HomeMy WebLinkAbout1978, April By-Laws BY-LAWS CAPE CANAVERAL PUBLIC LIBRARY Article 1 Membership In accordance with the provisions of Ordinance 11-66 of the City of Cape Canaveral, Florida, the library board of the Cape Canaveral Public Library shall consist of five members chosen for their fitness for the public library membership. Article 2 Officers Section 1 . Officers of the board shall be a chairman and a secretary. Section 2. The officers shall be elected by ballot at the annual meeting for a term of one year. Vacancies in office shall be filled by ballot at the next regular meeting of the board after the vacancies occur. Section 3. The duties of the officers shall be such as by custom and law and the rules of this board usually devolve upon such officers in accordance with their titles. Article 3 Meetings Section 1 . The annual meeting of the Cape Canaveral Library Board shall take place the second Tuesday, 9:30 AM, in November of the current year. Regular monthly meetings will take place the second Tuesday, 9:30 AM, of each month. The meeting date may be changed by majority vote. Section 2. Special meetings may be called by the chairman or upon written request of three members for the transaction of business as stated in the call. Notice stating the time and place of any special meeting and the purpose for which called shall be given each member of the board at least two days in advance of such meeting. Section 3. A quorum for transaction of business shall consist of a simple majority of members present. 5 Section 4. Order of business may be Call to order Reading and approval of minutes Approval of bills Report of librarian Committee reports Communication Unfinished business New business Adjournment Article 4 Librarian Section 1 . A qualified librarian shall be considered the executive officer of the board and shall have sole charge of the administration of the library under the direction and review of the board. The librarian shall be held responsible for the care of the building and equipment, for the employment and direction of the staff, for the efficiency of the library's service to the public, and for the operation of the library under the financial conditions set forth in annual budget. The librarian shall attend all board meetings except those which his or her appointment, salary, or performance is to be discussed or decided. Article 5 Amendments Section 1 . These by-laws may be amended at any regular meeting of the board quorum present, by majority vote of the members present, provided the amendment was stated in call for the meeting. Article 6 Vacancy by Non-attendance Section 1. Any member of the library board, absent from the board meetings more three (3) times in any calendar year, can anticipate his, her, name being submitted by the Secretary of the library to the library board chairman as resignation from the board. - Article 7 Restrictions Section 1. No individual officer or member of the board has authority to issue or act or speak in the name of the board, unless specifically empowered tordo so by a majority vote of the board at a regular or duly called special meeting , where a quorum is present.
