HomeMy WebLinkAboutMinutes 11-18-2002CITY OF CAPE CANAVERAL COMMUNITY APPEARANCE BOARD November 18, 2002 MINUTES A meeting 4 the City of Cape Canaveral Community Appearance Board was held on November 18, 2002 at 7:00 p.m. in the City Hall Annex, 111 Polk Avenue, Cape Canaveral, Florida. The Secretary called the roll. MEMBERS PRESENT Walter Bowman Randy Camomilli Karen Hayes Burt Bruns Chairperson (Arrived At 7:05 PM) Vice Chairperson MEMBERS ABSENT Paul Hurley OTHERS PRESENT Thomas Bubb Jeff Buak Jane Scofield Building Inspector /Plans Examiner City Attorney Secretary NEW BUSINESS 1. Approval of Meeting Minutes: November 4 2002 Motion by Mr. Camomilli, seconded by Ms. Hayes to approve the November 4, 2002 Meeting Minutes with the changes noted. Attorney Buak stated the name Granlich was misspelled and Paul Hurley was not at the November 4 th meeting. The Motion carried unanimously. Attorney Buak swore in all persons giving testimony. 2. Request No. 02 -40 — Discovery Bav — Single Family Residence — 621 Manatee Bav Dr. — Tradewind Builders Inc. Applicant Mr. Mack Mosier testified that this single family residence is on the 3` lot from west side of Discovery Bay. To the east and west were similar residences as well to the north side. He also stated that it is on the canal side of the street. Mr. Mosier passed around roof tiles and paint chips. Landscaping will be done by the owner at a later date. Mr. Camomilli questioned if there would be a dock. Mr. Mosier stated that there would not be one at this time. Motion by Mr. Bruns, seconded by Ms. Hayes to approve Request No 02-40. Request No. 02-41 - Jefferson Villas, Phase II - Fence -108 & Jefferson Ave. - Thomas Quinn, Applicnct Mr.Thomas Quinn passed around pictures of his existing fence marked as exhibit A. Mr. Bruns questioned if this was a continuence of an existing fence. Mr. Quinn responded that it was. Mr. Quinn also responded to Mr. Camomilli that it would be a shadowbox fence. Mr. Bowman asked if they would were going to fence in all of Cape Canaveral and why? Mr. Quinn responded that it is to protect your property. Motioned by Mr. Bruns, seconded by Mr. Bowman to approve Request No.02 -41 Vote on the motion carried unanimously. 4. Request No. 02-42 - AJT Assoc. Limited - 8910 Astronaut Blvd. - Si ni- A1T Assoc. Limited, Applicant Mitch Spivey, Engineer for AJT, presented plans for the AJT sign to the board. It will be 6 ft tall with a 1 ft deep foundation and will be 25 ft long with a 70 degree radius. The wind load analysis was already done. The sign will have 5 company names on it at this time, but more could be added. The color of the sign and building will be the same. Letters will be plex and attached with 3/8 " studs. Samples of the colored plex were shown to the board. The sign will not be back lit and landscaping will be added. Motion by Randy Camomilli, seconded by Burt Bruns to approve Request No 02-42. Vote on the motion carried unanimously. 5. Request No. 02 -43 - Tezel Investments - Sign - 8501 Astronaut Blvd - -Sign - Kendall Si s, Applicant Mr. Dan Weidner presented pictures and vinyl color sample to the board. Mr. Weidner explained that one sign will be on the building over the door and the other will be on the pedastal at the entrance of of Astronaut Blvd. Mr. Camomilli asked if the pedistal was white. Mr. Weidner responded that it was. Discussion on the background and color followed. Motion by Mrs. Hayes, seconded by Mr. Bruns to approve Request No. 02 -43. Vote on the motion carried unanimously. Community Appearance Board Minutes Page 3 6. Request No. 0244 - Villages of Seaport. Village 7 - 8R50 N. Atl A ve . _ Condominiums - Pat Salamone, Applicant Mr. Salamone presented two large color drawings of the proposed Village 7, Final Phase to the board. It included a full survey, landscaping plan, elevations of 4 side and a site plan. It will consist of 4 buildings with 40 units in each to meet the condominiums requirements. Each building will have 5 floors with parking on the ground level. He showed samples of paint and roof samples. Proposed roof would be Spanish the (on capstones) with Brookwood Red as a trim and Intimate Ivory for the base of building. The railings and garage doors will be white. Landscaping will be in the courtyard, with the possibilitie of paver blocks for softening effect. Motion by Mr. Bowman, seconded by Ms. Hayes to approve Request No 02 -44. Vote on the motion carried unanimously DISCUSSION 1. Discussion and Recommendation to the City Council Re: Regulation Of the Color of Buildings Mr. Camon - 0i mentioned legal opinion associated with the color of buildings. City Attorney Bauk responded with Color Regulations - C -1, C -2, & M -1. The ordinance would limit the colors of buildings in the C -1, C -2 & M -1 zones by requiring the buildings be painted with subtle colors, harmonious with the surrounding uses and limit bright or brilliant colors to trim or accent components. Attorney Buak will put together a proposal for approval for next months meeting. Contact will be made with Paul Hurley since this is the 2nd meeting he has missed.
