Ridgewood Avenue Improvements Project — Selection of Bid Options
Department: Public Works
Summary: The City of Cape Canaveral (City) continues to move forward with the Ridgewood
Avenue Improvements Project. However, a few key decisions are required to (1) finalize the
contract with Brewer Paving and Development and (2) complete the project scope of work. The
bid options for City Council consideration include:
• Use of brick pavers versus textured paving in crosswalks -cost of $12,565;
• Use of whole textured paving for entire intersections —cost of $101,100;
• Use of decorative lighting all along Ridgewood Avenue — cost of $317,016; and
• Use of PVC conduit for future lighting — cost of $36,725.
Other discussions will include potential project items such as use of colored pedways versus non -
colored pedways, extension of the project northward to Ocean Woods, etc.
Requested Council Action: City staff recommends that a workshop be scheduled with the
City Council to discuss final decisions required for the Ridgewood Avenue Improvements
Project.
Financial Impact: Bid options and other decisions are required to establish a final contract
amount with Brewer Paving and Development and to establish a final project scope of work.

RE: Ridgewood Avenue Improvements Project
Bid Options and Other Final Issues
City Council input is required on the following items so that the Ridgewood Avenue
Improvements Project can be initiated. The prQject is scheduled to begin on January I I
(if all of the Federal stimulus requirements can be iriet by that tin -ie). The winning bid was
from Brewer Paving and Development, Inc., in the wriount of $1,497,674.05.
WEU=
1). Textured pavement versus brick pavers: For four- sets of cross walks (four
intersections), textured paving costs are $41,400, For four sets of cross walks (four
intersections), brick paver costs are $53,665. The cost difference is an additional contract
arnount of $12,265.
2). Textured pavement in entire intersection: For four intersections, using textured
pavement in the middle of the intersections as well as the cross walks -- the cast is an
additional contract arnount of 5101,100,
3). Additional decorative lighting: For installing decorative lighting for the entire length
of Ridgewood Avenue (instead of four intersections) — the cost is an additional contract
amount of $317,0116,
4). Lighting conduit: For installing lighting conduit along the entire western side of the
roadway (for future decorative lighting), the cost is an additional contract amount of
$36,725,
1). Colored pedestrian walkway (pedway): One option is to install an asphalt pedway
(black) with three-inch thermoplastic stripes oil both sides to delineate the pedway.
Another option is to install colored asphalt pavement (see Attachment #1).
2). Concrete driveways: The engineering drawings do not include installing the asphalt
pedway across concrete driveways (i.e., the pedway will be interrupted by several
concrete d6veways). It has been suggested that the pedway be extended through the
concrete driveways so that the pedway is continuous the entire length of Ridgewood
Avenue, No change in contract amount,
3). Extension of project northward to Ocean Woods: The original prQject was to end
at Chandler Street it was then extended further northward to East Central Boulevard.
An additional option is to extend the project northward to Ocean Woods and Ocean Oaks.
This extension would include a new sidewalk on the eastern side of the roadway but no
pedway on the western side.This extension primarily includes new asphalt for the
roadway and curbing improveirients (see Attactillient #2). The cost is an additional
contract amount of $55,116.60.
4). Lighting colors: Attached is a chart of the colors available for the Sternberg lighting
(they can match any color). These turtle -friendly lights will be installed at four
intersections (eight lights - model #1527 — see Attachment #3). LED lighting is not yet
available from the manufacturer for turtle -friendly lighting — a couple of years yet for this
model. LED lighting can save 50% on electricity and is anywhere frorn 30-75% higher in
cost.
5)® Washington Avenue intersection — textured cross walks: The engineering drawings
included the installation of textured cross walks at four intersections (four-way stops) but
did not include Washington Avenue (see Attachl-nent #-4). Textured cross walks can be
installed at Washington Avenue for an additional contract amount of $10,350 (unit price)
($13,416 for brick pavers).
6). Washington Avenue intersection — decorative lighting: The engineering drawings
included the installation of installation of decorative lighting at four intersections (four-
way stops) but did not include Washington Avenue. Decorative lighting (2) can be
installed at Washington Avenue for all additional contract amount of $23,928 (unit price).
7). Lincoln Avenue property: Does the City wish to pay for the replacement of the
concrete block wall at the property located at 6920 Ridgewood Avenue (coiller of

Mayor Randels called the City Council Workshop Meeting to order at 5:34 pm.
Mayor Randels presented that council has had the oral history DVD for approximately one month and he
solicited comments from council:
• Mayor Randels - Impressed and very proud of the product
• Mayor Pro Tem Hoog - Has watched twice; gets better each time; well put together
• Council Member Petsos - Really came together; job well done; wants to make sure that each
person who is interviewed is named at least twice; make sure spellings of names are correct
• Council Member Roberts — Excellent effort
Mr. Stanley requested feedback from council on the following:
What is the final destination of this project: (1) DVD's for distribution and sale? (2) Broadcasting on
Television? (3) Web delivery? Mr. Stanley presented the formatting issues involved in order to
broadcast the DVD on TV. He presented the DVD could be designed for the City's home page; however,
this cost was not included in the initial contract and at the request of Ms. Roberts, he had provided a
proposal to council.
