HomeMy WebLinkAboutMinutes 08-14-2000CITY OF CAPE CANAVERAL COMMUNITY APPEARANCE BOARD MEETING AUGUST 14, 2000 MINUTES A meeting of the City of Cape Canaveral Community Appearance Board was held on August 14, 2000, at 7:00 P.M. in the City Hall Annex, 111 Polk Avenue, Cape Canaveral, Florida. The Secretary called the roll. MEMBERS PRESENT: Nadena Easler Chairperson Walter Bowman Vice Chairperson Alice Nielsen MEMBERS ABSENT: Karen Hayes OTHERS PRESENT Mark McQuagge Assistant City Attorney Morris Reid Building Official Susan Chapman Secretary to the Board Attorney Bennett swore in all persons giving testimony. NEW BUSINESS: 1. Approval of Meeting Minutes: July 17, 2000. Motion by Mr. Bowman, seconded by Ms. Neilsen to approve the meeting minutes of July 17, 2000 as submitted. Vote on the motion carried unanimously. 2. Request No. 00 -32 - House Addition - 303 East Central Boulevard, Tom & Rosalie Quinn, Applicants. The Board members reviewed photographs of the existing house and property. Mr. Quinn explained that the colors of the proposed addition would match the existing house. Brief discussion followed. Motion by Mr. Bowman, seconded by Ms. Neilsen to approve Request No. 00 -32 as presented. Vote on the motion carried unanimously. 3. Request No. 00 -33 - Townhouse - 106 & 108 Ocean Garden Lane, Ocean Gardens Subdivision - Lawrence Stoner, Applicant. City of Cape Canaveral, Florida Community Appearance Board Meeting August 14, 2000 Page 2 Mr. Stoner explained that the plans were approved by the Ocean Gardens Home Owners Association. He advised that the exterior colors would be Casa Blanca, Paris White, and Carpenter's Lace, as per the submitted color chart. He advised that the double garage door, window trim, facia, and railings would be white, the main building would be Casa Blanca (ivory), the banding would be Carpenter's Lace (light green), with a dark Grey shingled roof. The Board members complimented Mr. Stoner on the color scheme and landscaping plan. Motion by Ms. Neilsen, seconded by Mr. Bowman to approve Request No. 00 -33 as presented. Vote on the motion carried unanimously. 4. Request No. 00 -34, Single Family Residence - 603 Manatee Bay Drive Discovery Bay Subdivision - Mariposa Homes, Applicant. The Board members reviewed photographs and color swatches of the proposed single family residence. Mr. Bowman complimented the applicant on the architecture of the front door entrance and window frame. The representative from Mariposa Homes explained that the color of the main residence and garage doors would be light Beige, accent trim and window frames would be White, tile roof would be Pioneer Forest Shade, and the front door would be Moss Green. Motion by Mr. Bowman, seconded by Ms. Nelson to approve Request No. 00 -34 as presented. Vote on the motion carried unanimously. 5. Request No. 00 -35 - Fence - 258 Cherie Down Lane - Randall and Martha Camomilli, Applicants. Mr. Camomilli submitted photographs of fences surrounding his property. He explained that his front yard had a small privacy area and he wanted to install a standard 4 ft. high shadow box fence in the front yard parallel to Ridgewood Avenue to add to the privacy. He noted that the fence was not dissimilar to surrounding properties. Mr. Bowman voiced his concern that the swale area would not be maintained once the fence was installed. Mr. Camomilli responded that he hired a lawn service to take care of his grass and swale area. Motion by Ms. Neilsen, seconded by Ms. Easler to approve Request No. 00 -35 as presented. Vote on the motion carried unanimously. 6. Request No. 00 -36 - Ground Sign - 149 King Neptune Lane, Cape Gardens Subdivision - Terre Bonne Investments, Inc., Applicant. Mr. Greg Hessee, Property Owner, explained that the permanent ground sign would be made of high density urethane, 2 ft. high x 8 ft. long, with hunter green trim, burgundy background, and gold reflective letters. He further explained that the sign would be installed 42 inches off of the ground and would not exceed the City of Cape Canaveral, Florida Community Appearance Board Meeting August 14, 2000 Page 3 height of the existing berm area. The Board reviewed the submitted landscape plan around the perimeter of the sign. Mr. Hessee verified that the landscaping would be installed as shown on the submittal. He noted that the two palm trees would be planted behind the sign as shown on the plan. Brief discussion followed. Motion by Mr. Bowman, seconded by Ms. Neilsen to approve Request No. 00 -36, permanent ground sign and landscaping as presented. Vote on the motion carried unanimously. 7. Request No. 00 -37 - Fence - 319 E. Central Boulevard, Nelly Cardinale, Applicant. Mrs. Cardinale explained that an existing 6 ft high fence was damaged by a hurricane and would be replaced with the proposed white vinyl fence, which was located in the rear of the property. The Board members reviewed the submittal packet. Brief discussion followed. Motion by Ms. Neilsen, seconded by Mr. Bowman to approve Request No. 00 -37 as submitted. Vote on the motion carried unanimously. 8. Request No. 00 -38 - Wall Sign - 6890 N. Atlantic Avenue, Edward Liguori, Applicant. Mr. Liquori advised that he placed a wood sign on the north side of the building without the required approval. He removed the sign to comply with code enforcement action. He verified that the sign would withstand the windload requirement, no electric would be added, and the sign would be placed above the sliding glass doors. The Board members reviewed the submittal packet and photographs of the sign and building. Brief discussion followed. Motion by Mr. Bowman, seconded by Ms. Neilsen to approve Request No. 00 -38 as presented. Vote on the motion carried unanimously. DISCUSSION 1. Discussion Re: Fences. The Building Official asked that the Board to reconsider their requirement for fences to be brought to the Board for approval prior to permitting. He explained that fences were considered temporary structures, many fences are replaced as a result of deterioration, there were minimum types of fences available for purchase, fences needed to meet specific code requirements regarding height and setbacks prior to permit issuance, the application fee for any and all submittals before this Board was $75.00 which was excessive for this type of City of Cape Canaveral, Florida Community Appearance Board Meeting August 14, 2000 Page 4 construction. The Board reviewed Section 22 -40 (b), Approval prerequisite for permits of the city code. Mr. Reid pointed out that the code section allowed the Building Official to determine that a building permit application is minor or insignificant, the Building Official may grant the permit without submitting the application to the Community Appearance Board for approval, providing the permit is consistent with the intent and purpose of the code. He noted that he had no problem issuing fence permits for residential, but wanted to continue bringing fence requests for commercial and industrial to the Board for approval. Mr. Bowman responded that all fences had a visual impact to neighboring properties. Mr. Camomilli believed that the $75.00 was excessive for a fence application when considering that commercial and new construction projects were the same fee. Discussion was held regarding possibly reducing the submittal fee for fences. The Board concluded to continue further discussion regarding this matter at the next scheduled meeting.
