ZONING BOARD OF ADJUSTMENT
JUNE 10, 1991
A Meetina of the City of Cape Canaveral Zoning Board of Adjustment
was held on June 10. 1991 at the City_ Hall Annex., 111 Polk Avenue,

The Secretary called the roll.

I-Is. Riaerman moved to approve the minutes of April 29. 1991 as
written. Mr. Laws seconded the motion. Motion carried
unanimously.
NEW BUSINESS
1. Special E� ception Request No. 91 -3 To _ Install a_ 5,.040
Galion Above Ground Tank in a M -1 Zone. (10 Tanker Turn Road).
Section . ,14,Township 34 South. Rana237 East, Located on
Parcel_ 271. (Coastal Marketing__ Inc,._) - . Richard A.

Mr. Eckel. Agent for Coastal Fuels, advised that Coastal Fuels had
aareed to the recommended conditions placed on the special
exception request by the Plannina and Zonina Board. The Board
members reviewed a proposed fire protection site plan. Discussion
followed.
David Sar(ieant, Fire Chief CCVFD, explained possible fire breakout
situations based on the different types of fuel sroraae at Coastal
Fuels. evacuation procedures and various response techniques. It
was noted that the only fire apparatus presently on -site were hand
held fire e- x_tinauishers,
The Board members reviewed and ask various questions reaardina
memorandums from the foliowina: Thomas Klevinq, Buildina
Inspector, dated April 17. 1991: Vance Huber. Fire Inspector. dated
February 6. 1991 and Hay 7. 1991: Henry Cartaya. Coastal Fuels
Manager of Engineering Services, dated March 4. 1991: and a
memorandum from David Saraeant. Chief, dated I -lay 7, 1991.
Discussion was held reqardina future Department of Environmental
Reauiation (DER.) requirements for secondary containment.
Norma Townsend, a citizen, noted various concerns reaarding a
heliport at Porr_ Canaveral, ships and cruise ships, submarines, and
fuel storaae at Coastal Fuels. It was her opinion that she was

tryinq to prevent a disaster. She asked the Fire Chief to
reiterate evacuation routes to be used in case of a disaster.
Discussion was held reaardina evacuation routes; spacina of the
tanks. site plan and permittinq procedures; DER approval
requirements for the new tank; loadina area flashina points; and
the condit nd-ed by the Pl —ni — —j 7—j— R--'l
Mr. Laws moved to grant Special Exception Request No. 91 -3 with the
following conditions:
i. Applicant must notify the City of any reaulatory permit
requests and /or violations.
2. Applicant must notify the City of any alteration of
structures or safety systems.
3. Applicant must provide a foam deluge system for loadina
racks to be completed within one year from the date of
approval by the Board of Adjustment.
4. Install a fire hydrant system that has been presented to
the Cape Canaveral Volunteer Fire Department (reference
letter dated Mav 7. 1991 from David Saraeant to James
Morgan) to be completed prior to use of the new tank.
5. Provide 500 gallons of fire fiahtina foam on site in
excess of the foam deluqe systems.
Item numbers 3, 4 & 5 shall meet ITFPA requirements. Item
numbers 4 & 5 shall be completed within one (1) year from the
date this special exception is aranted or prior to final
inspection of the new tank, whichever is a shorter period of
time. If these items are not completed within the specified
time frame, then this special exception shall expire and
become void.
Ms. Riaerman seconded the motion. Notion carried unanimously.
2. Administrative koDeal Reauest No. 91 -4 on Building Official's
Decision Reaardina Denial of Bul Application to
Repair Fire Damaae Sec. 23,Twp_'?4S Ra2 1, Block
72 Avon- Bv- The--Sea, (6920 Ridaewood Avenue) - Nationwide
Mutual Fire Insurance Company tor_ John_ - and lvy Bclanowski
James Woodman, City Attorney, advised that Nationwide Mutual Fire
Insurance Companv had requested a continuance of the administrative
appeal request to a later date. He had been advised by Nationwide
that settlement neaotiations may be entered with the Bolanowsk_i's
and if the case had been settled, there may not be a need to appeal
the Buildina Official's decision. He requested that the Board
table this case until the next meetinq.
Ms. Riaerman moved to table Administrative Appeal Request No.
91 -4, until the next meetina. Mr. Laws seconded the motion.
Motion carried unanimously.
There beina no further business the meeting was adjourned at 10:15
P.M. rr
