CALL TO ORDER: The Chair called the Meeting to Order at 5:28 P.M.

1. Opening Comments: Acting City Manager Angela Apperson recapped where the
City is at in the strategic planning process and announced the City Council will hold the
first public workshop on March 2, 2012 to begin to pull together information that has
been gathered and to discuss what direction the City should go over the 10 to 15 years;
using a visual timeline she illustrated where much has been accomplished, and much
has yet to be done. She also extended thanks to all of the Advisory Boards, the Citizen
Visioning Committee and everyone in the room for their work.
Mayor Randels presented a Certificate of Appreciation Award to Ms. Bea McNeely for
her time as Chair on the Planning and Zoning Board since 1996.
2. Envisioning Recap — John Porter, Chair of Visioning Committee: Committee
Chairperson John Porter thanked everyone who participated in the Envision Plan for
their hard work; special mention was made of Committee Member Tom Garboski who
recently passed away. Mr. Porter stated the Visioning Committee met just prior to this
meeting to get consensus among the members and to ask again to be a part of this
process moving forward. Consensus was reached to: 1 — for the Visioning Committee
to continue as a new committee to help push the plan forward, keeping the integrity of
the plan and keep it on track; 2 — help prioritize what gets done and when; 3 — be part of
the review process and report back to Council; 4 — help with communication by
continuing to gain information, keeping the public informed, keeping all stakeholders up
to date with meetings once or twice a year; 5 — this board would be good jumping off
point for ad hoc committees to study a specific issue and would be dissolved when the
job is done. Discussion ensued and included an ad hoc committee's roll to be played,
expanding website and email communications, method to involve other Advisory
Boards, possibility of taking field trips, using 3D modeling, money and grants, engaging
property owners, possibility of a paint and plant program; jobs that are going to come
out of this work; knowledge needed to fill gaps; City code changes and Code
Enforcement, the need to do something visible so people see the results: landmarks
such as the mobile home above the carwash and the IBM building are now gone.
3. Report from Board Representatives: Planning and Development Director Barry
Brown distributed the Envision Cape Canaveral Visioning Report Recommendations
and Action Items to Council. He stated that after the Board Representatives had a
chance to present the recommendations to Council, they would then have a chance to
discuss how to prioritize and create an Implementation Plan. City Board
Representatives addressed the Council.
4. Open Discussion: Discussion ensued and included how the City Codes and
Ordinances need to be changed and created; the need to move zoning along to allow
for daycares; the importance of mixed-use zoning, building height and the need for
Comprehensive Plan implementation; CRA and Brownfields; multiple projects to
expedite; present economics of the country and funding issues; paint & plant plan and

possible volunteer days with the City businesses; dog park issues; youth center,
community center, and senior center; Cherie Down Park acquisition and concern with
the shape of the restrooms and plumbing; using space behind the Radisson as a
gathering place; City Branding; implementation of tax district while property values are
low, A1A Corridor Plan; Port-of-Call ships; bicycle path plan.
ADJOURNMENT: There being no further business, the Meeting adjourned at 7:10 P.M
