HomeMy WebLinkAboutMinutes 04-21-2003CITY OF CAPE CANAVERAL COMMUNITY APPEARANCE BOARD APRIL 21, 2003 MINUTES A meeting of the City of Cape Canaveral Community Appearance Board was held on April 21, 2003, at 7:00 p.m. in the City Hall Annex, 111 Polk Avenue, Cape Canaveral, Florida. The secretary called the roll. MEMBERS PRESENT Walter Bowman Randy Camomilli Karen Hayes Paul Hurley Burt Bruns Chairperson Vice Chairperson OTHERS PRESENT Jeff Buak Susan Chapman Assistant City Attorney Secretary All persons giving testimony were sworn in by Attorney Buak. NEW BUSINESS 1. Approval of Meeting Minutes: April 7. 2003. Motion by Ms. Hayes, seconded by Mr. Hurley to approve the meeting minutes of April 7, 2003 as submitted. Vote on the motion carried unanimously. 2. Request No. 03 -17 - Sign - 7000;7002 N. Atlantic Avenue - Way Fast Signs Applicant. The Board members reviewed colored renderings of the proposed sign and photos of the existing sign. Various Board members voiced their opinions regarding the bright yellow being hideous. The restaurant owner advised that the yellow and the logo was Vienna Beefs National logo colors. Ms. Hayes advised that the sign was compatible with the interior design of the restaurant. Motion by Ms. Hayes, seconded by Mr. Bruns to approve Request # 03 -17 as presented. Vote on the motion carried by (4) to (1) majority with members voting as follows: Mr. Bowman, for; Mr. Bruns, for; Mr. Camomilli, for; Ms. Hayes, for; and Mr. Hurley, against. Community Appearance Board Meeting Minutes April 21, 2003 Page 2 3. Request No 03 -18 - Condominiums and Townhomes - 205 International Drive - D. Green Properties, Applicant. Mr. Green showed the Board members a proposed site plan of his project. The Board reviewed photos of other projects Mr. Green had developed. He explained that the property was located between The Wachovia Bank and a trailer park. Mr. Green showed the Board members a colored rendering of the proposed twnhomes. He advised that he could not build a wall along the south property boundary because of the route system from the large oak trees would be damaged however, he would consider fencing and additional landscaping. Planning & Zoning Board Chairperson, Bea McNeely advised that the P & Z Board, when considering the special exception request for this project, had recommended that Mr. Green stagger the buildings along the long and narrow property parcel and reduce the number of units prior to the them recommending approval to allow the project to be built in the commercial zoning district. Discussion followed. Following discussion the Board concluded that the information provided by the applicant was not sufficient to make a decision on the request. They requested that Mr. Green return to the Board with drawings showing all elevations, of all the buildings, on all sides; complete color renderings; and a landscape plan of the front entrance and the entire site. Motion by Ms. Hayes, seconded by Mr. Bruns, to postpone this request until Mr. Green has provided the additional requested documents. Vote on the motion carried unanimously. Approval of Meeting Minutes: March 3. 2003 Motion by Ms. Hayes seconded by Mr. Hurley to approve the meeting minutes of March 3, 2003 as submitted. Vote on the motion carried unanimously. Attorney Buak swore in all persons giving testimony. 2. Request No. 03-10 - Fence - (355 Monroe Avenue) - Nancy Hanson, Recreation Director. Applicant. Ms. Hanson advised that the City had received a S50,000 State grant for improvements to the City Park. The request was to install a safety fence around the basketball courts. The fence would be green vinyl that would match the existing fence around the park area. Motion by Mr. Bruns, seconded by Ms. Hayes to approve Request No. 03-10. Vote on the motion carried unanimously. Community Appearance Board Meeting Minutes April 7, 2003 Page 2 3. Request No. 03-11 - Sign - (110 Polk Avenue) - Kendal Mullen for Kendal Signs, Applicant. A representative from Kendal Signs advised that they were proposing to install new panels on the front of the existing sign as shown in the submittal packet. He submitted color swatches and advised that they were the corporate logo colors of Space Coast Management Inc. Motion by Ms. Hayes, seconded by Mr. Hurley to approve Request No. 03-12, as presented. Vote on the motion carried unanimously. 