HomeMy WebLinkAboutMinutes 04-01-2002CITY OF CAPE CANAVERAL COMMUNITY APPEARANCE BOARD APRIL O1, 2002 MINUTES A meeting of the City of Cape Canaveral Community Appearance Board was held on April 01, 2002 at 7:00 p.m. in the City Hall Annex, 111 Polk Avenue, Cape Canaveral, Florida. The Recording Secretary called the roll. MEMBERS PRESENT Nadena Easler Walter Bowman Randy Camomilli Karen Hayes Burt Bruns OTHERS PRESENT Thomas Bubb Mark McQuagge Virginia Haas NEW BUSINESS Chairperson Vice Chairperson Building Inspector/Plans Examiner City Attorney Recording Secretary Approval of Meeting Minutes: March 18, 2002. Motion by Mr. Bruns, seconded by Ms. Hayes to approve March 18, 2002 minutes amending Ms. Easler's vote to for, in regards to Request No. 02 -14. Motion carried unanimously. All persons giving testimony were sworn in by Attorney McQuagge. 2. Request No. 02 -11 - Lab /Storage Building - Center Street James Morris Applicant (Previously Tabled). Mr. Jim Morris testified that the Board requested two elevations, exact colors of trim and siding of the building. Mr. Morris further testified that the building would be steel and pre- fabricated with the colors being oxford brown and sand beige. Mr. Morris responded to Ms. Hayes' question by explaining the position of the building in a provided aerial shot. Motion by Ms. Hayes, seconded by Mr. Bowman, to approve Request No. 02 -11 as submitted. Motion carried unanimously. Request No. 02 -16 - Flores Del Mar Fence - Joyce Gumpher, Applicant. Ms. Joyce Gumpher, Allen Engineering, testified that the front fence of Flores Del Mar would be made of columns with wrought iron fence in between. The columns would be the same color and decorative front as the building. Mr. Camomilli questioned why the application stated it was a chain link fence? Ms. Gumpher explained it would be a wrought iron fence and the fence Mr. Camomilli was referring to is an existing fence that was to be removed. Ms. Gumpher further testified that the north and south sides would contain decorative columns and the existing wall would be taken down and a wrought iron fence installed. Motion by Mr. Bowman seconded by Ms. Hayes for approval of Request No. 02 -16. Ms. Easier asked if anyone in the audience wished to speak? Mr. Ed Smalley, Canaveral Sands Condo Association testified his City of Cape Canaveral Community Appearance Board Minutes April 1, 2002 concern about columns between Canaveral Sands and Flores Del Mar. The main concern of the Canaveral Sands Condo tenants was the car lights shining into the first floor units. Ms. Gumpher explained that bushes (holly shrubs at 36 inches high) would be installed as a solid hedge along the north side. Ms. Hayes stated that on the original application there was a wall, which could be changed to shrubs and that is more aesthetically pleasing. Ms. Hayes noted that the Community Appearance Board only looks at the appearance of the building not lighting issues. Mr. Bowman stated that the client has made a good faith attempt by providing hedges. Attorney McQuagge swore in Ms. Jean Deck, building four, Canaveral Sands. Ms. Deck, 8494 Ridgewood Ave., #4205, showed the board pictures of hedges planted at Flores Del Mar and questioned if these were the holly shrubs that would be installed. Motion by Mr. Bowman, seconded by Ms. Hayes to approve request No. 02 -16. The motion carried unanimously. 4. Request No. 02 -18 - Single Family Home - 612 Manatee Bay Drive - John Orlandi, Ap licant Mr. Orlandi distributed colors chosen for the two -story home. Mr. Bowman commented that the colors chosen by Mr. Orlandi might want to be changed. Motion by Ms. Hayes and seconded by Mr. Bruns to approve Request No. 02 -18 allowing slight changes in colors, if needed. Motion carried unanimously. Ms. Hayes reminded the board members of the proper procedure to ask a question. Motion by Mr. Camomilli, seconded by Mr. Bowman to adjourn the meeting.
