COMMUNITY APPEARANCE BOARD
FEBRUARY 5, 2001
MINUTES
A meeting of the City of Cape Canaveral Community Appearance Board was
held on February 5, 2001 at 7:00 P.M. in the City Hall Annex, 111 Polk Avenue,
Cape Canaveral, Florida. The Secretary called the roll.

Attorney McQuagge swore in all persons giving testimony.
NEW BUSINESS:
Request No. 01 -04 — Bayside Condominiums & Townhomes (Corner of
Central and Thrum Boulevards) — Section 15 Township 24 South Range
37 East — William Young Applicant.
Mr. Young explained the construction progress using the depicted Phase line.
Mr. Young stated that the buildings are facing east and the design is purposed to
overlap in continuity between the condominiums and town houses. Mr. Young
responded to Mr. Camomilli that the building color would be Country White and
the banding would be Navajo White. He pointed out that the inside archways
would have trees planted in Mexican pots with backlighting for dramatic impact.
Mr. Young answered Mr. Camomilli that the railings would be white aluminum.
Mr. Camomilli asked why white was chosen for the railing color. Mr. Young
explained that the material on the railing reacts favorably to white or bronze. Mr.
Young responded to Ms. Easter's question about the glass in that the glass
would be gray tinted with white trim. Ms. Nielsen queried about the the roof. Mr.

Young displayed samples of his roofing tile and stated that he favored three of
the colors. With the Board's assistance, Mr. Young chose Coconut Hacienda as
the roof the color. Mr. Young responded to Mr. Camomiili's question on the pool
and cabana in that he would return to the Board with the pool and cabana
design. Ms. Nielsen questioned what resembled garages on the Elevation. Mr.
Young explained that the entrances would not be in front of the building. He
stated that the wall is broken up with arches and planters spaced in between. Mr.
Young responded to Mr. Camomilli that there was no landscaping as yet on the
back wall.
Mr. Young proceeded with the design for the Triplex. He stated that he would
also use Country White for the building color and Navajo White for the banding.
He stated that the garage doors would be raised panel white steel and gray tinted
glass with white trim. He emphasized that he would use the design on Elevation
B. He noted that the extended roof would allow for a deck to the upstairs
residents. His overall design is to create a residential atmosphere. The railing is
the same as that on the five -story building. He stated for the record that the roof
tile on the Triplex would be Mango Hacienda.
Ms. Easler questioned if the buildings are mirror images or similar. Mr. Young
noted a side entry on the last building. Mr. Reid pointed possible traffic
constriction with a side entry. Mr. Young noted Mr. Reid's recommendation and
expressed that he did not desire that resident's lose their privacy. He stated that
he and Mr. Reid would discuss the entry at length.
Mr. Young then proceeded with the design for the Town Houses. He stated that
he would reverse the colors on these buildings using Navaho White for the
building color and Country White for the banding. He stated the roof tile color as
Pueblo Hacienda. Mr. Young explained that his design intent is an upscale
dwelling with at least 2,000 square -feet of living space.
Mr. Young noted the Queen Palms depicted by an asterisk on the Elevation.
He stated that he would use Queen Palms, Live Oaks and Crepe Myrtles in the
landscape. He noted that he would also use Paving stones throughout the
driveway and in entrance area. Mr. Young stated that he favored the Photocarpis
that surrounds the Recreation tennis court area. He intended to use this plant as
a hedge line on the west side and along Thurm Blvd. He noted that the plant
would add privacy as well as color and beauty. Mr. Young pointed out that the
fountain in the retention pond would have underwater lighting. He stated that he
would also use other perennials and annuals in the landscaping.
A motion was made by Mr. Camomilli and seconded by Ms. Nielsen to
approve Request No. 01 -04 as submitted. Motion carried unanimously.

Mr. Reid introduced Mr. John Borraggine, Building Inspector, to the Board. Mr.
Reid stated that Mr. Borraggine would act on his behalf at Board meetings in the
future.
Mr. Reid inquired if a meeting were possible for Monday, February 12, 2001 due
to the holiday on the next scheduled meeting date of February 19th. The Board
members present agreed to meet on Monday, February 12 at 7 PM.
There being no further business, a motion was made by Ms. Nielsen and
seconded by Mr. Camomilli to adjourn the meeting at 7:45 P.M.