• Mr. Hoog would like the completed DVD made available to the public.
• Ms. Roberts suggested selling the DVD's for a small fee in order to get a return on the investment
back to the citizens and suggested the city manager develop a business proposal in that regard.
Ms. Roberts suggested providing complimentary copies to the interviewees.
• Mr. Petsos' intent was that the City would receive the master DVD so that copies could be made
by staff.
Council agreed: (1) Mr. Stanley would provide the City with one master DVD. If City desired (20)
copies, Mr. Stanley will provide to the City. If City desired several hundred copies, Mr. Stanley will
provide the City with name of individual who can "burn" DVD's at a discounted rate. (2) City will
consider placement of oral history project on the City's website at a Iater time.
Review inclusion of additional topics:
Due to the unbudgeted cost, Ms. Roberts recommended not to include additional material at this time.
Mr. Boucher pointed out that the City will have a master of all the interviews related to the additional
topics and this issue could be revisited in the future. Mr. Petsos felt the 1-112 hour DVD was more than
enough for now; the "past" has been captured before the "past" left us. Council agreed: keep the 1-112
hour DVD as presented by Mr. Stanley as the City's current oral history video.
Music Selections and Sound Effects. Council concurred. Mr. Petsos asked if the volume could be
increased on a couple of the interviews; Mr. Stanley said this would be corrected during the final mix.
Transition for Graphics In Between History Segments: Mr. Stanley received agreement from council
to use the City's logo with limited verbiage.
Opening Segment: Mr. Stanley presented that Bill Larson would narrate this three minute portion and
needed input from council regarding topics. Council agreed on the following opening topics: Native
Indians and Spanish explorers, segueing into the 70's and the space program as a set up for the early Cape
Canaveral residents and a brief mention of the Cape Canaveral Lighthouse. Ms. Roberts recommended
utilizing the "Sun, Space and Sea" theme to describe the significance of the City. Mayor agreed.
Part 1 to Part 2 Sequence, Ann Thurm Book Theme: Mr. Stanley summarized and presented his
rationale on why he included Ann Thurm's book and scrapbooks. Council agreed with Mr. Stanley's
suggestion to reference Ms. Thurm's scrapbooks containing newspaper articles of the City's history
being available for reading at the Cape Canaveral Library.
Part 1 to Part 2 Sequence, Changing the landscape: Mr. Stanley presented there would be a small
mention of the City's changing landscape. Council agreed: include a brief mention of Port Canaveral.
Closing Theme — New Visioning Statement: Mr. Stanley asked for clarification of the City's Vision.
Mr. Boucher advised that Mr. Stanley would be provided with a DVD of the last Visioning Meeting in
which there was discussion of the different visioning statements. Mr. Boucher recommended that Mr.
Stanley include the people working together to plan for the future chapter of the community and did not
feel that any audio was necessary; this would mix with ending comments such as, "pay attention to what
is going on in your city, attend City Council meetings, learn about the Visioning process, visit City's
website to learn more, and the City continues to evolve." City Historian Ray Osborne asked if council
would consider mentioning that individuals could provide him with interesting artifacts. Mr. Boucher
advised he would provide Mr. Stanley with Mr. Osborne's contact information.
Credit Roll — Closing Sequence: Mr. Stanley asked council to review the credit roll. His idea was to
have the logo in the background with people making generic "feel good, happy" comments off to the side
as the credits slowly rolled and an "I love Cape Canaveral" at the end. In response to Ms. Roberts'
question regarding inclusion of key City staff that Mr. Stanley worked with, he responded he could
include these names under each department. In response to Mr. Osborne's question regarding credit
being given to individuals who provided him with pictures, Mayor Randels suggested giving generic
credits; i.e., many pictures were supplied by residents. Council census: would like to see the final cut of
the DVD reflecting comments coming out of this workshop.
Comments from Council member Roberts:
• Was there agreement that complimentary copies would be provided to the interviewees? Mayor
Randels agreed that was a reasonable.
• Capture lessons learned
• Start thinking about a City History Museum to historically preserve artifacts/pictures
• She praised Mr. Stanley's storyline interview approach, but was concerned that interviews with
individuals involved in City government were not being captured; i.e., what's it like to be a
mayor, to be a councilmember, to be a city manager. The storyline approach relative to the
individual interview approach could be considered for the future
• Historical Advisory Board
• Grants to help build for the future
• Benchmark best practices from other municipalities as they relate to capturing municipal history
Staff will provide Mr. Stanley with credentials on all the interviewees.
ADJOURNMENT:
There being no further business, Mayor Randels adjourned the meeting at 6:55 pm.