4. Request No. 03-12 - Fence - (8416 Canaveral Boulevard) - Chris Connor, for Canaveral Circle Condominiums. Applicant. Mr. Connor testified that he planned to have a board-on-board fence installed as per the submitted drawing. He noted that the fence would be 4" from the existing chain link fence. Discussion followed regarding the deteriorating chain link fence and concerns regarding weeds `rowing between the two fences. Mr. Connor agreed that he would remove the dilapidated chain link fence when the new fence is installed. Motion by Mr. Bruns, seconded by Mr. Hurley to approve Request No. 03-13 with the condition that the chain link fence be removed when the new fence is installed. Vote on the motion carried unanimously. 5. Request No. 03-13 - Fence - (Artesia Condominiums) - Bill Patrick for Benko Construction, Applicant. Mr. Patrick testified that he was requesting to install a 6 ft. pressure treated wood stockade fence, painted Russian White to match the buildings, for each of the townhomes units at Artesia Condominiums, as highlighted on the survey that was included with his submittal packet. Additionally, he asked the Board for approval to have an option for the end unit closest to Ridgewood and Buchanan Avenues, to install a portion of the fence as a 4 ft. fence within the 25 ft_ setback per Section 110-470 (a)(1). Brief discussion followed. Motion by Mr. Bruns, seconded by Mr. Hurley to approve Request No. 03-13, as presented. Vote on the motion carried unanimously. Community Appearance Board Meeting Minutes April 7, 2003 Page 3 6. Request No. 03-14 - House Addition - (506 Jackson Avenue) - Eric Marr., Applicant. Mr. Man testified that he planned to remove the entire 2nd floor facade and construct a new 2nd story as shown on the drawings he submitted. The colors would be pale yellow for the building, terra cotta roof, white trim, and a few cobalt blue accents. The Board members complimented Mr. Man on the new design and spiral staircase. Motion by Mr. Bruns, seconded by Ms. Hayes to approve Request No. 03-14, as presented. Vote on the motion carried unanimously. 7. Request No. 03-15 - Townhouse - (Sunrise Villas) - James Morgan, Applicant. Mr. Morgan testified that the property was located just south of Central Blvd. on N. Atlantic Avenue, and just south of the Bougainvillea Hair Salon; the main structure would be white, pale yellow trim, yellow garage doors, and Spanish red shingled roof. The Board reviewed the submitted elevations. Ms. Hayes commented that Mr. Morgan should put more thought into the design of his future proposed projects. Mr. Morgan advised that he would add to the existing landscape and would save as many Oak trees as possible. Motion by Mr. Hurley, seconded by Ms. Hayes to approve Request No. 03-15, as presented. Vote on the motion carried unanimously. 8. Request No. 03-16 - Condominiums - (Puerto Del Rio. Phase III) - Jason Schaefer, Applicant. Mr. Schaefer testified that Phase III consisted of 15 buildings with 15 units in each building for a total of 240 units; the buildings would have the exact same color scheme as the first two phases; the footprint of the buildings were smaller than the ones in the first two phases; a traffic study will be required during site plan review; extensive landscaping will be planted; and the clubhouse area will be identical to Phases I & II. Ms. Hayes voiced her concern that this project was excessively similar. Discussion followed. Mr. Schaefer noted that the entryways would be landscaped differently. Ms. Hayes advised that the previous applicant, for Phases I and II,had testified that each building would have a different accent piece to distinguish it from the others. He further advised that the project would be completed within six months to one year from the date of permitting. Vote on the motion carried by majority by a (4) to (1) vote with members voting as follows: Mr. Bruns, for; Mr. Camomilli, for; Ms. Hayes, against; Mr. Hurley, for.
