded by Ms. Moore to approve the meeting minutes of August
16, 2004, as written. Vote on the motion carried unanimously.
2. Request No. 04 -53 - Garage Addition - 330 Monroe Avenue - Thurston Wesley
Kirby, Applicant.
Mr. Kirby testified that he needed more space for storage; the garage is 20 X17; he lives
in the house and has apartments next door; he will add dormers to make the garage look
nice and blend with the house; he has no intent to turn the addition into an apartment; the
trim would be rustic cedar, with cedar colored shingles on the roof, there was no interior
staircase, and the only access upstairs was from an outside staircase.

The Board members reviewed the submitted photographs. Chairperson Hayes verified
that the request met the minimum requirements of the city code. Discussion followed.
Ms. Moore commented that several exterior staircases throughout the city looked worn
and weathered. She voiced her opinion that from an aesthetic standpoint, an outside
staircase is not in harmony with a usual garage. Mr. Bowman advised that he designed
the original house and verified that this request is in harmony with the house. Mr. Bruns
commented that the application did not look like a garage. Discussion continued.
Motion by Karen Hayes, seconded by Walter Bowman to approve the request as shown.
The members voted as follows: Mr. Bowman, for; Mr. Bruns, against; Ms. Hayes, for;
Ms. Moore, against; Ms Trautman, against. Motion failed. Discussion followed.
The Board suggested to Mr. Kirby that he take photos of exterior staircases within his
neighborhood and his property to show compatibility. Ms. Moore suggested he provide a
full survey of his property and recommended that he install a staircase inside the
structure. Mr. Kirby was instructed to contact the Building department to find out
information on an appeal process or instruction on how to reapply.
There being no further business the meeting adjourned at 7:40 P.M.
