MARCH 18, 2002
MINUTES
A meeting of the City of Cape Canaveral Community Appearance Board was held on March 18, 2002 at
7 :00 p.m. in the City Hall Annex, 1 11 Polk Avenue, Cape Canaveral, Florida. The Secretary called the roll.

I. Approval of Meeting Minutes: March 4.2002
Motion by Mr. Bruns, seconded by Mr. Camomilli to approve the meeting minutes of March 4, 2002 as
submitted. Vote on the motion carried unanimously.
All persons giving testimony were sworn in by Attorney McOuagge.
2. Request No. 02 -12 - Townhouse Unit - 114 Ocean Garden Lane. Danny and Mai .lane Nail
Applicants.
Request No. 02 -13 - Townhouse Unit - 116 Ocean Garden Lane, Tiffany Nail, Applicant.
The Board members reviewed photographs of the property. Mary Nail explained that this was (1) unit of a
(2) unit townhouse. The building would be beige oat, shingled roof and putty white trim; a concrete fence
would be installed around the court yard and wood fence around the perimeter of the property as depicted
on the submitted site plan. Ms. Nail noted that the Ocean Gardens Home Owners Association has approved
the project.
Motion by Ms. Hayes, seconded by Mr. Bruns to approve Request Nos. 02 -12 and 02 -13 with the condition
that fiberglass shingles be use. Vote on the motion carried unanimously.
4. Request No. 02 -14 - Chain Link Fence - 107 Adams Avenue, Thomas Quinn, Applicant.
Mrs. D.A. Tinney testified that the property was located along Al and that a chain link fence was needed
to keep the general public and neighbors dogs off the property. Mr. Quinn testified that the fence would be
placed outside the palm trees. He noted that the property would be maintained by the property owner. Mr.
Bowman voiced his opinion that granting this request would establish a bad precedence because the fence

Motion by Ms. Hayes, seconded by Mr. Camomiiii to approve Request No. 02 -14 with the stipulation that
the fence be installed inside of the palm trees and recommend a few bushes be installed along the fence to
soften the visual impact. Motion carried by majority with members voting as follows: Mr. Bowman,
against; i . Bruns, for; Mr. Camomilli, for; Ms. Easier, for; Ms. Hayes, for.
5. Request No. 02 -15 - Duplex and Fence - Lot 4 Block 24 Monroe Avenue Larcon Corporation

green door. Discussion was held regarding installing a planting along the middle of the parking lotto
soften the visual impact. Ms. Castillo noted that the building was moved approx. 4 fta to preserve the
existing trees. She further testified that a fence would run along the sides of the property. The Board
members reviewed the submitted site plan showing the placement of the fence and photographs of the
property.
Motion by Mr. Bowman, seconded by Ms. Hayes to approve Request No. 02 -15 as presented. Vote on the
motion carried unanimously.
Request No. 02 -16 - Screen Enclosure - 105 Polk Avenue Morris Reid Applicant
After reviewing the submittal and discussion by the Board, the Board members determined that additional
information was necessary to make a determination.
Motion by Mr. Bruns, seconded by Mr. Camomilli to table Request 02 -16 for additional information. Vote
on the motion carried unanimously.
DISCI7SSION
Mr. Don Williams, Representative for the Ocean Gardens Home Owners Association, gave each Board
member a copy of the association's declaration of protective covenants and construction guidelines. He
advised that property owners within the Ocean Gardens community have received permits from the city
without approval by the Board. Chairperson Easier advised that it was not within the Board's purview to be
involved in civil matters between home owners association and the city. The Board members
complimented the Ocean Gardens subdivision for its beauty. Mr. Camomilli suggested that Mr. Williams
speak to the Building Official and City Attorney.
There being no further business, the meeting was adjourned at 8:08 P.M.
